WEST WITTERING PARISH COUNCIL

MINUTES of the Meeting of the Parish Council, held on Thursday, 4th February 2010 in the Sports Pavilion,Rookwood Road, West Wittering

PRESENT: Mr. R Shrubb, (Vice Chairman) Mr. D Wright, Mr K Smith, Mr. K. Martin, Mr. W Buckland, Mr T Tupper, Mr S. Colwell and 6 members of the Public. Cllr Montyn was also in attendance.

13. DECLARATIONS UNDER THE CODE OF CONDUCT

Mr. Wright, Mr. Martin and Mr. Colwell declared an interest in the planning application for Windrush, Roman Landing, and Mr. Colwell declared a further interest in the planning application for Hale Farm.

14. PLANNING APPLICATIONS

Members considered the following planning applications and the meeting was opened to allow the public to address the Council. The decisions of the Council are set out below.

WW/09/04927/DOM 22 Jolliffe Road West Wittering – Replacement of existing garage, summer house and sheds. NO OBJECTION

WW/09/05058/TCA Cornerstones 10 Holmwood Close West Wittering – Notification of intention to fell 1 no. Leyland Cypress trees (grown as a hedge). Reduce by 50% and trim to shape 1 no. Bay tree. Reduce crown by 30% 1 no. Cherry tree. NO OBJECTION

WW/09/05145/DOM Windrush Roman Landing West Wittering _ Removal of existing conservatory and garage. Construction of new porch; two and single storey extension and replacement garage. Installation of solar/photovolvaic panels to south facing roof pitch NO OBJECTION

WW/09/04961/DOM 8 Elms Way West Wittering – Dormer extension. NO OBJECTION

WW/09/04965/DOM Southease Wellsfield West Wittering – Removal of existing conservatory and construction of replacement single storey side extension; replacement garage and car port roof to match extension; new porch to front door. NO OBJECTION

WW/09/05103/DOM The Beach House 51 Marine Drive West Wittering – Stairwell extension and alterations and re-construction of first floor glazed area. NO OBJECTION

List No.4/10 WW/10/00133/EXT Brambles Rookwood Road West Wittering. – Extension to front elevation. Application to extend the implementation period of existing Planning Permission WW/05/02051/DOM. OBECTION New application required as plans not appropriate.

15. PCSO REPORT

The Chairman opened the meeting to allow PCSO Rose Bainbridge to address the meeting. She reported low levels of crime and increased activity on speeding and dog fouling. She reported that the owner of the land rover parked on the verge at Malthouse Corner had been asked to remove it.

16. MINUTES

On a proposal by Mr. Martin, seconded by Mr. Tupper, the minutes were agreed by members and signed by the Chairman.

17. CLERKS REPORT

(a) Allotments

Mr. Tupper reported that all allotment rents had now been paid, and that 1 ½ plots were available to let to the next applicants on the waiting list.

Mr. Martin raised the question of the future management of the site, and it was agreed that Mr. Tupper would arrange a working party meeting to include Mr. Colwell, Mr. Martin, and Mr. Wright as well as Mr. Gattrell and representatives from the Allotment Association.

(b) Footpaths and Open Spaces.

Members noted new proposals for the waiting restrictions in Pound Road and a copy of the new proposals was circulated. Mr. Martin stated that the proposals were still controversial and would attract objections which would have the potential to delay the proposals for Rookwood Rd, if the two schemes were introduced as one Traffic Regulation Order.

Mr. Wright stated that the Rector and Churchwardens were mindful to approve the amended proposals for Pound Rd, but this was contrary to the last communication from the Rector, therefore required clarification. Following discussion, on a proposal by Mr. Martin, seconded by Mr. Buckland, it was agreed on a vote of 5 for and 2 against that Mr. Martin would attend the next meeting of the South Chichester County Local Committee to put the Parish Councils request to implement the proposals for Rookwood Rd separately from those of Pound Rd.

The Vice Chairman reported on the recent meeting with officers from WSCC regarding the progress of the East/ West cycle path. A plan and scheme designs were circulated to Councilors. Members were asked to approve amended signage details and black tarmac surfacing as this would be the preferred finish for maintenance reasons.

Following debate on a proposal by Mr. Wright, seconded by Mr. Martin, members approved the scheme and the black tarmac surface as per the plans circulated.

(c) Sportsfield, Millennium Meadow and Pavilion Management

Mr. Tupper reported that the Pest Control contractor has started treating the moles on the Sportsfield and following discussion it was agreed to ask him to treat the Millennium Meadow as well.

