WEST WITTERING PARISH COUNCIL
MINUTES of the Annual Meeting of the Parish Council,
Held on Thursday, 7th September 2006 in the Sports Pavilion,
Rookwood Road, West Wittering
PRESENT: Mr. R. Shrubb, (Vice Chairman), Mr. R. Holmes, Mrs. J. Harper, Mr. J. Robertson, Mr. D. Wright, Mr. D. Hopson, and 8 members of the Public. Cllrs Jones and Dawes Chew were also in attendance.
61. APOLOGIES FOR ABSENCE

62. CODE OF CONDUCT
Mr. R. Shrubb declared his interest in the item concerning Scotts Farm caravan site.
63. MINUTES
On a proposal by Mr Robertson, seconded by Mr. Holmes, the minutes were signed by the Chairman.
64. CLERKS REPORT AND ACTION LIST PROGRESS
(a) Allotments
Members noted the policy on overhead sprinklers was to be sent out with the rent invoices for 2006/2007.
(b) Footpaths and Open Spaces
No items to report.
(c) Sportsfield Management
Mr Wright reported that there had been vandalism and damage to the Pavilion over the Bank holiday weekend. The matter had been reported to the police, and members noted that the lights and sensor which had been damaged needed replacing. The Clerk was instructed to obtain quotes for the work.
(d) Snowhill
The Clerk reported that a copy of the bye laws had been sent to the Council’s solicitor, in order to update the standard scale charges, before the new notice board could be ordered. Mr Ruff had been asked to clear the brambles around the seats on Snowhill, and it was noted that the recently planted tamarisk had not survived so would be replanted.

(g) Village Green
Members noted that the gully cover adjacent to the Village Green had been repaired. It was reported that a new “no parking” sign had been erected. As the village green is in the Conservation Area, planning permission is usually required. Members were asked to look at the sign and report back to the Clerk if they felt it was out of keeping.
(h) Twinning.
Mr. Wright reported that the regatta would be held on the 8th and 9th September.
(j) Parish Plan
Mr Hopson confirmed he would take on the Parish Plan project, and will set up a working party of volunteers. A dedicated web site was now set up, linked to the Parish Council web site.
65. CORRESPONDENCE
Members noted that items as listed in the Clerks report had been circulated.
(a) Letter re Waiting Restrictions, The Old House at Home
The Clerk reported a letter concerning extending the waiting restrictions in Cakeham Road near The Old House at Home. It was agreed to report this to WSCC.
(b) Letter re speeding, Church Rd
The Clerk reported a letter regarding two recent accidents in Church Rd. Concern was expressed over safety of pedestrians. It was agreed to write to WSCC and request a site visit to look at ways of improving the highway.
(c) Parish Council elections – May 2007
Members noted the anticipated costs associated with the 2007 elections, and it was also agreed to write to the Returning Officer to request polling facilities in the eastern part of the Village.

67. PLANNING
(a) Members noted that planning decision lists had been circulated.
(b) Thatch End WW/06/02603/OUT
The Clerk reported a letter from a resident concerning the recent application. The letter had been circulated to members and discussed at the recent F&GP meeting. Mr Shrubb commented that although the Council had objected to a previous application, in his opinion this application had removed the original reason for objecting. Following discussion the Clerk was instructed to reply.
(c) Scotts Farm – Update
Mr. Shrubb left the meeting. The Clerk reported that revised plans had been submitted to the District Council, which would be circulated for comment in the usual way.
Mr. Shrubb returned to the meeting.

68. OTHER ITEMS FOR DISCUSSION
(a) Highway Matters
A number of matters requiring attention were raised and the Clerk was instructed to report
these to WSCC
(b) Use of Fireworks
Mr. Wright reported that there had been a complaint about fireworks causing a nuisance, it was agreed to put a notice on the web site encouraging safe and considerate use of fireworks.
(c ) DDA access
Mr Hopson reported that he had been alerted to many problems facing disabled and elderly
residents concerning access within the parish in particular the lack of dropped kerbs. He
Proposed that a survey should be undertaken and it was agreed to contact the Drop in Youth
Group to see if they could assist.
(d) West Wittering Estates Car park
Mr. Hopson reported that he had received numerous complaints and comments from residents concerning the traffic generated by the Car Park. Mr Wright and Mrs. Harper declared an interest and did not take part in the debate. It was agreed that the Council should initiate a discussion with WWE to see if any solution could be worked towards to alleviate the problems of traffic queues and litter. It was agreed that the Clerk would contact the Car parks Manager to set up such a discussion meeting. Mr. Hopson agreed to represent the Council.

69. OPEN FORUM

Cllr Daws Chew stated that it was well known that the numbers of visitors to the Car park had increased, and that traffic management was critical. Mr Tayler requested that the Parish Council should not support any increase in size of the car park.
