WEST WITTERING PARISH COUNCIL
MINUTES of the Meeting of the Parish Council, Held on Thursday 6th January 2011 in the Sports Pavilion, Rookwood Road, West Wittering
PRESENT: Mr. R Hutton, (Chairman) Mr. R. Shrubb, (Vice Chairman) Mr. T. Tupper, Mr. K. Smith, Mr. K. Martin, Mr. D Wright, Mr. W. Buckland, Mr. J Robertson, Mr. S. Colwell, (from item 3 onwards) and 4 members of the public. Cllr Montyn was also in attendance,
1. APOLOGIES FOR ABSENCE

2. DECLARATIONS UNDER THE CODE OF CONDUCT
Mr. Wright declared an interest in the planning application for Brook House.

4. MINUTES
Mr. Martin proposed that Minute 118(b) be altered to record that Mr. Wright made the proposal and Mr. Martin seconded it. This was agreed and the Chairman signed the minutes.
5. DISTRICT AND COUNTY COUNCILLORS REPORTS
Cllr Montyn reported on the budget savings being worked up at WSCC, amounting to approx £45m in the forthcoming year but confirmed that there would not be any reduction in Highways maintenance. The Chairman asked if consideration could be given to including Piggery Hall Lane on the salting schedule as it was a route for HGV’s and the School buses. Regarding CDC, a budget reduction of 12% – 15% in the forthcoming year was being planned but achieved with no service reduction at present.
6. CLERKS REPORT
(a) Allotments
No items to report.
(b) Footpaths and Open Spaces
Mr. Shrubb reported progress on the shared use path.
(c) Sportsfield
Mr. Tupper reported 2 minor arson attempts at the Pavilion. He also agreed to organise a contractor to reset the paving slabs on the front steps.
(d) Snowhill
Members noted the new chain had been installed. Mr. Colwell suggested that some more stakes were required and agreed to organise a quote for additional 6 stakes
(e) Memorial Hall
Mr. Wright asked for a letter of thanks to be sent to Wittering Players for providing the Christmas tree.
(f) Finance
Members noted that Mr. Shrubb was preparing the budget for 2011, and that he would consult with the Finance Working Party during January for presentation to the Council in February. It was also agreed that the Clerk in conjunction with the Chairman and Vice Chairman, would organise a review of the Council’s insurance.
(g) Village Green

(i) Web Site and Communications

(j) Footway Lighting
Mr. Martin reported that he had been in contact with Mr. Bird at WSCC and it was agreed that a meeting was needed to discuss the Parish requirements in the light of the new contract.
(k) EHCAIG/EA Flood defences
Mr. Martin reported that a legal agreement was required for the work on the flood defence and that it was anticipated that the fundraising group would seek charitable status in the future.

7. CORRESPONDENCE
Members noted that items as listed in the Clerks report had been circulated.
(a) Letter re water leak
Members noted a letter from a resident concerning water leak in Cakeham Road. It was agreed to report this to WSCC to investigate whether some drainage could be put in place to stop the footway becoming hazardous in very cold weather.

(b) On a proposal by Mr. Martin, and seconded by Mr. Tupper, payment of the above accounts was authorised by the Parish Council.
(c) Play Equipment
The Clerk reported a quote for repairs to the play equipment, as the items needed repairing urgently it was agreed to ask Playsafe to carry out the work as per their quotation.
9. OTHER ITEMS FOR DISCUSSION
(a) Highways
Members reported a number of highway defects including potholes and overgrown hedges, in particular the surface of Pound Road. Members noted that the new path was receiving a number of compliments and was being used and the Clerk was asked to contact WSCC about extending the path towards East Wittering.
10. OPEN FORUM
Mr. Bird reported the ongoing drainage problems in Elms Lane and asked the Council to consider writing to WSCC to request improved drainage.
