MINUTES of the Meeting of the Parish Council, held on Thursday 1st December 2016 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb (Chairman), Mr R Lewis, Mr W Buckland, Mr H Patel (until item, Mrs N Pike Mrs J Barrett Mr K Martin, Mr D Sadler and 7 members of the public. Cllrs Montyn and Barrett also present.

152.        URGENT ITEMS – Mr Sadler asked why Estate Agent’s boards had been used to advertise the NDP questionnaire. It was agreed that he would draft a suitable policy for the use of boards on Parish land

154.        –WW 16/00616/FUL – SALTMARSH ELLANORE LANE – Mr Martin proposed that the Council enquire of CDC whether the current access and hardstanding was within the current consent.

155.        WWPC NDP UPDATE – Mr Galloway reported that questionnaires had been returned and arrangements were being made for analysis.

156.        CHICHESTER DISTRICT COUNCIL DRAFT ALLOCATION –Agreed that Mrs Pike would draft the Councils response for approval at the meeting in January 2017.

157. CONFIRMATION OF MINUTES AND MATTERS ARISING – Subject to noting Mr Martins comments regarding the proposed meeting with representatives from the Parish Church, on a proposal by Mr Lewis and seconded by Mr Buckland the minutes were approved and signed.

158.        COMMUNICATIONS WORKING PARTY – Members discussed the current draft of the new web site. Mr Martin referred to the specification for the current web site which he had drawn up in 2007 and all the work he had undertaken to develop it. He felt the new arrangements were a backwards step. Mr Sadler stated that the new web site had to be secure as the current one was not. It was agreed to ask Mr Patel to check this and some other matters with the web site designer and report back to the Council. Members also discussed automatic email forwarding from the form on the web site. Mr Shrubb reported that he had taken advice from SALC and that this was not good practice because of data protection issues. Mr Sadler suggested that Councillors should have a private section on the web site where the emails could be reviewed if required. It was agreed to check if this was possible with the web site designer.

159. DISTRICT AND COUNTY COUNCILLOR UPDATE – Cllr Barrett reported that the planning consent for the new Youth facility had been confirmed. He updated the meeting regarding the traveller’s site at Birdham. Cllr Montyn added that the highway construction at the site was also unauthorised. The Chairman thanked Cllrs Barrett, Hamilton and Montyn for all their support during the past year.

160.        CLERKS REPORT

a)      Allotments – No items

b)      Footpaths and Open Spaces –Mr Shrubb reported on the flood mapping project and thanked Mr Martin for his assistance with mapping. He proposed that Mr Martin be authorised to provide all the information required for the consultant to undertake this work and this was seconded by Mr Sadler and approved.

It was noted that the Operation Watershed project could now commence and agreed that a grant from WW Flood Defences could be applied for to fund the mapping project and some additional open ditch work as an addition to the work planned under Operation Watershed.

Members also received an update from the Chairman regarding a meeting with WSCC Highways and a possible TRO in Rookwood Rd. He proposed a small WP to work with WSCC which would meet again in January to look at the process.

Mr Martin referred to the Councils policy on public seats and suggested a new policy. He agreed to draft a proposal for the next meeting.

Members noted the surface of the twitten at Seagate Court which had been damaged when a new wall had been built. The Clerk was instructed to contact the developer about reinstating the surface so that it could drain properly.

c)      Sportsfield and Millennium Meadow – Noted the recent repairs and works to the Pavilion. Also noted quote for Sportsfield tree which needed to be checked for accuracy with the contractor. Mr Martin queried the existing TPO on the boundary trees. It was noted that this TPO covered the elm trees which formed the boundary 30 years ago, most of which were now dead. Mr Shrubb felt that they existing trees did not need any further protection as they were in the Parish Councils ownership. It was also agreed to consider the quotes for the gates at the next meeting. Mr Buckland suggested that the Sportsfield gate could open the other side and agreed to look into this.

d)     Snowhill – Noted that the bottom of the ramp needed some work. Mr Shrubb agreed to investigate and arrange a specification and quote.

e)      Finance – Noted that the budget monitoring had been circulated. On a proposal by Mr Buckland and seconded by Mrs Pike, payment of accounts listed below were approved.

f)       GRANTS – On a proposal by Mr Martin and seconded by Mr Sadler the Council agreed the following grants using its powers under S137 of the Local Government Act 1972 on the basis that any organisation awarded a grant provided either services to a significant proportion of the electorate or a project benefiting a significant proportion of the Parish as follows:

g)      Parish Assets/Footway Lighting – No report

h)      Memorial Hall – On a proposal by Mrs Barrett and seconded by Mr Sadler the New Homes Bonus grant for the refurbishment of the conveniences at the Memorial Hall was approved and supported by the Parish Council.

i)         Twinning –No report

j)        East Head/CIAG – Subject to approval at its AGM it was noted that the Flood Defences charity would cease receiving applications in May 2017 and donate any balances to Friends of Chichester Harbour. It was agreed to apply for funding in respect of the flood mapping project and further Watershed works. Mr Sadler asked about access to the beach and whether the steps should be reinstated. Agreed that Mr Shrubb would discuss this with CDC officers and that Mr Sadler would discuss this project with Mr Hutton and Mr Lewis as part of the Coastal Communities grant funding stream.

161.        –CORRESPONDENCE – Noted bus user survey – WSCC

162.        OTHER ITEMS FOR DISCUSSION

a)      Mr Shrubb reported on the withdrawal of the subsidised 3 in 1 student travel card and the impact it would have on WW residents. It was agreed to look into the cost of a local subsidy and Mr Sadler agreed to investigate the options.

b)      WWSC – Agreed to write to the new Commodore and ask for an update on a policy to allow young people from surrounding villages to be able to access membership.

c)      WSCC Initiative – Better Pavements – Agreed to look into the funding available to improve Rookwood Rd and Elms Lane.

163.        OPEN FORUM – No items

Mr Carter thanked the Council for its donation for the upkeep of the Churchyard.
