WEST WITTERING PARISH COUNCIL
MINUTES of the Meeting of the Parish Council, Held on Thursday 6th October 2011 in the Sports Pavilion, Rookwood Road, West Wittering.
PRESENT: Mr. R. Shrubb, (Chairman), Mr. K. Martin, (Vice Chairman) Mr. D Wright, Mr C Pine, Mrs Sally Smith, and 8 members of the public. Cllr Montyn and Councillor Marshall were also in attendance.

103. DECLARATIONS UNDER THE CODE OF CONDUCT
Mr Wright declared a personal interest in the planning applications for Home Farm House, and North Cottage. Mr Martin declared a prejudicial interest in the planning application for 6 Elmstead Park Road. Mr Shrubb declared an interest in Home Farm House and Mrs Smith declared an interest in 23 Marine Drive. Members noted that because of the above declarations, there would be an insufficient number of members to consider the planning applications for Home Farm House and North Cottage.

105. MINUTES
On a proposal by Mr Pine, seconded by Mr Martin, the minutes were approved and signed by the Chairman.
106. COUNTY AND DISTRICT COUNCIL UPDATE
Cllr Montyn updated members on the new bus routes proposed by Stagecoach. He also reported that Libraries would not close but savings would be made by reducing costs and opening hours. The Parish Council agreed to collaborate with East Wittering and Bracklesham Parish Council regarding publicising opportunities for volunteers. Mr Shrubb asked about the future of the public conveniences in Pound Rd however it was noted that there has been no further consultation regarding the future of these facilities.
107. CLERKS REPORT
(a) Allotments
Mrs Smith reported on a number of items of maintenance. The hedgerow needed clearing and cutting back before any pest control could be carried out and some areas needed leveling at the entrances. It was agreed that Mr Pine would assist in producing the appropriate specification for the work so that quotes could be obtained.
(b) Footpaths and Open Spaces
The Clerk reported that a number of quotes had been received regarding clearing the footpath in Chapel Lane as follows;
Contractor A – £70.50
Contractor B – £100.00
Contractor C – £125.00
On a proposal by Mr Wright seconded by Mr Martin, it was agreed that Contractor A would be awarded this contract.
Members discussed the proposed design of the E/W cycle path extension as the plans had been circulated and displayed on the web site. Mr Martin expressed concern over the crossing points at the junction with Joliffe Rd and suggested additional signs to direct cyclists down Joliffe Rd.
The Clerk reported that an H&S tree report was due and that the company used previously would carry out a survey for the same price as 2 years ago. On a proposal by Mr Wright, seconded by Mr Pine, it was agreed to proceed with this work.
(c) Sportsfield
Members noted that the installation of CCTV had commenced. Members considered a request from the Cricket Club to hold a bonfire and firework event on 4th or 5th November 2011. On a proposal by Mr Wright, seconded by Mr Pine this was approved subject to the Cricket Club obtaining the appropriate licences and notifying all horse owners in Elms Lane.
(d) Snowhill
Mr Shrubb reported on the recent Working Party meeting. The Working Party recommended that residents be encouraged to monitor the use of Snowhill for the next six months or so, and the Parish Council would renew the signs. On a proposal by Mr Martin, seconded by Mr Wright, members agreed the recommendation and the Clerk was asked to communicate this to Mr Tayler.
(e) Memorial Hall
Mr. Wright reported that the Committee was looking for a new Bookings Secretary.

(i) Web Site and Communications
Members noted that Mr Parker was continuing to monitor problems with e mail and the web site server. Mr Martin reported that at the recent Councillor training event, the SALC Secretary had indicated that the Parish Council could create a mailing list from the register of electors. The Clerk was asked to find out whether an electronic copy of the electoral register can be used for mailing purposes.
(j) Footway Lighting

(k) EHCIAG/EA Flood Defence
Mr Martin reported that the authorities were currently monitoring the areas around The Hinge, and that some hard defences were being maintained. The shingle banks were still in a good condition, but remain a trigger point for intervention if this changes. He also asked the Parish Council to approve a contribution of £350 again this year towards the EHCIAG running costs.
Regarding the flood defence project, Members noted that the delivery of hard material was ahead of schedule.
(i) Emergency Planning
Mr Buckland and Mr Parker noted the next meeting on 23rd November 2011 and Cllr Barrett asked for an update of names to be sent to him for the master plan.
(m) Summerfield Rd Low Cost Housing Project

(b) On a proposal by Mr. Martin, and seconded by Mr. Pine, payment of the above accounts was authorised by the Parish Council.
110. WEST WITTERING YOUTH CLUB
On a proposal by Mr Martin, seconded by Mrs Smith, it was agreed to discuss this item in closed session.
111. OTHER ITEMS FOR DISCUSSION
(a) MPP Steering Group
Members noted that Pagham Parish Council and Sidlesham Parish Council were considering precepting funds for Beach Management Plans.
(b) Footpath – Meadow Farm
Mr Shrubb reported that this footpath was now impassable and that WSCC should be urged to take action against the landowner.
(c) Sign – Inglenook, Pound Rd
Members noted the new sign and the Clerk was requested to contact the organisation regarding planning consent.
112. OPEN FORUM
Mr Hutton stated that he felt the E/W path extension should not be compromised at the junction with Joliffe Rd and disagreed with signs sending cyclists down Joliffe Rd, as the whole point of the extension was to create a straight route into E Wittering village.
Mr Stafford asked if any meeting had been held with West Wittering Estate regarding traffic flow into the car park following considerable congestion at the weekend.
113. WITTERING YOUTH CLUB
Cllr Barrett updated members on the current situation regarding funding for the Youth Club and arrangements for leasing the building. The situation regarding community donations was encouraging and there was still a demand for its services. Members discussed the business plan for the future running of the service and agreed in principle to funding the service in the future providing WSCC could offer a firm decision on the availability of the building.
There being no further business for discussion the meeting closed at 8.40 pm.
