WEST WITTERING PARISH COUNCIL

MINUTES of the Meeting of the Parish Council, held on Thursday, 14th January 2010 in the Sports Pavilion, Rookwood Road, West Wittering

PRESENT: Mr. R. Hutton, (Chairman) Mr. R Shrubb, (Vice Chairman) Mr. D Wright, Mr K Smith, Mr. K. Martin, Mr. W Buckland, Mr T Tupper, Mr S. Colwell and 9 members of the Public. Cllr Peter Jones was also in attendance.

1. PRESENTATION BY MS JULIE WHITNEY, MANHOOD PENINSULAR PARTNERSHIP

The Chairman opened the meeting to allow Julie Whitney from the MPP to speak to members about the work of the Partnership. She explained that the partnership consisted of all the major agencies charged with environmental and coastal management and climate adaptation.

She explained that the networks linked with strategic bodies working towards tangible outcomes and explained that funding contributions enabled the partnership to engage with and fulfill criteria for other funding bodies. Following her presentation members agreed to consider a contribution at the budget meeting in February.

The Chairman also opened the meeting to allow the new police beat officer to introduce himself, he informed members that several operations were being planned and in particular a “week of action” similar to that held elsewhere on the Manhood Peninsular.

3. DECLARATIONS UNDER THE CODE OF CONDUCT

Mr. Shrubb declared an interest in the planning application for Holmes Cottage.

Mr. Tupper declared an interest in the planning application for 17, The Crescent

Mr Martin, Mr. Colwell and Mr. Wright declared an interest in the planning application for 6 Locksash Close.

Mr. Hutton declared an interest in the application for 38 Marine Drive

4. PLANNING APPLICATIONS

Members considered the following planning applications and the meeting was opened to allow the public to address the Council. The decisions of the Council are set out below.

WW/09/05306/DOM Tamarisk West Strand, West Wittering – Single storey extensions to the north and east elevations. First floor terraces to south and east elevations, ground floor raised decking (300mm). Remodelling of roofs to east and west elevations from flat to pitched. Cedar cladding and re-roofing with cedar shingles. New windows throughout. Dormer window to the garage annexe. NO OBJECTION

WW/09/03634/DOM Hale Farm Chichester Road West Wittering – Single storey extension comprising living/dining/kitchen, 2 no. bedrooms and bathroom. NO OBJECTION

Replacement front elevation single flat dormer with 3.no smaller dormer roof windows. Infill part of existing front porch with glazed panel and new front door. OBJECTION – OVERDEVELOPMENT

WW/09/05032/DOM Holmes Cottage Chapel Lane West Wittering – Single storey utility room extension. Two storey rear extension with single storey garden room attached. NO OBJECTION

WW/09/05019/DOM Brook House Pound Road West Wittering – Demolition of existing garage: New two storey side extension to form annexe: new porch: outbuilding comprising garage, store and office over: internal and external alterations to suit including replacement windows. COMMENT RE SEPARATE USE OF ADDITIONAL ACCOMMODATION

WW/09/05026/DOM Spyway 40 Marine Drive, West Wittering – Proposed single storey rear extension and 1.no rooflight. NO OBJECTION

5. MINUTES

Subject to Minute 123(g) being amended to read “ Under S137 of the Local Government Act, Members considered grant applications for the year and on a proposal by Mr Smith, seconded by Mr Martin agreed the following grants”, on a proposal by Mr Tupper, seconded by Mr Shrubb, the minutes were agreed and signed by the Chairman.

6. CLERKS REPORT

(a) Allotments

The Clerk reported that there were 3 new allotment holders who had not signed their agreements. It was agreed to write once more to remind them to pay.

(b) Footpaths and Open Spaces.

Members received an update regarding the progress of the East/West path, and noted that the agreement required that the fence between the farmland and the path would be maintained by the Parish. Members also discussed the proposals for waiting restrictions in Pound Road. The Council still felt that a meeting between all parties would enable all views to be expressed.

Mr Wright reported that there had been some amendment to the proposals and asked that a new plan be made available. Mr. Tupper stated that he felt the TRO associated with the proposed School Safety Zone must not be delayed because of the risk to school pupils using the Walking Bus and walking from the pub car park. Members agreed that they did not wish to see any objections to the pound Rd scheme holding up the SSZ’s restrictions which the Parish Council had been pushing for.

