WEST WITTERING PARISH COUNCIL
MINUTES of the Meeting of the Parish Council,
Held on Thursday, 5th March 2009 in the Sports Pavilion,
Rookwood Road, West Wittering
PRESENT: Mr R. Shrubb (Vice Chairman) Mr. T. Tupper, Mr. W Buckland, Mr. S. Colwell, Mr. D. Hopson, Mr. D. Wright, Mr. K. Martin, and 25 members of the Public. Cllrs Montyn and Daws Chew were also in attendance.
22. APOLOGIES FOR ABSENCE

23. DECLARATIONS UNDER THE CODE OF CONDUCT
Mr. Wright declared an interest in the following planning applications, Camacha, Rookwood Rd, Elmstead West, Elms Lane, North Cottage, Combe Row, and Briar Cottage.
Mr Shrubb declared an interest in matters relating to West Wittering Estates, and Mr Buckland and Mr Colwell declared an interest in Rookwood Farm.
Mr Martin declared a prejudicial interest in the planning application for Elmstead West.
24. PLANNING
Members considered the following planning applications and the meeting was opened to allow the public to address the Council. On a proposal by Mr Tupper, seconded by Mr Colwell,

Timber framed enclosed shower area with flat roof. Stainless steel flue and log fire.

East Head Snow Hill West Wittering , Coast protection works, beach recycling, excavation of sand and shingle from north end of spit, transport and deposit at southern end behind “The Hinge” and adjacent to area of beach placed in 2005.

Crown lift to 3m (above pavement and crown reduce to rebalance/shape to 7.5m width (with no reduction in height on 1 no. Holm Oak (T2). Reduce height down to 4m on 1 no. Bay tree (T4) and 1 no. Laburnum (T5). Reduce height down to 3m and cut back branching (so as not to overhang the pavement on 1 no. Viburnum (T7) and 1 no. Holly (T8).

b) Saltings, Roman Landing
Mr Tupper reported that an application for this site would be on the list for next month, and alerted members to the fact that it is a further application for change of use. Mr Wright declared and interest and did not take part in any discussion. Mr. Shoosmith of Roman Landing Leaseholders confirmed that RLL would be objection to the change of use.
25. RURAL HOUSING PRESENTATION
The Chairman opened the meeting and introduced Mr Sam Irving from CDC and Mr Austin Wade from Hyde Martlett. They gave a presentation on the potential development of a site off Summerfield Road. They showed a potential design for up to 15 units which would be available for local people seeking homes. A number of questions were answered regarding the impact of the development and use of the remaining land. It was agreed that future public consultation would be arranged as the project progressed.
26. PCSO REPORT
The council received an update report from the local PCSO’s regarding incidents of breaking and entering beach huts, and vehicle crime. Members discussed parking in Pound Road. It was agreed that as the School were trying to encourage parents not to park in Pound Road then any permit scheme would not support this. Members also noted that the next meeting of the Neighbourhood management group would be on 23rd March 2009.

On a proposal by Mr Martin, seconded by Mr Buckland the minutes were signed by the Chairman.
28. CLERKS REPORT
(a) Allotments
No items to report.
(b) Footpaths and Open Spaces.
The Clerk reported the quote for installing notice boards was £120. On a proposal by Mr Buckland, seconded by Mr Tupper, this was agreed. Members also noted that Mr Shrubb was collating quotes for maintenance works to footpaths. Regarding F/P 14, Mr Shrubb reported that he had received a quote for maintenance of this footpath which fell within the current budget. He proposed this work and budget is carried forward to do work after County Council Rights of Way visit as they may alter the barriers at the eastern end of this footpath.
(c) Sportsfield and Pavilion Management
Mr. Tupper reported that the decorator was due to commence work in March. Members also agreed the grasscutting quote for the year from March 2009 for the Sportsfield.
(d) Snowhill
Mr. Shrubb reported that no quotes for the track repair had been returned. The Snowhill Working party reported that it had met with the Sailing Club regarding the beach maintenance for March 2009. The Parish Council agreed that 3 small loads of material would be needed and agreed to fund half the cost which would be a total of £485 for the Parish Council
Members also noted that there were several items such as trolleys and trailers which had been left on the beach and needed to be removed. It was also reported that owners of frontages adjoining Snowhill had been dumping garden waste onto Snowhill. It was agreed to write to these properties and if the problem persisted, then report the matter as fly tipping.

(h) Twinning.
Mr. Wright reported that a presentation was planned to explain the work of the Twinning Association
and to celebrate its ten year anniversary to be held on 17th March 2009 at the Fire Station.
(i) Web Site and Communication
Mr. Martin reported that there was still some difficulty with access for the new site. He proposed that the new web site be launched on the AbD site and this was seconded by Mr. Tupper.
(j) Footway Lighting
Mr. Martin reported that requested changes to the illumination times would now not be undertaken until the new contract was in place.
(k) Pag/Head Coastal Strategy
No items to report.
29. CORRESPONDENCE
Members noted that items as listed in the Clerks report had been circulated.
(a) Letter re Dog Bin, Ellanore lane
The Clerk reported a further letter regarding this matter. Members agreed that they would monitor any further complaints regarding dog fouling and the need for a waste bin in this area.
(b) West Wittering School Safety Zone
The Clerk reported a letter from the Head Teacher at West Wittering School which had been circulated to members regarding school travel and the proposed SSZ. Mr Martin stated that the signs included in the SSZ were too large and should not be imposed on the area. It was agreed to arrange a site visit with WSCC to discuss alternatives.

(d) On a proposal by Mr. Tupper, and seconded by Mr. Martin, payment of the above accounts were authorised by the Parish Council.
30. OTHER ITEMS FOR DISCUSSION
(a) WSCC and European Elections 4th June 2009
The Clerk reported that the Pavilion would be required as a Poling Station on this date and that she
had been appointed as a Presiding Officer within the Arun District. It was therefore agreed to change
the date of the June meeting to MONDAY 1ST JUNE 2009.
(b) Highways
It was requested that the large pot hole in Piggery Hall Lane should be reported to WSCC.
(c) Peninsular Forum
Members noted that Mr Mike Kelley would be speaking about the legality of Working Parties.
31. OPEN FORUM
Mr Morton confirmed that the WWE would assist the School in the possibility of creating a new entrance off the school field to alleviate problems in Pound Road and to provide a safe route to School.
Cllr Montyn confirmed that the Graylingwell site had been approved for development.
