WEST WITTERING PARISH COUNCIL
MINUTES of the Meeting of the Parish Council,
Held on Thursday, 3rd November 2005 in the Sports Pavilion,
Rookwood Road, West Wittering
PRESENT: Mr. R. Hutton, (Chairman) Mr. R. Shrubb, (Vice Chairman), Mr. R. Holmes, Mr. T. Tupper, Mr. D. Wright, Mr. J. Robertson, Mr. W. Buckland, Mrs. J. Harper, and 5 members of the Public. Cllr Daws Chew and Cllr Taff Davies also in attendance.
80. APOLOGIES FOR ABSENCE
None
81. COMMUNITY WARDENS
The Chairman introduced Mr. Martin Wright of Chichester District Council who addressed the meeting about the role of Community Wardens. He described their work in dealing with anti social behavior and minor vandalism, graffiti etc, as well as providing reassurance in the community and involvement with projects and issues. Funding for Community Wardens could come from County, District and Parish level, with the Parish contribution being £5k – £6k per year for the first two years.
The Chairman thanked Mr. Wright, and agreed that the Parish would look at this when considering budgets for the following year.
82. MINUTES
On a proposal by Mr. Shrubb, seconded by Mr. Tupper, the minutes were signed as a true and correct record.
83. DECLARATION OF INTEREST (CODE OF CONDUCT)
Mr. Shrubb declared his interest in the item concerning Scotts Farm and Mr. Hopson declared his interest in the item concerning the development of the Council’s web site.
84. CLERKS REPORT AND ACTION LIST PROGRESS
(a) Allotments
Mrs. Harper reported that the Allotment Association AGM had discussed the complaint re strimmer noise, but felt that this probably came from properties surrounding the allotments.
(b) Footpaths and Open Spaces.
There were no items to report.
(c) Sportsfield Management
Mr. Tupper reported that the play area had been completed, and that some signs needed to be ordered. It was also agreed to ask the Football Club if they could replace their old sign. There was no further update regarding the pavilion.
The Clerk reported the quotes for maintenance work at the Sportsfield and Millennium Meadow as follows; A B

On a proposal by Mr. Tupper, seconded by Mr. Shrubb, the quotes were agreed as highlighted above.
(d) Snowhill
Mr. Shrubb reported that the gabions would be inspected this winter with a view to some work being programmed for next year. Mr. Wright reported that at the WWSC AGM concern had been expressed over the expected contribution from the Club towards the cost of the gabions.
(e) Memorial Hall
Mr. Holmes reported that the new garden would be dedicated on Remembrance Day, 11th November, The Parish Council reiterated its offer to pay for the electrical installation for an outside Christmas Tree on the porch roof, with the Chairman and Vice Chairman agreeing the exact sum.
(f) F&GP
Next meeting 21st November 2005 at 7.30pm in the new Pavilion.
(g) Village Green
Members noted Mr. Caddy had yet to complete the work.
(h) Village Design Statement
Mr. Robertson reported that the next meeting would be on 14th November, and work would be continued on the editing of the first draft.
(i) Web Site Working Party
The Clerk reported that an initial meeting had been held on the production of the site, with the outline agreed, and operating costs of approx £100 p.a. It was agreed that the Twinning Committee be offered some space within the web site. The Chairman thanked Mr. Hopson for his input into this project.
(j) Twinning Committee
The Clerk reported that a letter had been received from the Chair of the Twinning Committee asking for Mr. Tupper to be replaced as the Parish representative. It was agreed that Mr. Wright would attend the next meeting and that the Twinning Committee be asked to send a representative to the next Parish Council meeting to explain how the Council can be more proactive in promoting the benefits of twinning throughout the Parish.
85. CORRESPONDENCE
Members noted that items as listed in the Clerks report had been circulated.
(a) Allotment Association
The Chairman reported a letter from the Association regarding the recent grant and the maintenance of the eastern boundary. Following discussion on a proposal by Mr. Shrubb, seconded by Mrs. Harper it was agreed that the Association would keep the grant awarded, and the Parish would get a quote for strimming the boundary. The Working Party was asked to address the future maintenance and responsibility of the boundaries of the site.
(b) Highways
The Clerk reported information from WSCC regarding the hedge in Chapel Lane. Cllr Davies told the Council that it was important that the Council resolved the question of verge ownership throughout the Parish. It was agreed to request this information from WSCC.
(b) Millennium Field
The Clerk reported a letter from owners of the field adjacent to the Millennium Meadow complaining about problems caused by cricket balls. Mr. Robertson reported that the Cricket Club will be erecting removable steel netting by the start of the next season.
86. FINANCE
(a) Balances at 27th October 2005 were £60553.98
(b) On a proposal by Mr. Tupper, and seconded by Mr. Shrubb, payment was authorised as follows;

87. PLANNING
(a) Members noted that planning decision lists had been circulated.
(b) Land at Scotts Farm, Cakeham Road
Members noted that work was still continuing to the access onto Cakeham Road, and that the hedge planting had not been carried out. It was agreed to report further evidence of permanent residents to the Enforcement Officer,
(c) 20 Howard Ave, Development Control Committee
Mr. Wright reported that this matter had been deferred for a site visit.

88. OTHER ITEMS FOR DISCUSSION
(a) Footway – Cakeham Road
Mr. Shrubb reported that Webb’s Land Ltd had indicated informally they may respond positively to this proposal.
(b) Tree Guards
Mrs. Harper showed members the design of tree guards made by Mr. Armstrong. It was agreed to purchase a number of these for new tree and tamarisk planting.

89. OPEN FORUM
Cllr Daws Chew told the Council that grant was available for web site design.
Mr. Taylor urged the Council to support residents over the ongoing situation at Scotts Farm.
There being no further business for discussion, the meeting closed at 9.45pm.
