WEST WITTERING PARISH COUNCIL

MINUTES of the Meeting of the Parish Council,held on Thursday 5th June 2012 in the Sports Pavilion, Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb, (Chairman), (Vice Chairman), Mr W Buckland, Mr C Pine, Mr I Parker, Mrs K Simmons, Mrs C Megeney, Mr D Wright, and 11 members of the public. Cllr Montyn was in attendance.

60.   DECLARATIONS UNDER THE CODE OF CONDUCT

Mr Wright and Mrs Megeney declared an interest in the planning application for West House East Strand and Mr Wright also for Paddock Corner, Roman Landing.

62.   MINUTES

Subject to Minute 47 – composition of Working Parties deleting Mr Pine from the Sportsfield Working Party and replacing him with Mr Parker, on a proposal by Mr. Pine, seconded by Mr. Buckland, the minutes were approved and signed by the Chairman.

63.   COUNTY AND DISTRICT COUNCILLOR UPDATE

Cllr Montyn reported that he would follow up the Councils request on behalf of residents regarding parking in Pound Road. He also reported that he had requested a scheme be developed to improve safety at Itchenor crossroads .He informed the Council that the wet weather had delayed and disrupted the urban Grasscutting schedule. He also informed the Council of the contact for parking enforcement at CDC.

64.   CLERKS REPORT

(a)             Allotments

Members considered the Working Party recommendation for Allotment rent increase, following further consultation. Mr Pine explained the proposal as follows;

With effect from October 2013 rents will increase by 14.75% in line with the current RPI and thereafter by the rate of RPI in July of each year plus 1% until 2017, when the rents would be reviewed again.

This was seconded by Mr Parker and all agreed. The Clerk was instructed to prepare the appropriate notification to send out with demands in September 2012.

(b)             Footpaths and Open Spaces

Members noted the CHC AONB Management plan update was being prepared, It was noted that WWPC contributions were contribution to the footpath maintenance programme and the extension of the shared use path.

(c)             Sportsfield and Millennium Meadow

Members noted that there had been an attempted break in however there were no images identified on the CCTV system. Mr Shrubb asked if the Football Club could be asked to undertake maintenance to the floodlight poles.

(d)             Memorial Hall

No items to report.

(e)             Snowhill

Members noted that the Working Party had met to look at the possibility of improving the ramp whilst flood defence work was being carried out. On a proposal by Mr Pine and seconded by Mr Buckland it was agreed to pursue a specification and contact EA regarding the work.

(f)              Village Green

(g)             Twinning

(h)             Communications and Web Site

No items to report.

(i)              EHCIAG/EA Flood Defence

No items to report.

(j)              Emergency Planning

No items to report.

(k)             Northfield – Low Cost Housing Project

Members noted the Open day and sign up event had been arranged for 3rd July 2012.

(l)              Footway Lighting

No items to report.

65.   CORRESPONDENCE

(a)             Members noted that items as listed in the Clerks report had been circulated.

(b)             WSCC Crime and Community Safety Questionnaire

Members agreed that this could be shared on the Parish Council web site

66.   FINANCE

(b)             On a proposal by Mrs Megeney, and seconded by Mr. Parker, payment of the above accounts was authorised by the Parish Council.

(c)             Approval of Annual Return and Accounts 2011/12

(d)             On a proposal by Mr Buckland, seconded by Mrs Megeney, the Council approved the statement of accounts and the Annual Return 2011/12.

(e)             Financial Management Risk Assessment

Members discussed the current plan which had not been updated since 2008. It was agreed to include a business contingency plan and amend the section on staffing to reflect that salaries were paid using a payroll service. It was also agreed to add that H&S risk assessment were now included for Parish assets.

Subject to these additions on a proposal by Mr Pine, seconded by Mrs Megeney, Members approved the Financial Management Risk Assessment.

67.   PLANNING

(a)             Development on the Manhood Peninsular

Members agreed the wording of the proposed letter to be sent by CDALC regarding future development on the Manhood Peninsular.

(b)             West Itchenor VDS

Members approved the wording of the paragraph re land in West Wittering.

68.   OTHER ITEMS FOR DISCUSSION

(a)             Highways

Members asked the Clerk to contact the Enforcement Officer regarding the increase in advertising signs and boards on Chichester Rd

(b)             Flagpole, Village Green

Mr Parker asked if members would consider erecting a flag pole on the Village Green. He agreed to look into the cost etc and report back.

(c)             Parking Enforcement

Mrs Megeney suggested that details of the officer contact for local parking enforcement should be put on the Parish Councils web site.

69.   OPEN FORUM

Mr Tayler asked why the Parish Council had not engaged with the Community regarding the Jubilee celebrations organised by West Wittering Estates.
