MINUTES of the Meeting of the Parish Council, held on Thursday 2nd February 2017 in the Sports Pavilion, Rookwood Road, West Wittering, PO20 8LT
PRESENT: Mr R Shrubb (Chairman), Mr R Hutton (Vice Chairman) Mr R Lewis, Mr W Buckland, Mr H Patel (from item 21(b) onwards), Mrs J Barrett Mr K Martin, Mr D Sadler and 7 members of the public. Cllrs Montyn, Hamilton and Barrett also present.

17. WWPC NDP UPDATE – Mr Shrubb reported that the Steering Group Chairman had resigned after the meeting on 24th January. It was noted that there were a number of issues which needed addressing and decisions to be made by the Steering Group and the Parish Council. Mr Martin also said he would step down from the Steering Group if the decision was made to Call for Sites as part of the NDP. It was agreed that these matters would be addressed at the next meeting on 28th February.
18. CONFIRMATION OF MINUTES AND MATTERS ARISING – On a proposal by Mr Hutton and seconded by Mrs Barrett the minutes were approved and signed by the Chairman.
19. STANDING ORDERS – Mr Shrubb referred to the proposed Standing Orders which had been circulated to members. He proposed that these be adopted by the Council. This was seconded by Mr Martin and all agreed.
20. DISTRICT AND COUNTY COUNCILLOR UPDATE – Noted that the Chairman had attended a meeting at CDC with Andrew Tyrie MP. Manhood parishes registered their support for the “no option” outcome as it was overwhelmingly felt that the process had not been transparent nor consider the wider impact of southern only options. Mr Martin thanked Councillors for their continued support in this matter. Cllr Barrett agreed to draft a letter to the Secretary of State and also to assist Mr Sadler in drafting a suitable letter to be posted on the Parish Councils web site and noticeboards for electors. Cllr Montyn also confirmed the process for the WSCC budget approval noting a proposed 3.9%v increase in the precept mainly because of increasing costs in social care, children’s services and education. Cllr Barrett reported that the inquiry into the Travellers site at Birdham would commence on 7th February.
21. CLERKS REPORT
a) Allotments – No items
b) Footpaths and Open Spaces – The Clerk reported that a new gate had been installed onto the Sportsfield by a resident of Elmstead Park Road. Following discussion it was agreed that as this was a new gate and it had been put in without consent then the Council could not agree to a licence. The Clerk was instructed to write to the owner and ask them to remove the gate.
The Clerk reported the quote for an annual contract of £1200 for mole and wasp eradication at the Sportsfield. Following discussion on a proposal by Mr Hutton and seconded by Mr Patel it was agreed to enter into an agreement for 6 months, at a pro rata rate.
Members discussed the proposed Traffic Regulation order for Rookwood Rd. It was agreed to meet on 10th February at 10am to progress this matter.
c) Sportsfield Management – Noted the new pedestrian gate and new seat for the tennis court and play area had been completed. Also that the gents toilet in the Pavilion required a new part for the automatic flushing system at a cost of £454.64. Mr Hutton proposed that this repair needed urgent attention. This was seconded by Mr Martin and approved by the Council.
d) Snowhill – Mr Shrubb reported that he had discussed the beach replenishment with the WWSC. It was agreed that 1 load of shingle, costing the Council £189.84 was required and on a proposal by Mr Shrubb seconded by Mr Hutton this was approved. Mr Shrubb also reported he had arranged a quote for the repairs to the slipway from the specialist contractor who worked for the Harbour Conservancy on similar projects and explained that the work required was of a specialist nature. The cost of repairs was £1782 and on a proposal by Mr Shrubb seconded by Mr Patel was approved by a majority of the Council.
e) Finance – Noted that the budget monitoring report had been circulated.

f) Parish Assets/Footway Lighting – No report
g) Communication and Web Site – Mr Patel reported that he had held a further meeting with the web site designers and that the domain name registration would be transferred and all content copied over. Access to emails sent via the web site would be available via webmail passwords for individual members.
h) Memorial Hall – Mrs Barrett reported that the NHB grant had been approved and would now proceed.
i) Twinning –Mrs Barrett reported that the Twinning Group were keen to engage with the younger community and would be meeting with the Youth Club.
j) East Head/CIAG – Noted that the meeting held on 1st February 2017 had included a site inspection and that concern had been expressed regarding some under breach of the breastworks. Noted a temporary repair would be considered in the spring.
k) Emergency Planning – Agreed Clerk would write to EW&B PC regarding holding the Emergency Plan.
l) Parish Church – No report
m) Peninsula Forum – No report
22. –CORRESPONDENCE – Noted the information circulated regarding the Selsey to Chichester Greenway Cycle Route.
23. OTHER ITEMS FOR DISCUSSION
a) Mr Buckland asked if the new Tennis Club could erect a sign at the entrance to the Sportsfield. He agreed to provide details of size, colour and wording for the next meeting.
b) Elms Lane footway – Mr Martin asked the Clerk to investigate the recent footway repairs in Rookwood Rd and Elms Lane.
c) Pavilion and Sportsfield costs – Mr Sadler asked the Clerk to provide a breakdown of all costs for the Pavilion since it had been built.
d) Beach access at Marine Drive – Mr Sadler reported that he had raised this matter with the EHCIAG and that the possibility of creating a temporary access was being considered.
24. OPEN FORUM
It was greed that a notice promoting the Chichester Food Bank could go on the Council’s noticeboard.
A member of the public asked if The Old House at Home and The Shore were for sale. Whilst this could not be confirmed it was agreed to consider registering the pub as a Community Asset and the Clerk was asked to circulate information regarding this to Members for consideration at the next meeting.
