WEST WITTERING PARISH COUNCIL

MINUTES of the Meeting of the Parish Council,held on Thursday 5th July 2012 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT:, Mr. K Martin (Chairman), Mr R Shrubb (Vice Chairman), Mr W Buckland, Mr C Pine, , Mrs C Megeney, Mrs C Wildsmith , and 3 members of the public. Cllr Montyn and Cllr Marshall were in attendance.

70.   APOLOGIES FOR ABSENCE

Mr I Parker, Mrs K Simmons, Mr D Wright

71.   CO OPTION

On a proposal by Mr Martin, seconded by Mr Shrubb, Mrs Catherine Wildsmith was co opted to the Parish Council.

72.   DECLARATIONS UNDER THE CODE OF CONDUCT

Mrs Megeney declared an interest in the planning application for Strand End, East Strand.

73.   PLANNING APPLICATIONS

(a)             Planning Application WW/12/01854 7, Malthouse Cottages

The Chairman opened the meeting to allow the applicant to request a reconsideration of the objection to this application as the WSCC Highways Officer had not objected to the proposed dropped kerb. On a vote of 4 against reconsideration and 1 for, the Council agreed NOT to reconsider its decision to object.

74.   MINUTES

On a proposal by Mrs Megeney and seconded by Mr Buckland, the minutes were agreed and signed by the Chairman.

75.   COUNTY AND DISTRICT COUNCILLOR UPDATE

Cllr Marshall reported on the recent flooding in the area and confirmed that an update would be provided for the meeting of the Peninsular Forum later this month. Cllr Montyn reported that the potholes in Pound Rd had now been repaired and was awaiting surface dressing, which was weather dependent.

76.   CLERKS REPORT

(a)             Allotments

The Working Party reported that one quote had been received for a new gate and the Clerk was asked to provide further details of alternative local contractors.

(b)             Footpaths and Open Spaces

Mr Shrubb reported on the ongoing maintenance and grass cutting of footpaths. He reported that 2 sites for additional dog waste bins had been identified; at the junction of Chapel Lane and Elms Lane and at the Furzefield junction with Piggery Hall Lane. Members discussed the cost of the Parish Council funding the installation and collection costs. It was agreed that Mr Shrubb meet with CDC officers to obtain a quotation for these sites and report back to the Council. Mr Shrubb also reported that the RSPB was in initial stages of negotiation with landowners regarding the creation of a path along the Medmerry section from Selsey to Bracklesham.

(c)             Sportsfield and Millennium Meadow

No items to report regarding the Sportsfield. Members noted the damage to the verge and ditch outside the Millennium Meadow following an accident. It was also noted that an oak tree on the opposite verge had been damaged during recovery of the vehicle. The Clerk was requested to report this to WSCC and to ensure that the ditch and verge were reinstated and the cost recovered from the insurers.

(d)             Memorial Hall

No items to report.

(e)             Snowhill

Members discussed the reinforcement of the slipway, and on a proposal by Mrs Megeney, seconded by Mr Buckland, agreed to authorise the Chairman and Vice Chairman to approach the EA contractors on site to undertake the work. Mr Tayler reported that the footpath sign had been vandalised.

(f)              Village Green

The Clerk reported that a quote had been received for a flagpole for the Village Green. Mr Martin agreed to post a web site questionnaire to see if this plan was popular.

(g)             Twinning

No items to report.

(h)             Communications and Web Site

Members agreed that Mrs Wildsmith would join this Working Party. Mr Shrubb reported that the notice board on the Medical Centre was broken, but would be repaired and re sited whilst the building work was being undertaken. Members agreed to consider a new one once the Centre’s building work was finished.

(i)              EHCIAG/EA Flood Defence

No items to report.

(j)              Emergency Planning

Mr Buckland reported that there would be an update regarding the emergency plan at the Peninsular Forum meeting.

(k)             Northfield – Low Cost Housing Project

Members noted the Open day had been held on 3rd July and that a large number of people had attended.

(l)              Footway Lighting

No items to report.

77.   CORRESPONDENCE

(a)             Members noted that items as listed in the Clerks report had been circulated.

(b)             CDC Disclosable Pecuniary interests

Members noted the new requirements for the Register of Members Interests, but expressed concern that this information had to be made available on the CDC and Parish web sites.

78.   FINANCE

(b)             On a proposal by Mr Pine, and seconded by Mrs Megeney, payment of the above accounts was authorised by the Parish Council.

79.   OTHER ITEMS FOR DISCUSSION

(a)             Highways

Members expressed continued concern over the standard of verge grass cutting, notwithstanding the inclement weather there was a feeling that attention to detail was below the usual standard. The Clerk was asked to report this to WSCC, as well as the overgrown hedge at Itchenor Crossroads.

(b)             Enforcement

Mr Martin reported that a large shed had been erected in the grounds of a property in Middlemead. Members agreed to report this to the Enforcement Officer at CDC.

80.   OPEN FORUM

Mr Tayler asked for feedback regarding the sign up event for the low cost housing off Summerfield Rd. Mr Bird reported on the recent flooding at its impact in Elms Lane.
