MINUTES of the Meeting of the Parish Council,held on Thursday 7th August 2014 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr K Martin, (Chairman) Mr R Shrubb, (Vice Chairman), Mr W Buckland, Mr C Pine, Mrs J Barrett, Mr Wright, Mr I Parker and 10 members of the public.

69.    DECLARATIONS UNDER THE CODE OF CONDUCT

Planning Applications – Mr D Wright, personal interest, 17 Owers Way and North Cottage Combe Row. Mr Parker, 160 homes Clappers Lane Earnley, personal interest. Mr Martin, 17 Owers Way, personal interest.

70.    160 HOMES CLAPPERS LANE EARNLEY – EARNLEY PARISH COUNCIL

The Chairman introduced Mr Keith Martin, Chairman of Earnley Parish Council. He referred to the impending planning appeal by Wates Homes which has been refused by CDC on grounds of density and traffic impact. He referred to the WSCC statement regarding traffic impact and the fact that this was based on data from 2001 and did not reflect the true and current issues surrounding traffic movements and lack of local jobs increasing journeys to Chichester and beyond.

He explained that he had met with all Parishes on the west Manhood to explain that Earnley PC had resolved to appoint a traffic consultant to produce a case that  consortium of local councils could use as evidence at the appeal. He asked West Wittering Parish Council to consider joining the consortium and following discussion on a proposal by Mr Shrubb and seconded by Mr Buckland this was agreed.

He then went on to provide suggested contribution levels for each member council to contribute towards the cost of the report and the consultant’s attendance at the Appeal. Following discussion, on a proposal by Mr Wright and seconded by Mrs Barrett, the Council agreed to contribute a sum up to £2748 and noted that Earnley PC had included a contingency sum in their calculations in case the hearing lasted more than the proposed time. The Council further agreed that Mr Pine would represent WWPC at the consortium meetings.

Demolition of existing dwelling house and erection of 2 no. 4 bedroom dwelling houses. OBJECTION overdevelopment and uneighbourly, and out of keeping. If window permitted overlooking Owers Way rear properties then glass should be obscured.

72.    MINUTES AND MATTERS ARISING

Subject to Mr Parker proposing that Min 60 being amended to include the following;” That the planning application for the proposed tennis courts be withdrawn to allow further discussion and negotiation with Sport England and CDC and that Mr Buckland would contact both parties and report back” This was seconded by Mr Buckland and all agreed that he Minutes be signed.

73.    MATTERS ARISING

Mr Shrubb asked whether the Highways agreement for the new fence could be considered. Mr Martin felt that the proposed agreement could be negotiated to include a clause about future maintenance however Mr Shrubb felt that as this was the standard highway agreement for works on highway land it would be unlikely that WSCC would agree to maintain the fence in future years. He proposed that the agreement be signed subject to the Councils insurers confirming that they were happy with the contents. This was seconded by Mrs Barrett and all agreed.

(b)       On a proposal by Mr Wright, and seconded by Mr. Buckland, payment of the above accounts was authorised by the Parish Council.

75.    OTHER ITEMS FOR DISCUSSION

(a)       NDP – Meeting with AiRS

Mr Shrubb asked if this meeting had been held.

(b)       Village Green

Mrs Barrett reported overgrown brambles in the hedge alongside the Village Green and also problems with the paving at the driveway for Springwell Cottages. Mr Shrubb agreed to get the hedge attended to and the Clerk was asked to report the uneven paving to WSCC.

76.    OPEN FORUM

A resident of Malthouse Cottages asked for assistance in getting Hyde Martlett the landowner to clear the ditch at the rear of her property.

Cllr Barrett reported that the culvert under Cakeham Road was still blocked causing the road to flood; the Clerk agreed to chase this up with WSCC.

Mr Parker reported that construction work had started at Chaucer Drive before planning conditions were in place and it was agreed to report this to CDC.

There being no further business for discussion the meeting closed at 8.30 pm.
