MINUTES of the Meeting of the Parish Council, held on Thursday 7th April  2016 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb (Chairman) Mr R Hutton (Vice Chairman) Mr R Lewis, Mrs H Codrai, Mrs J Barrett, Mr K Martin, Mr D Sadler, Mr W Buckland and 8 members of the public. Cllr Barratt and Cllr Montyn also present.

39.  APOLOGIES FOR ABSENCE – None

40.  DECLARATIONS UNDER THE CODE OF CONDUCT –Mr Shrubb and Mrs Codrai declared a personal interest in the planning application for Thatch End, Mr Martin declared and interest in the applications for 15, Southcote Ave, West Wad and Oakleigh, Elms Lane.

41.  URGENT ITEMS – The Chairman referred to several items which he wished to report to the Council. Noted that the Council could now advertise its vacancy for co-option, also that the Chairman had discussions with Itchenor PC regarding land drainage. He also reported on possible S106 contribution towards the drainage work at the Sportsfield and maintenance of Ellanore Lane. Cllr Martin added the recent request to use Snowhill for a family gathering; this was agreed subject to no permission being given for balloons to be released as these are an environmental hazard.

43.  ENFORCEMENT MATTERS

Noted that Church Rd safety measures had been raised by EW&P PC and agreed to support issues raised by EW&B. The Council also noted that a Focus Group meeting had been postponed as SW had not submitted their report for the Manhood peninsula.

44.  NEIGHBOURHOOD DEVELOPMENT PLAN – UPDATE

The Chairman reported that the Steering Group would be using the open forum of the Annual Parish Assembly to introduce the new NDP to be held on 19th May 2016 in the Cricket Pavilion. Mr Martin queried the agreement for the additional hours payment to the Clerk as no limit had been agreed.

45.  COMMUNITY ASSET REGISTER

Mr Martin proposed that the old Butchers premises in Rookwood Rd be listed in the Community Asset register. This was seconded by Mr Lewis and members agreed.

46.  MINUTES AND MATTERS ARISING

On a proposal by Mr Lewis, seconded by Mr Buckland the minutes were agreed and signed by the Chairman.

47.  DISTRICT AND COUNTY COUNCILLOR UPDATE

Cllr Montyn confirmed that proposals for an SSZ and safety measures in Church Rd EW were being progressed. The meeting noted the current position regarding the A 27 consultation. Cllr Barratt reported that the Youth Club plans had been informally supported at CDC. Members noted that the issue of the Travellers site in Birdham would go to court in August. Noted that CDC recommendations for the boundary review were broadly in line with the views of the Parish Council.

48.  CLERKS REPORT

a)      Allotments – No items to report

b)      Footpaths and Open Spaces – Mr Shrubb reported that quotes were being sought for a further Operation Watershed bid. He added that he had met with Itchenor PC regarding a land drainage cluster group to look at a wider area. Mr Sadler reported the ditch in Cakeham Rd was dangerous and it was agreed to report this to the EA. Regarding the proposed diversion to the footpath at Hales Farm, this was supported.

Mr Hutton reported on the quote for the landscaping of the Marine Drive triangle and his report which had been circulated. Noted that a local business contractor had agreed to water when required in return for placing a small advertising board on site until the plants were all established. On a proposal by Mr Sadler and seconded by Mr Lewis the proposals detailed in the report were approved.

Mr Shrubb reported that the dog bin in Elms Lane had been vandalised. He proposed a replacement bin, this was seconded by Mr Hutton and approved. Members also discussed additional cuts to Marine Drive car park; on a proposal by Mr Martin and seconded by Mr Sadler it was agreed to obtain quotes for 1 additional cut per month until September each year. Mr Sadler suggested the boundary fence needed replacing and agreed to measure it for specification purposes.

Mr Buckland reported on the seat survey he had undertaken. Noted seats requiring urgent attention and agreed to replace one seat with one from the far side of the Sportsfield.

c)      Sportsfield and Millennium Meadow – Mr Lewis suggested that the Football Club be charged £10 for holding their presentation evening at the Pavilion; this was agreed. Mr Lewis reported on S IO6 monies for sport and leisure, and members noted that monies could be made available for the drainage improvements to the sports pitch surface. On a proposal by Mr Hutton seconded by Mr Lewis it was agreed to obtain a further competitive quote and prepare the evidence for CDC. Members also discussed the maintenance of the goal mouth areas and on a proposal by Mr Hutton and seconded by Mr Lewis it was agreed to authorise the WP to organise this work up to a sum of £1000. It was also noted that the diseased oak tree should be removed after the nesting season and when the site is dry. A further tree which was split also needed removal and it was agreed to organise this as soon as possible. Mr Sadler suggested the trees should be replaced and Mr Buckland agreed to look into this. It was also agreed that subject to the Football Clubs written confirmation the floodlights on the field would fall within the Councils ownership to ensure H&S compliance.

d)      Snowhill – Mr Buckland reported a broken seat on the slipway at Snowhill which Mr Shrubb agreed to look at urgently. Noted a number of boats on Snowhill with no permits. Agreed to the proposed family gathering on Snowhill as requested but agreed no balloons, no parking and no cordon would be permitted.

e)      Finance – Members noted the budget monitoring reports circulated for information.

i)        Twinning – Noted visit from France in June 2016

j)        East Head/CIAG – Mr Sadler asked about access to the beach since the shingle has been replenished. Agreed to ask CDC and EW&B PC about improvements at the end of Shore Rd.

m)     Peninsula Forum – No items to report

50.  OTHER ITEMS FOR DISCUSSION

a)      South Chichester CLC – Mr Martin asked the Clerk to find out what the position was with regard to the Pound Rd TRO.

b)      Footpath, The Wad – Wellsfield – Mr Martin reported that the surface needed maintenance. Mr Shrubb agreed to investigate.
