WEST WITTERING PARISH COUNCIL
MINUTES of the Meeting of the Parish Council, held on Thursday 2nd August 2012 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT
PRESENT:, Mr. K Martin (Chairman), Mr W Buckland, Mr C Pine, , Mrs C Megeney, Mr I Parker, Mrs K Simmons, Mr D Wright , and 4 members of the public. Cllr Montyn and Cllr Barratt were in attendance.
81. APOLOGIES FOR ABSENCE

82. DECLARATIONS UNDER THE CODE OF CONDUCT
Mrs Megeney declared an interest in the planning application for Guys Farm and The Old Nursery, Chapel Lane.
Mr Wright declared an interest in the planning application for Guys Farm, Snowhill Cottage, and 5, Coastguard Lane
Mr Martin declared an interest in the planning application for 5, Coastguard Lane
Mrs Simmons, Mr Buckland and Mr Pine declared an interest in the planning application for Beech Ave, Bracklesham
83. PLANNING APPLICATIONS

84. MINUTES
On a proposal by Mr Pine and seconded by Mrs Megeney, the minutes were agreed and signed by the Chairman.

(b) On a proposal by Mr Pine, and seconded by Mr Parker, payment of the above accounts was authorised by the Parish Council.
86. OTHER ITEMS FOR DISCUSSION
(a) 50 new homes, Beech Ave, Bracklesham
Members discussed this urgent item as comments were due to be made to the Planning authority by the end of August. Concern was expressed over the impact on the infrastructure, in particular the impact of additional local traffic movement, and movement on and off the Manhood Peninsular, and also the impact on the existing waste water disposal.
(b) Parking Enforcement
Mr Parker reported that there had been numerous instances of failure to enforce parking resulting in congestion and obstruction. Cllr Barratt confirmed that he had raised this with CDC.
87. OPEN FORUM
Cllr Montyn informed the meeting that WSCC were taking steps under the Floods and Water management Act to deal with surface water and those instances of surface water flooding should be reported to Stuart Smith.
Cllr Montyn and Cllr Barratt reported on a recent member exercise at CDC regarding new housing allocation in the Chichester/South A27 area. It was noted that following debate at member level the number of new homes in this area had been reduced to approx 600 -700. Cllr Montyn urged the Parish Council to consider developing a Neighbourhood Plan to consult with the community and influence the process.
Mr Martin reiterated the point that the East and West Wittering settlement policy areas did not reflect Parish boundaries and that until they did there would not be enthusiasm for the development of such a plan. Mrs Simmons stated that without such a plan it would be difficult to engage in and therefore influence such development.
It was agreed that Cllr Montyn would forward details of the allocation exercise for information and Mrs Simmons and Mrs Megeney asked that an item regarding a neighbourhood management plan should be discussed at the meeting in September.
There being no further business for discussion the meeting closed at 8.15 pm.
