MINUTES of the Meeting of the Parish Council, held on Thursday 6th April 2017 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT
PRESENT: Mr R Shrubb (Chairman), Mr R Hutton (Vice Chairman), Mr W Buckland, Mrs N Pike, Mrs J Barrett Mr K Martin, Mr H Patel and 7 members of the public. Cllrs Montyn and Barrett also present.

40. NDP UPDATE – Members noted the Steering Group would be supporting the Focus Groups to engage and collect information regarding the agreed headline topics with guidance from AiRS. The Call for Sites process was due to be advertised. Members considered the draft letter and subject to amending the wording, on a proposal by the Chairman and seconded by Mrs Pike this was approved.

42. CONFIRMATION OF MINUTES AND MATTERS ARISING – On a proposal by Mr Hutton seconded by Mrs Pike the minutes were approved by the Council and signed by the Chairman.
43. DISTRICT AND COUNTY COUNCILLOR UPDATE – Cllr Barrett updated the meeting regarding the Birdham Travellers site. He also referred to the A 27 consultation and the proposed facilitated workshops and meetings. Mr Hutton agreed that these should be arranged in parishes. Cllr Montyn referred to the School entrance in Church Rd; the Parish Council did not agree with the suggestion that this be closed off. Mr Martin reported that the South Coast Central Route strategy did not take into account seasonal events; Cllr Montyn responded that it did have a reference to seasonal traffic.

a) Allotments – No items
b) Footpaths and Open Spaces – Members considered the quotes received for the next Tree Hazard Survey as follows;
Quote A – £925
Quote B – £1300
On a proposal by Mr Hutton and seconded by Mr Martin, Quote A was approved.
Mr Hutton reported on the Working Party recommendations for the proposed TRO in Rookwood Rd, details of which had been circulated. It was agreed to hold an open event for pre consultation to publicise the proposals.
Members considered a request from EW&B PC for representatives to meet regarding a proposed site for a Skate Park. On a proposal by Mr Shrubb seconded by Mr Patel it was agreed that Mr Hutton and Mr Buckland would meet with the Working Party and report back to the Council.
The quotes received for the installation of the new seat on Cakeham Rd were considered as follows;
Quote A – £550
Quote B – £620
On a proposal by Mr Hutton and seconded by Mrs Pike Quote A was approved by the Parish Council.
A request to ask The Landing not to obstruct the footway outside the premises was also agreed.
c) Sportsfield Management – Members reviewed the quotes for a new contract to provide fire extinguishers, details previously circulated. Mr Hutton recommended that the quote from the current Fire Inspection contractor was the most economic and on a proposal by Mr Hutton, seconded by Mr Martin it was agreed to give notice on the current contract and switch to the local contractor. Mr Lewis reported that he had experienced difficulty in obtaining specialised quotes for reseeding of the Sportsfield. The Clerk reported that further grant was being investigated.
Members noted a request by the Sailing Club to hold its junior prize giving at the Pavilion in July and agreed in principle subject to arrangements for inclement weather and serving of alcohol
d) Snowhill – Members considered a request for a No cycling sign on Snowhill at the beginning of the footpath towards Ellanore. It was agreed to pass this to the Harbour Conservancy.
e) Finance – Noted that the budget monitoring report had been circulated with a revised format. Noted the arrangements for the Annual Audit 2016/17. Members also agreed to consider Direct Debit arrangements at the next meeting.

g) Communication and Web Site – Communications WP – Members considered the designs that Mr Sadler had circulated at the last meeting and agreed that quotes were needed for the next meeting with preference for a composite wood material.
h) Memorial Hall – No items
i) Twinning –Mrs Barrett reported that a Randoline event had been arranged for 2nd July 2017
j) East Head/CIAG – Mr Martin reported that currently the beach and breastwork was satisfactory although there was some erosion to groynes planks which would be made safe. Noted that an application had been made to the Flood Defence charity for grant towards surface drainage issues.

45. –CORRESPONDENCE
a) Noted the correspondence as detailed on the Agenda.
46. OTHER ITEMS FOR DISCUSSION
a) Brook House – Mrs Pike reported that the title of the additional dwelling at Brook House had be separated from the main house.
b) Tennis Courts – Noted that there had been some minor vandalism and that new CCTV signs were needed.
c) Highways – A number of potholes, drain covers and overgrown hedges were reported.
47. OPEN FORUM
A question was raised about the proposed TRO and what impact it would have on surrounding roads. Mr Tayler reports some potholes on Snowhill track which required repair and a new notice on the gate. .
