MINUTES of the Meeting of the Parish Council,held on Thursday 4th December 2014 in the Sports Pavilion, Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr K Martin, (Chairman) Mr R Shrubb, (Vice Chairman), Mrs H Codrai, Mrs J Barrett ,Mr W Buckland and Mr C Pine and 12 members of the public. Cllr Montyn was also in attendance until item 114.

102.            DECLARATIONS UNDER THE CODE OF CONDUCT

103.            PLANNING APPLICATIONS

a)                  The Council discussed the following planning applications:

b)                  Planning applications – delegation to Clerk

The Clerk tabled an amended version of the resolution to delegate powers to the Clerk to deal with certain planning applications that had been approved by SALC. This was proposed by Mr Pine, seconded by Mr Shrubb and approved by Members.

c)                   Argentea, Roman Landing

Members noted the comments by the Historic Buildings Adviser in relation to the recent planning application, and Mrs Barrett expressed concern that this could be applied to other buildings and property in West Wittering. Mr Pine added that he thought the report was weak and did not constitute grounds for refusal.

d)                  Land at Chaucer Drive/Sandpiper Walk – enforcement

The Clerk reported that the new illuminated signs at this development did not have planning consent and that the developer had been given 7 days to ensure the lighting was removed, expiring on 8th December. Mr Shrubb expressed concern that planning conditions associated with this site were continually being ignored. The Clerk reminded Members that representatives from Barratt Homes were due to attend the next meeting.

e)                   Western Manhood Parishes Consortium – Clappers Lane Earnley

Members noted that the Appeal decision was awaited. Mr Pine reported that the standard of the traffic survey and the experts work was excellent and that the data presented was of value to the parishes for the future. He reported that there had been a funding overspend and that an additional sum of £ 970 was required. He proposed that this be approved and this was seconded by Mr Shrubb and all agreed. The Council thanked Mr Pine for attending the meetings and also thanked Earnley PC for their lead in this matter.

f)                   Bramber Nursery

Members noted the Appeal against enforcement and concerns regarding the inaccuracies contained within the applicant’s statement. It was agreed to write to the Inspector to reiterate the Council’s position.

104.            MINUTES AND MATTERS ARISING

On a proposal by Mr Buckland and seconded by Mrs Codrai the minutes of the meeting held on 6/11/2014 were agreed and on a proposal by Mr Buckland and seconded by Mrs Barrett the minutes of the meeting held on 20/11/2014 were agreed.

105.            DISTRICT AND COUNTY COUNCILLOR UPDATE

Cllr Montyn reported on the Local Plan and the developer challenge to the housing numbers and traffic data. He reported that the increase in housing numbers is likely to be subject to a further period of consultation likely to be in March 2015. He also reported on funding for the A27 improvements.

Mr Shrubb asked about the IWP future programme which was subject to consultation and expressed his dissatisfaction that no works were programmed for East or West Wittering. It was agreed that members would forward details of areas of concern to Mr Shrubb to discuss at the meeting in January.

106.            CLERKS REPORT

a)                  Allotments

Mrs Codrai agreed to join the Allotment Working party to replace Mrs Megeney.

b)                  Footpaths and Open Spaces

The Clerk reported that quotes had been received to trim overgrown vegetation along the cycle pathway as follows;

Contractor A – £360

Contractor B £ – £330

Contractor C – £210

On a proposal by Mr Pine seconded by Mrs Barrett it was agreed to ask Contractor C to undertake the work.

The Clerk also reported that the result of the application for a grant under Operation Watershed was awaited. In the meantime Mr Shrubb asked the Council to consider approving a sum for the necessary legal agreements in respect of properties in Elms Lane. He proposed a sum of up to £500 this was seconded by Mr Buckland and all agreed.

Members noted the drainage work to Pound Rd and the village green would be started shortly. It was also noted that unauthorised signs had been placed on the village green and cycle path fence, and the Clerk was asked to write to the advertiser to have them removed.

c)                   Sportsfield and Millennium Meadow

Members noted a request from the proprietor of the Beach House for permission to use the pavilion car park for 6 staff parking. It was felt that 6 spaces were disproportionate to the number of spaces offered to the other outlets.  It was agreed that 3 spaces should be offered subject to the proprietor providing details of the vehicles and giving priority to the football club at weekends.