Mr. Shrubb reported that the Tree hazard Survey had been checked and that he and Mr. Buckland would coordinate the work required in the spring.

(c) Sportsfield, Millennium Meadow and Pavilion Management

The Clerk reported that there was a problem with molehills on the Sportsfield. It was agreed to ask the Councils Pest Control contractor to deal with the matter. On a proposal by Mr Hutton, seconded by Mr. Smith, members agreed a sum of £300 and Mr Tupper agreed to contact the contractor.

(d) Snowhill

Mr. Colwell reported that there were some derelict boats on the parish chain at Snowhill and Mr. Wright was asked to put the usual notices on these. Members also noted that a multi hulled boat was on the chain, and discussed the suitability for this type of craft. It was agreed that the Working party would look at the state of the chains, and discuss a possible policy for multi hulled boats.

(e) Memorial Hall

(f) Finance Working Party

Members noted that the Clerks computer required replacing. On a proposal by Mr Hutton, seconded by Mr Tupper, it was agreed that the Clerk could spend up to £500 on a new computer.

Mr. Martin referred to the monitoring statement and in particular, expenditure for the pavilion. It was agreed to obtain a better breakdown of the figures.

(h) Village Green

(j) Web Site and Communication

Mr Martin circulated a copy of the newsletter for comment. Members agreed the draft and arrangements for distribution. Mr Martin also outlined additional features for the web site to create a template that allows the selection of a picture gallery instead of a single default gallery. This would permit, for example, a page about Snowhill to show just pictures of the Snowhill area instead of the whole village as at present and would cost £150 +VAT. Also, to improve the printed version of agenda, minutes and notices which would cost £30 +VAT. On a proposal by Mr Martin, seconded by Mr. Tupper, the above enhancements were agreed.

(k) Footway Lighting

It was agreed to ask the Street lighting Engineer for West Wittering to make contact to discuss the Council’s requirements.

(l) Pag/Head Coastal Strategy

No items to report.

(m) Emergency Planning

Mr Smith reported that he expected the list of contacts to be completed within the next six to eight weeks.

(n) Proposed Housing – Summerfield Road

Mr Smith reported that CDC and Hyde Martlett had suggested that the Parish appoint an officer to liaise with the Development team. It was agreed that Mr Smith would contact West Ashling Parish Council to discuss how this would work as they had recently completed a similar project. Mr. Hutton volunteered to act as liaison if the Council agreed following Mr. Smiths report at the next meeting.

7. CORRESPONDENCE

Members noted that items as listed in the Clerks report had been circulated.

(a) Chichester District Council – Annual meeting with Parishes

Members nominated Mr. Tupper and Mr. Martin to attend this meeting.

8. FINANCE

(a) Balances at 31/12/2009 per bank statement £89348.62

(b) Accounts for payment as listed in the Clerks report plus additional payments approved by the Council at the meeting:

(i) CDC Paladin hire – £142.82
(ii) Giffords Willow tree – £145.00
(iii) CBA Ltd Hazard Survey – £686.55
(iv) Chanel Safety Systems Alarm – £142.42
(v) J Hamper Potts Litter – £63.00
Total – £1051.25

(d) On a proposal by Mr. Tupper, seconded by Mr. Hutton, payment of the above accounts was

authorised by the Parish Council.

9. PLANNING

(a) LDF – Options for Strategic Growth

Members discussed the consultation and response to CDC’s Local Development Framework Strategic Growth options. it was agreed that Mr. Martin and Mr Shrubb would coordinate the Councils response, and that the Clerk would circulate the response for comment before submission. Members of the public were encouraged to respond via the CDC web site.

10. OTHER ITEMS FOR DISCUSSION

(a) Parking on verge, Malthouse Corner

Members noted that a Land Rover parked on the verge was causing visibility problems for cars coming round Malthouse Corner. The Clerk was requested to report the matter to the PCSO.

11. OPEN FORUM

Mr Goldsmith advised the Council that the Sailing Club allowed multi hulled boats on one section of its chain.

A number of potholes were reported to the Council as well as the footbridge from Summerfield Rd to Ellanore Lane which needed repair.
