WEST WITTERING PARISH COUNCIL

MINUTES of the Meeting of the Parish Council, held on Thursday 1st December 2011 in the Sports Pavilion, Rookwood Road, West Wittering.

PRESENT: Mr. R. Shrubb, (Chairman), Mr. K. Martin, (Vice Chairman) Mr. D Wright, Mr W Buckland, Mrs C Megeney, Mr I Parker and 9 members of the public. Cllr Montyn was also in attendance.

125.     DECLARATIONS UNDER THE CODE OF CONDUCT

Mr Wright and Mr Martin declared an interest in the planning application for Lapwings, and Mr Wright also declared an interest in the application for White Walls.

126.     PLANNING APPLICATIONS

44/11 WW/11/04218/DOM Mr Lude Kayell Shipton Green Itchenor Erect a white PVCU double glazed conservatory with a brick work base to match existing to the front of the property.

Lapwings West Strand West Wittering Two storey rear extension and a single storey rear extension to replace existing balcony. Conversion of existing loft space to habitable accommodation and store and associated alterations.

WW/11/04768/DOM Mr And Mrs Roy Dance Taswell Royce Way West Wittering First floor extension and roof alterations including complete redesign of existing house. Two storey side and single storey rear extension. Single storey flat roof garage and relocation of vehicular access and driveway.

127. MINUTES

On a proposal by Mrs Megeney, seconded by Mr Parker, the minutes were approved and signed by the Chairman.

128.     CLERKS REPORT

(a)       Allotments

Mrs Megeney reported that 2 quotes had been received for dealing with the rabbits at the Allotments as follows;

Contractor A               £ 375

Contractor B               £ 378

On a proposal by Mr Martin, seconded by Mr Buckland it was agreed that Contractor B would be asked to undertake this work. Members recorded thanks to Mrs Smith, Mr Pine and Mrs Megeney for organising this work.

(b)       Footpaths and Open Spaces

The Clerk reported that WSCC had written to the owner of Meadow Farm regarding the obstruction of the footpath. Mr Shrubb reported that the surfacing and maintenance of footpaths had been completed with a grant of £7600 from the Woodger Trust.

(c)       Sportsfield

Mr Shrubb asked the Council to approve work to clear ivy from the boundary fence with the Sportsfield which was agreed. He also reported on the Working Party meeting with the Cricket Club. The nets were to be relocated to the corner of the field allowing the storage container to be relocated. Also the Club was pursuing “club mark” status and would also be refurbishing the Pavilion. It was noted that the Parish Council owned the car park and would need to arrange for weed clearance.

(d)       Snowhill

(e)       Memorial Hall

It was noted that the post of Bookings Secretary was still not filled.

(f)        Finance

No items.

(g)       Village Green

Members noted the Christmas tree was in place, and thanked The Old House at Home for supplying it and Wicks Farm staff for erecting it.

(h)       Twinning

Mr Wright reported that the exchange visit for West Wittering to visit France had been arranged for 11th November 2012 to coincide with the start of the Vendee Globe sailing event and encouraged people to consider joining the trip.

(i)        Web Site and Communications

Mr Martin reported on the recent meeting with Access by Design. There were still some intermittent issues with e mail, and Mr Parker had agreed to continue to test the email accounts. Members discussed whether moving the web site would be in the Councils interests but it was agreed a further meeting would be needed before making a decision. Mr Martin did propose that the Council make use of Parish on Line maps this was seconded by Mr Shrubb and all agreed.

(j)       Footway Lighting

Noted  defect at junction Acre St and Chapel Lane to be reported to SEC.

(k)       EHCIAG/EA Flood Defence

Mr Martin reported that the next meeting of the EHCIAG would be held in February 2012.

Regarding the progress of the flood defence project, he reported that a meeting would be held with West Wittering Estates to agree the design and planting for the access to the Crab Pool.

(i)        Emergency Planning

Mr Parker reported that Mr Harris of CDC had identified some actions and information required to the Emergency Plan. An isolation plan was required along with planning for long term utility loss and oil pollution. Mr Parker and Mr Buckland also agreed to recommend actions for the Winter Management Plan. Members also discussed liability insurance for volunteers undertaking duties in such emergencies and the Clerk was asked to investigate this.

(m)      Summerfield Rd Low Cost Housing Project

Members noted that the sign up event would be moved from January 2012 as the project had slipped. It was agreed that sometime in the summer would be suitable.

129.     CORRESPONDENCE

Members noted that items as listed in the Clerks report had been circulated.

(a)       CDC Foreshore management consultation

Members noted this document and encouraged residents to complete it.

(b)       Witterings Library

Members noted currently no planned reduction in opening hours for the main library.

(b)       On a proposal by Mr. Wright, and seconded by Mr. Buckland, payment of the above accounts was authorised by the Parish Council.

(c)       S137 Grants 2011

On a proposal by Mr. Martin, seconded by Mr. Wright, the Council agreed the following grants in 2011/12 using its powers under S137 of the Local Government Act 1972 on the basis that any organisation awarded a grant provided either services to a significant proportion of the electorate or a project benefiting a significant proportion of the Parish.

131.     OTHER ITEMS FOR DISCUSSION

(a)       Bus Shelter – Rookwood Rd

Mr Martin agreed to obtain quotes for the repairs to this bus shelter.

(b)       Meeting with West Wittering Estate re traffic and congestion

Mr Martin reported on the recent meeting to discuss issues surrounding traffic congestion in the summer months. He reported that WWE has undertaken a review of entry and exit arrangements to the Car park. It was reported that the car park manager would introduce an additional lane at peak times and consider using additional parking stewards. The Working party agreed to confer annually.

Mr Shrubb reported that the Queens Jubilee organisers would have firm plans by January 2012.

(c)       Open Mornings

It was agreed not to hold an Open Morning on 29th December so the next one would be held on January 26th 2012 between 11.00am and 1.00pm.

132.     OPEN FORUM

Mr Bird suggested that the Cricket Club car park needed leveling as it floods in wet weather.

Mr Shoosmith asked the Parish Council if it would support removing the kissing gate on the footpath in Roman Landing. Mr Shrubb replied that the owners of the adjacent land were against this change.

The Clerk was asked to write to CDC to enquire about the future of the public conveniences in Pound Rd.

There being no further business for discussion the meeting closed at 9.00 pm.