Consideration was also given to the Football Club request for shelving in the store cupboard; the Working Party was asked to investigate what was needed and report back at the next meeting.

Mr Buckland reported that he had inspected the tree overhanging the Croquet rink, which was on private property. He agreed to give the address to the Clerk who would write to the owner and ask for the branches to be cut down.

d)                  Snowhill

Mr Shrubb reported that the reseeded section of the bank had not established during the autumn and that it required fertiliser now and in the spring. It was agreed to authorise up to £250 for the Chair and Vice Chair to arrange this. Mr Shrubb also referred to the track and members discussed the maintenance required and also to the footpath to the northern end. It was agreed to obtain quotes for the repair of the track and for some additional material to level the footpath.

The Chairman referred to the many abandoned boats and items left on the beach, and it was agreed that the Working party would check the boats for identification plaques and the Clerk would then write to the owners.

e)                   Memorial Hall

f)                   Finance

The Chairman reported on the Grants for 2014 and referred to the list of applicants which had been circulated. On a proposal by Mr. Pine, seconded by Mrs Codrai, the Council agreed grants as detailed in the attached schedule for 2014/15 using its powers under S137 of the Local Government Act 1972 on the basis that the organisations awarded grant provided either services to a significant proportion of the electorate or a project benefiting a significant proportion of the Parish.

Regarding the budget for 2015/16, Mr Shrubb noted the underspend for the year, primarily due to the Neighbourhood Plan delay, and asked members to consider projects for next year.

g)                   Communication and Web site

The Chairman reported on the recent meeting of the Working party. A newsletter was to be produced by January 2015 for circulation in February 2015. It was agreed that the newsletters should be posted to householders, and the content was discussed and agreed in principle with individual’s contributions to be sent to the Chairman.

Regarding the web site, The Chairman reported that he had discussed the various technical issues that have arisen with uploading word documents using wordpress. He outlined the options for fixing this issue and asked members to consider whether the use of some technical expertise for a small monthly fee would be appropriate.

Regarding the required upgrade to styling a quote of £225 had been received. On a proposal by Mr Martin, seconded by Mr Shrubb this work was agreed.

h)                  Footway Lighting

Noted that the post for the new light had been installed but not yet the lamp.

i)                    Twinning

j)                    East Head/CIAG/Wittering Flood Defences

Mr Martin reported that this group was now meeting more regularly and that  a defensive recharge to the Hinge was being discussed. Mr Shrubb added that consideration was also being given to extending the groynes to the landward side. All the works would be subject to a planning application.

k)                  Peninsula Forum

Noted the meeting on 1st December 2014 and the presentation on planning enforcement.

l)                    Parish Church

Noted that Mr Martin had met with the Rector to discuss parish matters and that Mrs Codrai would fill the role of Church representative.

m)                Development at Malthouse Cottages – Hyde Martlett

The Chairman opened the meeting to allow residents to discuss the draft proposals for units behind Malthouse Cottages. Although Hyde Martlett had referred to a survey no consultation had been undertaken and Mr Shrubb suggested that the developer should respond to the objections made by the Council earlier in 2014.He also suggested that residents who were concerned with various aspects of the plans should obtain their own legal advice. The Chairman encouraged residents to respond to the Planning Application once it was published.

a)                  On a proposal by Mr Pine, and seconded by Mr. Buckland, payment of the above accounts was authorised by the Parish Council.

109.            OTHER ITEMS FOR DISCUSSION

a)                  Piggery  Hall Lane – TRO

The Clerk reported that WSCC had agreed to extend the period for consultation, so this matter  would now be considered at the meeting in January 2015.

b)                  Telephone kiosk Pound Rd

Mrs Barrett reported that the light was still not working.

110.            OPEN FORUM

Mr Shoosmith stated that he and other residents would welcome a parish newsletter.
