MINUTES of the Meeting of the Parish Council, held on Thursday 3rd March 2016 in the Sports Pavilion, Rookwood Road, West Wittering, PO20 8LT
PRESENT: Mr R Shrubb (Chairman) Mr R Lewis, Mrs H Codrai, Mr W Buckland and 5 members of the public. Cllr, Hamilton was also present.

26. DECLARATIONS UNDER THE CODE OF CONDUCT –Mr Shrubb and Mrs Codrai declared a personal interest in the planning application for Thatch End,
27. URGENT ITEMS – DECLARATION OF VACANCY – The Chairman reported the resignation of Mr Parker. The Council noted that the appropriate notices publicising this vacancy would be displayed from 4th March 2016.

29. NEIGHBOURHOOD DEVELOPMENT PLAN – UPDATE
The Chairman reported that the NDP Steering Group recommended acceptance of the AIRs quote for producing the NDP. On a proposal by Mr Shrubb, seconded by Mr Lewis this was approved. Noted the next meeting would be held on 10th March 2016.
30. MINUTES AND MATTERS ARISING
On a proposal by Mr Lewis, seconded by Mr Buckland the minutes were agreed and signed by the Chairman.
31. DISTRICT AND COUNTY COUNCILLOR UPDATE
Cllr Hamilton reported that the A 27 consultation which had been expected to provide a number of routes to be consulted on had been changed with the removal of routes to the north of Chichester.
32. ANNUAL PARISH ASSEMBLY AND ANNUAL MEETING 2016
Agreed that this year’s event would be used for publicising the NDP and agreed that the date would be 19th May 2016 at 7.30pm. Also agreed that the Annual meeting would be held on 4th May instead of 5th May because of PCC election.
33. CLERKS REPORT
a) Allotments – Noted that the car which had damaged part of the cycleway fence had been abandoned at the Allotments. Police were aware.
b) Footpaths and Open Spaces – Mr Shrubb recommended that the cycle path be cut again this year and increasing the number of cuts would ensure a better appearance. On a proposal by Mr Shrubb and seconded by Mr Buckland it was agreed that he would obtain a price from the current contractor and if necessary a further quote.
Members noted that the Operation Watershed grant scheme would re-open in April 2016, and Mr Shrubb reported that he had received quotes for the work to Sheepwash Lane and Rookwood Lane. Agreed that the Clerk would register the Councils interest.
Regarding the car park grassed area in Marine Drive, the Council agreed that it needed to consider the current schedule undertaken by CDC’s contractor and would then consider funding additional cuts. Members also noted that plans were progressing with the landscaping of the Marine Drive triangle, with the statutory undertaking search completed.
c) Sportsfield and Millennium Meadow –Noted that the FG Woodger Trust had agreed to fund the lowest of the quotes received for the tennis court. Mr Buckland reported that he was investigating a booking system with the LTA and the Council also noted that advice may be sought regarding its VAT status. The Clerk reported that the licence to deal with the encroachment onto the Sportsfield had all been signed and returned.
d) Snowhill – Mr Buckland agreed to inspect the beach for any boats left after the winter.
e) Finance – Members noted the budget monitoring reports circulated for information.

f) Communication and web site –Noted that initial designs had been circulated and that the designers were waiting for feedback from the WP. Mr Shrubb asked the Council if they wanted access to the web site however following discussion it was proposed that the new web site would only be updated by the Clerk. This was seconded by Mr Lewis and all agreed.
g) Parish Assets/Footway Lighting – Noted that SEC quote for a new footway light in Elms Lane was £ 1203.47. On a proposal by Mr Lewis, seconded by Mrs Codrai, this was approved by the Council.

j) East Head/CIAG – No items to report
k) Emergency Planning Parish Church – No items to report
l) Peninsula Forum – Noted that Mr Hutton and Mr Lewis would attend the meeting on 7th March 2016
34. –CORRESPONDENCE
Members noted items listed in the Clerks report had been circulated.
a) Changes to ward representation – CDC – Noted the consultation document. Discussed the proposals to create a larger ward with 3 members of CDC covering the ward. Agreed that it would be better to include Itchenor with the Wittering ward and agreed to comment on the consultation.
b) WSCC – Future of Community Support Teams – Agreed that the Council would prefer to see this function of the Highways Department retained as it was a very useful service.
35. INTERNAL AUDITORS REPORT – Noted the report for 2015/16 which had been circulated to members. It was agreed that additional inspection of assets would be undertaken and Mr Buckland agreed to inspect all Council public seats. Also agreed to review the current inspections of the Pavilion with Mr Hutton. Members also noted the possible need to use electronic banking and the Clerk agreed to look into this and discuss with the Internal Auditor. On a proposal by Mr Buckland and seconded by Mr Lewis the report was approved and the Council recorded its thanks to Mr Dobbin.
36. CLERKS SALARY AND ADDITIONAL HOURS RE NDP
Members noted that the Clerk agreed to service the NDP Steering Group and assist with clerking. On a proposal by Mr Shrubb and seconded by Mrs Codrai it was agreed in principle that the Clerk would receive a remuneration commensurate with the current hourly rate paid.

38. OPEN FORUM
Mr Tayler advised the meeting that Natural England would be holding a presentation on the Coastal path project in East Wittering the following week.
