WEST WITTERING PARISH COUNCIL
MINUTES of the Meeting of the Parish Council,held on Thursday 6th December 2012 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT
PRESENT: Mr. K Martin (Chairman), Mr Shrubb ( Vice Chairman) , Mr C Pine, Mr I Parker, Mr D Wright, Mr S Jones, Mrs M Goodall, and 20 members of the public. Cllr Montyn and Cllr Barratt were in attendance.
123. APOLOGIES FOR ABSENCE
Mr W Buckland
124. DECLARATIONS UNDER THE CODE OF CONDUCT
Mr Shrubb declared a personal interest in respect of 48 Marine Drive West and a prejudicial interest in respect of Bramber Nursery. (Mr Shrubb left the meeting while the latter application was discussed). Mr Parker declared a personal in respect of 4 Middlefield and The Beach House. Mr Wright declared a personal interest in respect of Briar Cottage and Mariners, West Strand.
125. PARISH COUNCIL VACANCY
Members noted that Mrs Megeney had resigned from the Council and that this vacancy would be advertised. It was also agreed on a proposal by Mr Wright, seconded by Mr Jennings to co-opt Mrs Mandy Goodall to the Council.

(c) Neighbourhood Development Plan
Mr Shrubb reported on the recent Working Party meeting and proposed that the Parish Council notifies CDC of its intention to include the Parish in its entirety as a Neighbourhood Area. This was seconded by Mr Pine and all agreed.Mr Wright abstained.
127. MINUTES AND MATTERS ARISING
Subject to the minutes being amended to show that Mr Jennings attended the meeting, on a proposal by Mr Pine and seconded by Mr Parker, the minutes were agreed and signed by the Chairman.
Regarding the Traffic order for Pound Rd, Mr Martin and Mr Wright reported that they had met with officers at WSCC on 6thDecember and that Mr Wright had discussed the proposals with the Church and with the School. He reported that they had no objection to the double yellow lines opposite the three properties provided that the restrictions outside the school were lifted to create additional parking space.
128. DISTRICT AND COUNTY COUNCILLOR UPDATE
Cllr Montyn referred to the public meeting in East Wittering concerning the proposed 50 new homes at Chaucer Drive. He acknowledged the problems reported with the road surface, culvert and drainage at Sheepwash Lane/Salterns Way.
129. DATE OF JANUARY 2013 MEETING
On a proposal by Mr Martin, seconded by Mr Shrubb it was agreed to change the date of the next meeting to 10th January 2013.
130. CLERKS REPORT
(a) Allotments
Members agreed to obtain quotes for the surfacing of the northern end car park area. It was also agreed to co opt Mrs Megeney to this Working Party. Members noted that the Association would mend the tap. It was agreed to discuss the new gate at the meeting in January.
(b) Footpaths and Open Spaces
Mr Shrubb asked if Mr Osmend Jones email could be forwarded to WSCC and Cllr Montyn for action.
(c) Sportsfield and Millennium Meadow
Mr Parker was asked to liaise with Mr Hutton regarding H&S risk forms that were needed for the Caretaker to check the Pavilion and Sportsfield.
(d) Snowhill
The Clerk reported that 3 quotes had been returned for the work to the pedestrian entrance and the slipway as follows

On a proposal by Mr Wright, seconded by Mr Parker it was agreed to award the contract to Contractor A. It was also agreed to order the materials required at a cost of £489.54.
Mr Wright reported that there had been some damage to a driveway following the flood defence work. It was agreed to report this to the EA.
(e) Memorial Hall
There were no items to report.
(f) Finance
Members were asked to identify spending plans and suggestions to the Chair and Vice Chair for inclusion in the budget for 2013/14.
(g) Village Green
The Clerk reported that a request had been received for a memorial seat on the Village Green. Mr Parker agreed to discuss a suitable location with the family.
(h) Twinning
Members noted the recent successful visit to France and recorded a vote of thanks to the organisers.
(i) Communication and Web site
Members noted that the newsletter had been well received.
(j) Footway Lighting
The Chairman asked Mrs Goodall to join this Working Party and to undertake an audit of the replacement lights and with Mr Pines help, mark them on the Parish map. Members also noted that Ella Close and Southcote Ave had still not had its lighting replaced and that there was still a column at Malthouse Cottages not removed.
(k) East Head/CIAG/Wittering Flood Defences
The Chairman reported he had attended a meeting on 28th November 2012 and that there was concern over works required to breastwork and gabions at groyne 24. CDC recommends removal of the gabions for health and safety reasons, but this would have consequences. It had been agreed to seek an expert’s opinion on the proposed action.
(l) Emergency Planning
Mr Parker agreed to meet with Mr Buckland to review winter management and report back at the next meeting.
(m) Northfield – Low Cost Housing project

(n) CDC Meeting with Parishes
Members noted that the Local Plan, housing allocation and infrastructure improvements had been discussed at this meeting and noted that CDC was currently meeting its housing target on the Manhood Peninsula. Members also noted that Parishes unanimously agreed that paper plans should be retained following CDC’s consultation on Development Control management.

(b) On a proposal by Mr Parker, and seconded by Mr Pine payment of the above accounts was authorised by the Parish Council.
(c) S137 Grants 2012/ 2013
On a proposal by Mr. Shrubb, seconded by Mr. Parker the Council agreed the following grants in 2012/13 using its powers under S137 of the Local Government Act 1972 on the basis that any organisation awarded a grant provided either services to a significant proportion of the electorate or a project benefiting a significant proportion of the Parish.

133. TRAINING AND ACTION PLANS
Mr Pine reported that he would arrange a refresher meeting for GIS mapping and would include Mrs Goodall.
134. OTHER ITEMS FOR DISCUSSION
(a) Enforcement – 4 Middlefield
Mr Parker reported that although CDC had issued a breach of planning notice, no enforcement action was proposed. On a proposal by Mr Shrubb seconded by Mr Jennings, it was agreed to ask CDC to reconsider. Mr Parker abstained.
135. OPEN FORUM
Mr Shoosmith thanked Mr Parker for organising the Christmas tree on the village green. Mr Bird updated Members regarding the flooding in Elms Lane. Mr Tayler asked for details of the work to be carried out at Snowhill.
