MINUTES of the Meeting of the Parish Council, held on Thursday 6th January 2017 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb (Chairman), Mr R Hutton (Vice Chairman) Mr R Lewis, Mr W Buckland, Mr H Patel (from item 3c onwards), Mrs N Pike Mrs J Barrett Mr K Martin, Mr D Sadler and 5 members of the public. Cllrs Hamilton and Barrett also present.

1.      APOLOGIES FOR ABSENCE – None

2.      DECLARATIONS UNDER THE CODE OF CONDUCT – Mr Shrubb, personal, Coombe Cottage and Thatch End planning applications.

3.      URGENT ITEMS – The Chairman agreed that he would consider the proposed protocol for memorial benches under Footpaths and Open Spaces WP. He also updated the meeting to report that the pavement in Rookwood Road from Sayas News to Elms Lane was being repaired this financial year. He also added that he would establish a WP to deal with the procurement for a TRO in Rookwood Rd.

5.      WWPC NDP UPDATE – Noted and thanked Mr Martin and team for the analysis of the household surveys.

6.      CHICHESTER DISTRICT COUNCIL DRAFT ALLOCATION – Noted that WWPC current allocation of homes had been delivered but that the Parish Council wished to comment on proposals outside of its own designation but adjoining. Agreed that the Council would comment on the proposed number of homes in EW&B PC as the current road infrastructure was at capacity and further additional journeys would be unsustainable.

7. CONFIRMATION OF MINUTES AND MATTERS ARISING – On a proposal by Mrs Pike and seconded by Mr Sadler the minutes were approved and signed by the Chairman.

8. DISTRICT AND COUNTY COUNCILLOR UPDATE – Cllr Barrett reported that the hearing regarding the Birdham Rd Travellers site would be held on 7th February 2017. Regarding the A27 consultation he advised the Council that he had written to Andrew Tyrie MP and that there was agreement from Mr Tyrie to attend a meeting of representatives of Parishes. He also noted that the proposals for evening parking charges in the city centre was to go before the full Council for decision.

9.      CLERKS REPORT

a)      Allotments – No items

b)      Footpaths and Open Spaces – Noted a request for a bus shelter by the Village Green. Following discussion it was felt that there was not enough demand at this time.

Mr Sadler suggested that the use of Estate Agents boards to advertise events was dangerous as the signs distracted drivers. It was agreed that the Council could limit such advertising on its own land and property and agreed that the Clerk would draft a letter to be sent to local Agents and their contractors asking them to seek permission before putting boards up.

Mr Sadler also referred to the movement of shingle which was preventing access to the beach at Shore Rd. It was agreed that he would attend the next EHCIAG meeting to discuss this matter further.

The Council also considered Mr Martins suggestion for a new protocol for memorial benches in the Parish. It was suggested that the term should be 7 years not 5 years and subject to this being amended, proposed by Mr Shrubb and seconded by Mr Martin and all agreed. The Clerk was requested to research current ownership of existing benches.

c)      Sportsfield Management – Members noted a request from a local Drama teacher to use the Pavilion for a few hours during January to facilitate workshops for Y6 pupils at West Wittering School. The Chairman opened the meeting to allow Mrs Wilshire to address the Council. On a proposal by Mr Hutton and seconded by Mr Sadler it was agreed that the Pavilion could be used for this purpose subject to a donation toward the cost of utilities to be agreed by Mr Hutton.

Members also considered the quote for a new gate at the Millennium Meadow and also a new pedestrian gate and fence at the Sportsfield. On a proposal by Mr Hutton and seconded by Mr Buckland option 3 of the quote at a cost of £786 plus VAT was approved for the Millennium Meadow, and the softwood option for the Sportsfield at a cost of £875 plus VAT plus £244 + Vat for the  post and rail.

d)     Snowhill – -Mr Shrubb reported that he had arranged for a quote for repairs to the slipway.

e)      Finance – Noted that the budget monitoring report had been circulated.

Members considered the draft budget prepared by the Chairman and the Finance WP and circulated to Members. Following discussion, on a proposal by Mr Martin seconded by Mr Hutton members approved a precept for 2017/18 of £98,800.

Members also considered a request from Birdham Village Residents Association for support and funding towards a Landscape Assessment in support of the Birdham NDP. Following discussion it was agreed that the Council would confirm support in principle but could not make a financial contribution as such did not fall into S137 powers.

f)       Parish Assets/Footway Lighting – No report

g)      Communication and Web Site – Mr Patel reported that he had discussed issues regarding the Admin users of the new website with the designers and confirmed that the site had 3 users and proposed these should be allocated to the Clerk, Chair and Vice Chair. He also reported that all Councillors will be able to view those e mails sent via the web site. Members discussed further the operation of the web site and its functions. Mr Martin expressed his concerns and dissatisfaction at the current situation and that in his view there was still a considerable amount of work to be done before the site could be live. He also expressed his view that the Clerk would not be able to undertake all the updating required. Following this discussion the Clerk stated that she was now not happy to undertake the role of managing the web site. Finally there was a discussion regarding how emails generated by the web site would be dealt with, and on a proposal by Mr Shrubb and seconded by Mr Martin members agreed that only the Clerk was authorised to respond to Council emails. Finally Mrs Pike reminded Members of the Code of Conduct and the requirement for Members to treat each other and the Clerk with courtesy.

h)      Memorial Hall – Mrs Barrett reported that a further quote had been received by the Trustees in support of their NHB grant.

i)        Twinning –No report

j)        East Head/CIAG – Noted that Mr Sadler would attend the next meeting to discuss beach access at Marine Drive. Agreed to ask representatives from the FLOW project to attend and present at the Annual Parish Assembly in May 2017.

k)      Emergency Planning – Cllr Barrett asked if either WWPC or EW&B PC would undertake to look after the Emergency plan. Agreed he would speak to EW&B PC in the first instance.

l)        Parish Church – No report

m)    Peninsula Forum – No report

11.  OTHER ITEMS FOR DISCUSSION

a)      Mr Buckland asked if an area of moss outside the Sportsfield could be removed and Mr Shrubb agreed to do this.

b)      TRO Rookwood Rd – Working Party – Agreed that Mr Buckland Mr Patel, and Mrs Barrett would make up this WP to seek to engage with WSCC Highways to work up an appropriate order, with Chair and Vice Chair also members.

12.  OPEN FORUM – Mrs Pike and Mrs Barrett reported problems with parking in Pound Rd. It was agreed to report this to the Community Warden, PCSO and School.