The Clerk reported that the Football Club had requested additional time to pay their quarterly contribution which fell due in January 2010. Members agreed with a request that the Football Club update the Parish Council in March 2010.

(d) Snowhill

Members noted that some tree work including planting had been carried out by the Harbour Conservancy. It was agreed to write to Roman Landing Leaseholders to ask home owners to be vigilant as some shrubs planted by the Council had been removed or vandalized. The Snowhill Working Party agreed to meet with the Sailing Club to discuss beach maintenance and also consider the use of the chain for multi hulled boats.

(e) Memorial Hall

No items to report.

(f) Village Green

Members noted from the recent tree survey that a dead horse chestnut required removal.

(i) Twinning.

Mr. Wright updated members on the arrangements for the anniversary celebrations in 2010.

(j) Web Site and Communication

Mr. Martin reported that the required updates had been carried out and that the newsletter was being distributed.

(k) Footway Lighting

Members noted the new agreement in respect of the arrangements for the PFI would require approval and signature at the March meeting.

(l) Pag/Head Coastal Strategy

Mr. Robertson reported the next meeting would be on 24th February and that the meeting with the Environment Agency regarding flood prevention was still be arranged.

(m) Emergency Planning

Mr. Smith reported that work was still progressing.

(n) Proposed Housing – Summerfield Road

Mr. Smith reported that he had discussed the role of Project Liaison Officer with a representative from West Ashling Parish Council. He explained how the role could benefit the proposed development off Summerfield Rd. He also supported the appointment of Mr. Hutton to this role. The Vice Chairman opened the meeting to allow members of the public to address the meeting. They explained their local connection and housing need should this project come to fruition.

On a proposal by Mr. Smith, seconded by Mr. Tupper it was agreed on a vote of 6 for and 1 against to appoint Mr. Hutton as Project Liaison Officer with CDC and Hyde Martlett, on the understanding that the role did not have any mandate to influence decisions regarding development without the prior confirmation of the Parish Council.

18. CORRESPONDENCE

Members noted that items as listed in the Clerks report had been circulated.

19. FINANCE

(a) Budget and Precept 2010/2011

Mr. Shrubb distributed the working papers for the budget for the forthcoming financial year.

Members discussed the implications of an increase in the precept and on a proposal by Mr Tupper, seconded by Mr. Smith, agreed a precept of £62111.00 being a 5% increase on the current financial year.

Members also discussed contributions to the Manhood Peninsular Partnership and the Community Warden Scheme. On a proposal by Mr. Martin, seconded by Mr. Wright, a sum of £200 was approved by members for the MPP. On a proposal by Mr. Smith, seconded by Mr. Tupper, an annual sum of £1000 was agreed to support the Community Warden scheme, subject to agreement that all areas of West Wittering would be covered by the scheme.

(b) Internal Auditors Report

On a proposal by Mr. Wright, seconded by Mr. Martin the Internal Audit report for 2009/10 was approved by the Council.

(c) Balances at 28/1/2009 per bank statement £90,279.54

(d) Accounts for payment as listed in the Clerks report plus additional payments were approved by the Council at the meeting as follows:

(i) Mrs. J Brown Replacement computer – £386.14
(ii) CDC Dog bin – £280.78
(iii) Memorial Hall Hiring – £12.00
(iv) Southern Electric Lighting – £234.32
(v) S Dobbin Audit report – £400.00
(vi) J Hamper Potts Litter – £49.00
(vii) Express Printing Newsletter – £351.00
(viii) PWC Pavilion water – £42.09
(ix) WW Cricket Club Mowing Millenium Meadow – £1,950.00
(x) AbD Web site development – £211.50

Total – £3,916.85

(e) On a proposal by Mr. Tupper, seconded by Mr. Buckland, payment of the above accounts was authorised by the Parish Council.

20. PLANNING

(a) LTP – Initial Consultation 2011 – 2016

Members discussed the consultation and response to WSCC’s consultation on the Local Transport plan. It was agreed that members would send their comments to the Clerk who would collate the responses and forward to WSCC.

21. OTHER ITEMS FOR DISCUSSION

(a) Potholes

Cllr Montyn updated members on the situation regarding the repair of potholes. Members reported a number of other defects and overgrown hedges.

22. OPEN FORUM

Mr. Morton asked the Parish Council to find out what had happened to the litter bin near the toilets in Pound Rd. He also confirmed new signs near the junction of the Beach Rd and Pound Rd to prevent people turning left as they exited from the Car Park.

Cllr Montyn confirmed that the equipment at the Pumping Station had been updated.

There being no further business for discussion the meeting closed at 9.30pm.
