WEST WITTERING PARISH COUNCIL

MINUTES of the Meeting of the Parish Council, held on Thursday 2nd September 2010 in the Sports Pavilion, Rookwood Road, West Wittering

PRESENT:    Mr. R Hutton,(Chairman) Mr. R. Shrubb, (Vice Chairman) Mr. T. Tupper, Mr. K. Smith, Mr. K. Martin, Mr. D Wright, Mr. W. Buckland and Mr. S. Colwell and 17 members of the public. Cllr Montyn and Cllr Barratt were also in attendance.

82.       Lt. Col John Davis, OBE

The meeting observed one minutes silence in memory of the late Harbourmaster.

83.       APOLOGIES FOR ABSENCE

Mr. J Robertson.

84.       DECLARATIONS UNDER THE CODE OF CONDUCT

Mr. Shrubb declared an interest in the application for Wicks Farm and Mr. Colwell declared an interest in the application for Hope House.

85.       PLANNING APPLICATIONS

Members considered the following planning applications. The Chairman opened the meeting to allow members of the public to address the Council regarding the application for 15 low cost homes at Summerfield Rd.

A number of residents raised issues concerning drainage and infrastructure, as well as the roof heights and mass of the proposals. Members commented regarding the development not meeting the criteria of the VDS and certain national planning guidelines, whilst recognizing the need for local affordable housing. Members discussed a number of conditions which they felt would mitigate the impact of the proposals, which were as follows;

-          Upgrading of the existing entrance to Summerfield Rd, improved access and parking.

-          A satisfactory resolution to the issue of surface water drainage and upgrading of existing facilities to cope with additional foul water and sewage.

-          Screening and planting of the western boundary

-          Reduction of roof heights and bulk to reduce the visual impact

-          Involvement of the Parish Council in establishing a local connection for applicants.

The above conditions were agreed by the Council and on a vote of 5 to 3 agreed not to object to the application subject to the conditions listed above.

86.       PCSO REPORT

The Chairman opened the meeting to allow PCSO Anne Bromley to update members. She reported an increase in theft from gardens including cycles.

87. MINUTES

On a proposal by Mr. Martin, seconded by Mr. Tupper members unanimously approved the minutes and the Chairman duly signed them.

88.       CLERKS REPORT

(a)        Allotments

Mr. Tupper reported that vacant plots were waiting to be strimmed and that he would attend to the lock on the gate.

(b)        Footpaths and Open Spaces

The Clerk reported that a number of quotes had been received for the winter tree maintenance as follows;

B          £1495 plus £450 or £300 to survey or fell dying tree

C          £4425

D          £4895

On a proposal by Mr. Hutton seconded by Mr. Martin, members agreed to award the contract for this work to Contractor B and the Clerk was instructed to arrange the work and appropriate consents.

(d)       Snowhill

Members noted a new “No Parking” sign was needed.

(e)        Memorial Hall

No items to report.

(f)        Finance

No items to report.

(g)        Village Green

Members noted the horse chestnut tree may be diseased and the Clerk was requested to ask the CDC Arboriculturalist to look at it.

(h)        Twinning

Mr. Wright reported that a visit to France had been arranged for October 2010.

(i)         Web Site and Communications

Members noted that the latest edition of the newsletter had been posted to residents, and thanks were recorded to the Environment Agency and West Wittering Estates for their support.

(j)         Footway Lighting

No items to report

(k)        EHCAG/EA Flood defences

There were no items to report from the EHCAG. Members noted a underfunding for the preferred flood defence option and that a meeting with stakeholders was being arranged later in the month.

(l)         Emergency Planning

No items to report.

89.       CORRESPONDENCE

Members noted that items as listed in the Clerks report had been circulated

(a)        Parking Space Ellanore Lane

The Clerk read out a letter from a resident of Pound Road regarding the possibility of a parking space in Ellanore Lane following the installation of double yellow lines in Pound Road.

Although members were not in favour of offering spaces used by Allotment holders, it was agreed to investigate alternatives.

(b)        WWE Car Park and traffic

Mr. Smith reported that a member of the public has written to him regarding excessive traffic causing queues and congestion in the summer months and when accessing the Car Park. Members noted that this matter had also been raised by East Wittering and Bracklesham Parish Council. Mr. Hutton stated that he recalled the matter being discussed before and that West Wittering Estates had agreed to undertake a report from a traffic expert, regarding the flow of traffic into and out of the Car Park. The Clerk was asked to obtain details from this survey and report from West Wittering Estates.

(c)        District and Parish Council elections 2011

Members noted information from CDC regarding potential costs for the election in 2011.

90.       FINANCE

b)        On a proposal by Mr. Martin, and seconded by Mr. Tupper, payment of the above accounts was authorised by the Parish Council.

(c)        East West Path

Members noted the progress of this project and discussed the payment schedule.

It was agreed that the Finance Working Party would look at the arrangements and

report back to the Council at the next meeting.

91.       OTHER ITEMS FOR DISCUSSION

(a)        Litter bin – Pavilion

Mr. Buckland reported that the litter bin outside the Pavilion was being used by visitors in general and not Pavilion users. It was agreed to ask CDC to empty this bin as part of their collection service.

(b)        East Wittering Fire Station

Mr. Buckland asked for reassurance that the Fire Station was not included in the current service review and would therefore not be subject to closure.

(c)        Speeding, Cakeham Road

Mr. Smith reported a complaint from residents re speeding and it was agreed that this site could benefit from the SID.

(d)       Snowhill

Mr. Colwell reported that he had visited Snowhill and was preparing options for the storage of boats on the Parish chain.

(e)        Access by Design

Mr. Martin queried whether the account for £235 had been paid. It was agreed to add this to the approved list of accounts.

92. OPEN FORUM

Mr. Taylor asked if his letter and e mail concerning planning matters had been circulated to members and it was confirmed that it had. Mr. Bird reported overgrown tree branches along Rookwood Rd from Sayas News to Elms Lane and it was agreed to report this to WSCC.
