MINUTES of the Meeting of the Parish Council,held on Thursday 1st October 2015 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb (Chairman)  Mr R Lewis, Mrs J Barrett, Mr K Martin, Mr W Buckland, Mrs H Codrai. and 1 member of the public. Cllr, Barrett and Cllr Montyn were also present.

(a)      Ellanore Lane House – Noted this application had been recently validated and agreed to ask the Planning Officer to extend the date for comments until after the November meeting.

(b)     Enforcement matters; – Northfield and Sandpiper Walk – Cllr Barrett updated members on the current situation at these developments. Concern was expressed at the lack of a suitable crossing and it was noted that CDC had written to the developer regarding progress. Also noted that the Focus group would be meeting with SW to address issues arising out of non-compliance with condition 19 at Northfields.

(c)      Bramber Nursery – Agreed to support objection to change of use proposals.

103.        MINUTES AND MATTERS ARISING

On a proposal by Mrs Barrett, seconded by Mrs Codrai the minutes were agreed and signed by the Chairman.

104.        DISTRICT AND COUNTY COUNCILLOR UPDATE

Cllr Montyn informed the meeting that Highways England would be undertaking consultation on improvements to the A27 Chichester by pass in the Spring of 2016.He also reported that the TRO task and finish group was looking at ways of delivering TRO’s which did not necessarily have priority within the CLC approved list.

Cllr Barrett updated the Council regarding the fly tipping at Marine Drive Car Park and problems caused because Viridor had advised residents to leave paper and card in the car park. He also reported that CDC would be going to the High Court to deal with the traveller’s site in Birdham. The Peninsular Forum meeting in December would be looking at funding for the MPP and Community Warden, and car park charges for Northern Crescent had been maintained following consultation. Cllr Martin thanked Cllr Barrett for all his work on behalf of the Council.

105.        CLERKS REPORT

(a)      Allotments

Members agreed to assist the Allotment Association with a grant towards a mower and for additional security. On a proposal by Mr Buckland seconded by Mr Lewis a sum of £100 was agreed.

(b)     Footpaths and Open Spaces

Mr Shrubb reported that the meeting with contractors regarding additional work to be agreed had not taken place. Members considered the weeping willow on the village green and agreed to obtain advice re pruning and obtain quotes for the work. It was also agreed to obtain a replacement horse chestnut tree for the village green.

(c)      Sportsfield and Millennium Meadow

Members noted comments from Sport England and the Councils response in respect of the proposed tennis courts. It was noted that the application was likely to go to Planning Committee in November. Regarding the encroachment onto the Sportsfield it was reported that 3 gates had been identified, with 1 being in use and also evidence of grass cuttings being dumped on the field. It was agreed that the residents would be contacted to discuss the matter and report back to the Council. Quotes for works to the Sportsfield trees were considered as follows;

Contractor A – £750

Contractor B – £390

On a proposal by Mr Martin and seconded by Mr Buckland it was agreed to accept Contractor B’s quote. It was further agreed to arrange for the undergrowth and lower dead branches to be removed and to ask for a quote for removing brambles on the Village Green.

Regarding repairs to the surface of the play area members considered the quotes for repair and replacement of the wet pour surfacing. It was agreed to hold this matter until a further quote could be obtained.

Mr Lewis reported on his meeting with the Football Club and the proposals for charging calculated by Mr Hutton. It was agreed to write off the remaining charge for the 2015 season and move to a payment per match subject to the number of games being agreed. Mr Lewis agreed to look at the Clubs finances and report back at the next meeting.

It was agreed that WWCC could hold their annual bonfire night on 7th November 2015.

Members noted items listed in the Clerks report had been circulated.

(a)      Seat Marine Drive – Agreed that the owners would be served notice that the seat would be removed.
