WEST WITTERING PARISH COUNCIL
MINUTES of the Meeting of the Parish Council,
Held on Thursday, 2nd October 2008 in the Sports Pavilion,
Rookwood Road, West Wittering
PRESENT: Mr. R. Hutton, (Chairman) Mr. R. Shrubb, (Vice Chairman) Mr. D. Hopson, Mr. T. Tupper, Mr. D. Wright, Mr. W. Buckland, Mr. K. Martin, Mr. S. Colwell, Mr. J. Robertson, and 9 members of the Public. Cllrs Jones and Daws Chew were also in attendance.
87. APOLOGIES FOR ABSENCE
None
88. DECLARATIONS UNDER THE CODE OF CONDUCT
Mr. Shrubb declared an interest in the planning application for Cloverfield and Home Farm, Mr. Wright declared a personal and prejudicial interest in the planning application for Webb’s Farmhouse. Mr. Martin declared a personal interest in the planning application for Home Farm.
89. MINUTES
Mr Wright proposed that Minute 78 should have the word “personal “ removed and that Minute 83(d) should read “ that a planting scheme had been submitted and approved and that the Council was waiting for the planting to be undertaken. This was seconded by Mr Shrubb and Mr Martin proposed that the minutes should be signed as a true and correct record.
90. CLERKS REPORT
(a) Allotments
Mr. Tupper reported that the Allotments Working party had identified plots still not cultivated, and recommended that the holders of Plot 23 and 35 should be sent NTQ’s for non cultivation. Mr Tupper also proposed that a skip be ordered (up to maximum cost of £200) for disposal of debris. This was seconded by Mr. Colwell. It was also agreed that Mr Clay should be asked to cut the hedge and verge. The Working party agreed to meet on 9th October to discuss the future management of the site.
(b) Footpaths and Open Spaces.
The Clerk reported that preliminary designs for the East/West path had been quoted at £6974. On a proposal by Mr Shrubb, seconded by Mr Hutton it was agreed to proceed with the design. Mr Shrubb requested a site visit with the designer before work started.
Mr. Shrubb reported that the bus shelter specification and quotes had been prepared. The shelter at Malthouse was currently wooden. On a vote of 5 to 3 it was agreed to keep this site as a wooden one. Concern was expressed over the use of tiles because of the vandalism at Joliffe Road. .
(c) Sportsfield and Pavilion Management
Mr. Tupper reported that one of the window shutters was jammed and that the call out for repair was £150. He had looked into a regular maintenance contract which was £450 per year for 1 visit. Any further call outs were charged at £125. He proposed that a regular contract was required. This was seconded by Mr. Robertson and all agreed.
The Clerk reported that an accident had occurred on the Sportsfield in August and that the matter had been passed to the Parish Council’s insurers.
(d) Snowhill
Mr. Shrubb reported that he would obtain quotes for the repair of the track to be undertaken in March this year.
(e) Memorial Hall
No items to report.
(f) F&GP
The Clerk reported that Members had considered a detailed presentation from the company preferred to provide the design for the web site. It was agreed that Mr Martin would look at the detailed term and conditions and report back to the Council in November.
Members also considered the Clerks report on procedures and standing orders. It was agreed that a Planning Committee should continue to meet in public every month. Members also agreed that the matters referred to the F&GP Working Party should be considered at monthly meetings.
Mr Martin proposed that the Council meet every month, including August, and that Planning Committee would meet at 6.45 before the main meeting. F&GP matters to be dealt with within the main meeting and that the standing orders recommended by the Clerk be adopted to reflect the above. The new procedure to start from 1st January 2008 for a period of six months following which it would be reviewed. This was seconded by Mr. Robertson and members agreed. Mr. Hopson abstained from the vote.
(g) Village Green
No items to report
(i) Twinning.
Mr. Wright reminded the meeting that the trip to Moutiers in November would coincide with the start of the Vendee Globe race.
(j) Web Site and Communication
Mr. Shrubb reported that he would obtain quotes for the repair of notice boards at Joliffe Road and on the Village Green, and a new one for the Pavilion.
(k) Footway Lighting
Mr. Martin requested that a further copy of the letter regarding the dimming of the street lights be sent to WSCC.
(l) Pag/Head Coastal Strategy
Members noted that the next meeting of the group would be in October.
91. CORRESPONDENCE
(a) Marine Drive Bank
The Clerk reported that a letter had been received regarding the seat on the bank at Marine Drive.
Because the seat was not of a standard construction and because the bank needed reinstating anyway it was agreed that the owner be requested to remove the seat and replace the area of the bank which had been removed.
92. FINANCE
(a) Balances at 27/09/2008 as per bank reconciliation circulated to members - £70.835.22
(b) Accounts as listed in the Clerks report plus additional payments approved at the meeting were authorised as follows;

(c) On a proposal by Mr. Tupper, and seconded by Mr. Hutton, payment of the above accounts was authorised by the Parish Council.
93. PLANNING
(a) Members noted that planning decision lists had been circulated.
(b) Members noted the decisions of the Planning Working party which had met before this meeting were as follows;

94. OTHER ITEMS FOR DISCUSSION
(a) Low Mead Nursery- Briarfield
Members noted that there was unauthorised development of the drive which should be reported to the Enforcement Officer.
Also the new sign by The Old House At Home appeared to be on the highway.
(b) November meeting
The Clerk reminded members that the meeting in November would be on 13th instead of the 6th.
(c) Highways
Several potholes were reported as well as the overhanging hedges by Emery Cottages. Also the new School sign for Pound Road. .
