MINUTES of the Meeting of the Parish Council,held on Thursday 2nd April 2015 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr K Martin, (Chairman) Mr R Shrubb (Vice Chairman) Mr W Buckland, Mr C Pine, Mrs J Barrett, Mrs H Codrai, Mr I Parker, Mr D Sadler, and 18 members of the public. Cllr Barrett was also present.

37.  APOLOGIES FOR ABSENCE

None

38.   COMMUNITY WARDEN

The Chairman introduced Drew Allardice. He reported on the current problems and issues that he was dealing with in the community and in particular theft and damage to trees and fly tipping. The Chairman thanked him on behalf of the Council and residents for all his work.

41.  MINUTES AND MATTERS ARISING

On a proposal by Mr Buckland and seconded by Mr Pine the minutes were approved and signed by the Chairman.

42.  ANNUAL PARISH ASSEMBLY 28th May 2015

Mr Pine confirmed he had a list of groups and organisations to be invited and the Clerk would be sending out invitations and would also ask if any display material was needed.

43.  DISTRICT AND COUNTY COUNCILLOR UPDATE

Cllr Barrett  reported on the inquiry into homes at Clappers Lane and the Local Plan. He also reported that the work to comply with enforcement re sewage disposal at Northfields was being undertaken with jetting and further flow measurement taking place. He also added that the negotiation of the lease with WSCC regarding the Youth Club was still ongoing.

44.  CLERKS REPORT

(a)       Allotments

Members noted that a plot holder had agreed to rotivate vacant plots if the Council agreed to pay for the hire of a rotivator. This was approved.

(b)       Footpaths and Open Spaces

Members noted that all the agreements for the drainage work in Elms Lane were complete. It was also noted that repairs to the surface of Ellanore Lane would be undertaken week commencing 7th April. The Council also considered a complaint regarding the planting of a laurel hedge on footpath no.1 at Rookwood House. It was agreed that this was a matter for the Harbour Conservancy.

(c)       Sportsfield and Millennium Meadow

Members agreed to approve the siting of a public access defibrillator at the Pavilion and on a proposal by Mr Shrubb, seconded by Mr Sadler agreed  to fund the cost of the cabinet and installation and to maintain the unit in future.

Regarding the Four Seasons store it was agreed that Mr Parker, Mr Sadler and Mr Shrubb would arrange a meeting with the owner to see if the Council could assist in finding a tenant.

(d)       Snowhill

Members noted that the cover of the security bollard had been damaged and that Mr Lansley had managed to repair it. It was however agreed to purchase 2 new lids for the future and to thank Mr Lansley for replacing it.

Mr Shrubb reported that he had met with the Sailing Club regarding the gate from the car park. It was agreed to leave them as they are at present.

Members noted the budget monitoring report.

(g)       Communication and Web site

The Chairman reported that the newsletter had been delivered by the end of March and that the database of addresses was being checked to ensure all households received a copy in future.

(h)       Twinning

Mrs Barrett reported that a fund raising event was planned for 24th October 2015.

(i)         Footway Lighting

(j)        East Head/CIAG

Mr Shrubb reported that the group was moving towards making plans for an open evening. Members noted the difficulties in agreeing the management of movement versus holding the line. Currently CDC lead the group but whether this was the best option going forward was also discussed.

(b)       On a proposal by Mr Sadler, and seconded by Mr. Parker, payment of the above accounts was authorised by the Parish Council.

47.  OTHER ITEMS FOR DISCUSSION

(a)       Telephone kiosk, Village Green

It was agreed to ask the Community Warden to patrol this area following vandalism.

(b)       Vehicle – Rookwood Rd

It was agreed to report this to Highways
