MINUTES of the Meeting of the Parish Council, held on Thursday September 1st September  2016 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb (Chairman) Mr R Hutton, (Vice Chairman), Mr K Martin, Mrs J Barrett Mr R Lewis, Mr W Buckland, Mr H Patel Mrs Nicolette Pike and 9 members of the public. Cllr Barrett, Cllr Hamilton and Cllr Montyn also present.

112.        DECLARATIONS UNDER THE CODE OF CONDUCT –Mr R Lewis, personal, 8 Owers Way, Mr Martin, personal, 25 The Wad, Mr Shrubb, personal Nunnington Farm, Mrs Barrett, personal Brook House

113.        CO OPTION –On a proposal by Mr Shrubb, seconded by Mr Martin the Council agreed to co-opt Mrs Nicolette Pike as Councillor.

114.        URGENT ITEMS – Noted that WSCC would be debating their response to the Highways England consultation at a public meeting.

116. WW/16/02733/FUL – 34 Marine Drive West – Agreed to ask CDC Planning Officer for an extension of time for comments.

117.        A27 HIGHWAYS ENGLAND CONSULTATION – The Chairman referred to the many reports that had been circulating regarding the consultation. Mr Martin reported that the Council’s WP had met on 6th August and considered the options in the consultation document. A recommended response had been circulated to all members. On a proposal by Mr Martin and seconded by Mr Buckland it was agreed that the Parish Council supported no option, because it was felt that the only solution was to separate through traffic from local traffic. It was also noted that at least 6 times more many people lived to the south of Chichester than the north.

118.        S106 HIGHWAYS IMPROVEMENTS SANDPIPER WALK   - Members noted the signs and scheme provided by WSCC. Concern was expressed regarding the hedge and the responsibility for ensuring that this was kept cut back to maintain sight lines. It was agreed to report this back to WSCC

119. MINUTES AND MATTERS ARISING –Mr Martin proposed that min 107(f) be amended to include “and training” and on a proposal by Mr Hutton, seconded by Mr Martin the minutes were approved

Mr Martin asked the Chairman to consider the item regarding VAT in public. The Chairman stated that this would be considered under item 8 on the Agenda and that the Council would make its decision then

120. DISTRICT AND COUNTY COUNCILLOR UPDATE – Cllr Montyn reported that the A27 options would be considered by WSCC at a Select Committee on 15th September 2016 which the public could observe. The Council also noted that the Harbour Conservancy would also meet to discuss its response.

Cllr Barrett reported that the planning application for the new Youth Club facility had been submitted. He also reported that the hearing into the traveller’s site in Birdham had been scheduled for February 2017. It was also noted that the Peninsula Forum would debate the A27 consultation at its next meeting. Mr Martin asked whether WSCC would look at changes and improvements to local routes to optimise the preference coming out of the consultation.

121.        CLERKS REPORT

a)      Allotments – The Council considered hedge cutting at the Allotment and Millennium Meadow as follows;

Ona proposal by Mr Lewis and seconded by Mr Hutton it was agreed to use Contractor C.

b)      Footpaths and Open Spaces – Mr Hutton explained the urgent work carried out at the public conveniences. Mr Shrubb reported that further detail had been submitted in support of the Operation Watershed bid including details of the number of properties at risk of flooding and details from Jane Reeve and the FLOW project.

c)      Noted that the WSCC PROW team would be carrying out its inspection shortly. Mr Martin suggested applying for grant for second phase of the flood mapping project.

d)      Sportsfield and Millennium Meadow –Mr Hutton reported that the football club had advised that it could not meet its financial obligations to the League for the forthcoming season. He had requested a meeting with the Captain and Vice Captains of the team to determine whether the Club would be using the Sportsfield and would report back once this had taken place. He reported that the land drainage was now complete and was currently being irrigated, with reinstatement work also being completed. He also reported that the tennis courts had now been painted and posts and nets to be put in. It was agreed that the WP would meet as soon as possible to discuss the operation of the tennis courts. Finally it was noted that Mr Hutton was obtaining quotes for repairs and refurbishment of the floodlights.

e)      Snowhill – Noted that bramble had been removed from some seats and that the WP would check others for any cutting back needed.

f)       Finance – Members noted the budget monitoring reports circulated for information. Mr Lewis asked for further detail regarding the budget profile for the cost of the NDP, and it was further agreed to ask AiRS for a project plan update including costs to date.

g)      Communication and web site –Mr Martin asked about progress but it was noted that as Mr Sadler was away the new site had not been launched. It was agreed that this was now an urgent priority.

h)      Parish Assets/Footway Lighting – No report

i)        Memorial Hall – Noted the NHB application form had been submitted

j)         Twinning – Noted the successful visit this summer. Fund raising now underway for 2017 with a visit in 2018.

k)      East Head/CIAG –No report

l)        Emergency Planning  - No report

m)    Parish Church – No report

n)      Peninsula Forum – Noted that the next meeting would be discussing the A27 consultation.

122.        –CORRESPONDENCE

a)      SALC Planning event – Noted Mr Buckland would attend

b)      CDC meeting with Parishes – Noted Mr Shrubb and Mr Patel would attend.

123.        VAT STATUS ADVICE – On a proposal by Mr Shrubb and seconded by Mr Lewis the Council agreed to discuss this advice in closed session.

124.        OTHER ITEMS FOR DISCUSSION – None

125.        OPEN FORUM

Mr Bird asked the Council about some overhanging trees on the boundary of the Millennium Meadow. Cllr Barrett asked the Council to consider a partial TRO to alleviate all day parking near the shops.

126.        VAT STATUS – The Council considered the opinion received from a tax specialist. Mr Martin felt that the advice was not specific enough. Members discussed the different scenarios which may affect the Councils position regarding reclaiming VAT or registering for VAT. It was agreed that members would consider specific question and let the Clerk know what these were. Mr Martin asked about the impact of the arrangements for the tennis courts and possible implications depending on how the courts would operate. He asked for the likely usage and business plan. It was also agreed that the WP would put the specific questions to the Councils internal auditor.

There being no further business for discussion the meeting closed at 9.15 pm.
