MINUTES of the Meeting of the Parish Council, held on Thursday 4th August  2016 in the Sports Pavilion, Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb (Chairman) Mr R Hutton, (Vice Chairman), Mr K Martin, Mr. H Patel, Mr D Sadler, Mr W Buckland, and 6 members of the public. Cllr Barrett, and Cllr Hamilton were also present.

102.        URGENT ITEMS – Cllr Hamilton reported on a presentation by CDC on internet security.

104. CDC CONSULTATION ON HELAA METHODOLOGY – Noted.

105. A27 CONSULTATION–Mr Martin proposed that a working party of Councillors be set up to examine the proposals, gather evidence and draft a response for consideration at the September meeting. This was seconded by Mr Sadler and all agreed. Working Party to consist of Mr Martin, Mr Sadler, Mr Buckland and Mr Patel.

106. MINUTES AND MATTERS ARISING – On a proposal by Mr Hutton and seconded by Mr Buckland the minutes for July 2016 were approved by the Council. On a proposal by Mr Martin and seconded by Mr Patel the minutes for June 2016 were approved by the Council.

107.        CLERKS REPORT

a)      Allotments – No items to report.

b)      Footpaths and Open Spaces – No items to report.

c)      Sportsfield and Millennium Meadow –Noted that Mr Lewis and the Working Party had made contact with Bracklesham Youth Football Club and on a proposal by Mr Hutton seconded by Mr Buckland the proposals of the Working Party which had been previously circulated were agreed. Also noted that the tennis courts required a period of 6 weeks for the final coating to be applied, and that the land drainage project was underway. The Chairman thanked Mr Hutton for his continued supervision of these projects.

d)     Snowhill – No items to report.

e)      Finance – Members noted the budget monitoring reports circulated for information. On a proposal by Mr Martin and seconded by Mr Hutton , accounts for payment were authorised as follows;

108.        –CORRESPONDENCE

a)      Valetta Rookwood Rd – Community Asset – Members noted that this property had been added to the Community Asset Register.

b)      TRO – Longlands – Shore Rd – Supported this TRO.

109.        OTHER ITEMS FOR DISCUSSION

a)      Urban grasscutting –Mr Shrubb reported that the standard of grasscutting this year was very poor. It was agreed to report this to WSCC Highways, the Cabinet Member for Highways and Cllr Montyn.

b)      Traffic – West Wittering Estates – Mr Patel expressed concern that traffic management was still causing issues for residents as well as parking problems within the village when the beach car park was full. It was agreed to seek a meeting with CDC Car Parks to discuss enforcement as well as following up with a meeting with WWE PLC.
