MINUTES of the Meeting of the Parish Council, held on Thursday 3rd December  2015 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb (Chairman) Mr R Lewis, Mrs J Barrett, Mr D Sadler, Mrs H Codrai, Mr W Buckland  and 5 members of the public. Cllr, Barrett and Cllr Montyn were also present.

123.        DECLARATIONS UNDER THE CODE OF CONDUCT

124.        URGENT ITEMS

The Chairman reported that the Council had received a claim for a right of way over land at Snowhill from the Land Registry. Having consulted the Councils Solicitor it was been agreed to object to the claim.

Regarding the planning application for change of use to hostel accommodation at Earnley Grange, it was noted that a meeting had been arranged for 17th December 2015 at Bracklesham Barn. Cllr Montyn referred to the briefing statement that had been circulated regarding the persons to be placed at the hostel. Mr Shrubb commented that whilst the need for such accommodation was not in dispute this particular site was unsuitable because of lack of services, infrastructure for support, and security. It was noted that the application would probably go the CDC Planning Committee in February 2016.

127.        ENFORCEMENT MATTERS – NORTHFIELDS

Cllr Barrett informed the Council that a flow meter has been installed to measure output from this site.

128.        NEIGHBOURHOOD DEVELOPMENT PLAN

The Chairman reported that interested persons had come forward to form a new steering group for a NDP and it was agreed to hold an initial meeting in early January.

129.        MINUTES AND MATTERS ARISING

On a proposal by Mr Lewis, seconded by Mrs Codrai the minutes were agreed and signed by the Chairman.

130.        DISTRICT AND COUNTY COUNCILLOR UPDATE

Cllr Montyn reported that a School Safety zone was planned for Church Rd to include the entrance to Sandpiper Walk. He also confirmed that SW had set up a focus group with WSCC and CDC to review surface drainage.

Cllr Barrett confirmed that the Youth Club project expected to receive draft plans and would be holding a pre application meeting with EW&B PC. He also reported that CDC were still pursuing the enforcement case at the travellers site in Birdham.. He thanked Cllr Lewis for updating the Emergency Plan and also reported that he had requested an electric car charging point at Marine Drive. It was also noted that a meeting had been arranged at Earnley Concourse on Monday 14th December for invited persons only.

132.        CLERKS REPORT

(a)              Allotments – No items to report.

(b)              Footpaths and Open Spaces – Noted that Mr Hutton had met with WSCC regarding proposals to improve the green triangle in Marine Drive.

(c)              Sportsfield and Millennium Meadow – Noted that the application for the tennis courts had not yet been sent to the Secretary of State. Regarding the encroachment onto the Sportsfield the Clerk reported that the property owners in question had stated they only used the access to keep their boundary fences clear. Following discussion the Chairman proposed that a personal agreement or licence should be entered into to allow access for this purpose only. This was seconded by Mr Sadler and all agreed.

Regarding the Football Club arrangements for charging, Mr Lewis confirmed that the charging policy was now agreed.

(d)              Snowhill – No items to report

(e)              Finance – Members noted the budget monitoring reports circulated for information. Regarding the arrangements for external audit in 2016, it was agreed not to change the current arrangement.

Mr Shrubb reported that a Finance WP meeting would be held on 10th December with a view to agreeing the precept at the January meeting.

Members also approved S137 Grants for 2015/16. On a proposal by Mr. Buckland, seconded by Mr. Lewis the Council agreed the following grants using its powers under S137 of the Local Government Act 1972 on the basis that any organisation awarded a grant provided either services to a significant proportion of the electorate or a project benefiting a significant proportion of the Parish as follows;

(f)              Communication and Web site – The Clerk reported that the issues raised with the preferred company had been resolved and that additional due diligence checks had been made. On a proposal by Mr Sadler and seconded by Mr Shrubb it was agreed to proceed with the contract for the new web site.

(g)              Parish Assets/Footway Lighting – No items to report

(h)              Memorial Hall – No items to report

(i)              Twinning – No items to report

(j)              East Head/CIAG – Noted the recharging work would begin in January 2016

(k)              Parish Church – Noted Carols on the Village Green at 6pm on 23rd December 2015

133.        CORRESPONDENCE

Members noted items listed in the Clerks report had been circulated.

134.        OTHER ITEMS FOR DISCUSSION

Mr Shrubb agreed to look at the bramble growth on the Village Green.

It was noted F/P No 1 was still very uneven in places, particularly Itchenor Farm to Rookwood and between Snowhill and Ellanore. Mr Buckland added that the issue of flooding had been raised at the meeting he attended regarding the UK Coastal footpath.

Mrs Barrett suggested that the tree work to the willow could be carried out mid-January so that access if required could be arranged.
