MINUTES of the Meeting of the Parish Council,held on Thursday 4th April 2014 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT
PRESENT: Mr K Martin, (Chairman) Mrs J Barrett, Mr W Buckland, Mr I Parker, Mr C Pine,
Mr D Sadler, Mr Wright and 20 members of the public. Cllr Marshall and Cllr Montyn were also present.

34. PCSO LUXFORD
PC Lyons introduced the replacement PCSO, Ian Lucksford, who will cover West Wittering for PCSO Bainbridge.

(a) Puffins, 28 Marine Drive
Members considered the additional information supplied by the applicant and the Planning Officers request for the original objection to be withdrawn. On a proposal by Mr Sadler, seconded by Mrs Barrett, it was agreed to withdraw the objection provided that all points were listed as conditions.
(b) Development at Northfield
Members noted that SW would respond to the complaint by 11th April. Members noted that Cllr Montyn had met with senior officers at SW to make them aware of these issues. .
(c) Neighbourhood Development Plan
Members noted that the recent Business Group meeting was successful and that the next meeting was on 14th April 2014.
(d) Wates development, Earnley
Members noted the letter of objection circulated by Earnley PC. Mr Wright proposed that WWPC also object and this was seconded by Mr Parker. It was agreed that the Chairman and Mr Wright would compose the letter of objection.
(e) F&GP meeting
Noted this meeting would be held on 24th April 2014.
(f) Planning Appeal; 44 Marine Drive, West Wittering – WW/13/03772/FUL
No further comments
(g) Chaucer Drive – 50 homes
The Chairman attended the meeting of the Planning Committee on 2nd April 2014. Cllr Montyn confirmed that no development will take place until drainage proposals have been approved and implemented.
36. MINUTES AND MATTERS ARISING
On a proposal by Mr Wright and seconded by Mr Buckland the minutes were approved and signed by the Chairman.
37. DISTRICT AND COUNTY COUNCILLOR UPDATE
Cllr Montyn reported on ongoing consultation between SW and CDC. He reminded Members that the “Better road” initiative was now underway and also confirmed that the development at Chaucer Drive was in West and not East Wittering.
38. CLERKS REPORT
(a) Allotments
Mr Pine reported that the northern boundary had now been pegged which will now be properly surveyed.
It was noted that a Clean Up day was arranged for 7th April, and also the Clerk was asked to write to the landowner of the fence in the NW corner as it was in need of repair.
(b) Footpaths and Open Spaces
Members noted an offer from the FG Woodger Trust to replace the fence adjacent to the Highway of the E/W path. Mr Wright proposed that the Council accept this offer as the Council was unable to fund its replacement, and this was seconded by Mr Sadler. The Clerk was asked to confirm with WSCC that their liability for the fence would not be affected. The Chairman opened the meeting to allow Mrs Hadley of Webb’s Land to explain that the company were not able to assist with funding and saw WSCC as the party contracted to maintain the fence.
The Chairman reported that the agreement regarding the public conveniences had been signed and that WWE would undertake the cleaning wef 1st April 2014. Mr Wright thanked the Chairman for his work on this project.
(c) Sportsfield and Millennium Meadow
Members noted that the Pavilion shutters had been repaired. Mr Parker proposed that the quote for mowing should be accepted this was seconded by Mrs Barrett and all agreed. Mr Buckland was asked to report on overgrown weeds on the Sportsfield boundary and it was agreed to get the area in question sprayed.
(d) Snowhill
Members noted that WWSC had replaced the chains and shingle and expressed thanks to all those involved in this work. Mr Wright agreed to organise the removal of the old and abandoned boats at Snowhill.
(e) Memorial Hall

Members noted the budget monitoring report.
(g) Twinning
Mr Wright reminded members that there would be a visit from France in May 2014.
(h) Communication and Web site
The Chairman reported that the newsletter was currently being delivered and would be completed by week ending 7th April.
(i) Footway Lighting
No items
(j) East Head/CIAG/Wittering Flood Defences
No further update on plan for East Head, the Chairman agreed to pursue this.
39. CORRESPONDENCE
(a) Members noted items listed in the Clerks report had been circulated.
(b) Pound Rd TRO
It was agreed to ask WSCC for an update now that all residents had been consulted and that the Parish Council supported the proposals for additional seasonal parking near the Church.
(c) Annual Parish Assembly – 23rd May 2014
The Chairman agreed to arrange a speaker for this event.

(e) On a proposal by Mr Parker, and seconded by Mr. Pine, payment of the above accounts was authorised by the Parish Council.
40. OTHER ITEMS FOR DISCUSSION
(a) Highways
Mr Sadler asked for details of the works to Rookwood Rd, and it was agreed to report the overgrown hedge at Itchenor crossroads again.
Mr Martin reported on the disparity between north and south Chichester in the rates proposed by CDC for the Community Infrastructure Levy. It was agreed that the Parish Council should object and that Mr Martin would draft a response to the District Council calling for a uniform rate of CIL.
Members asked for more visible Parking Enforcement particularly concerning parking on footways and pavements.
41. OPEN FORUM
Mr Goldsmith congratulated the Council on its complaints regarding drainage at Northfields. He also pointed out that the trees on the Village green needed attention.
Mr Mills proposed that the My Property facility offered by CDC on its web site be promoted through the Parish Council web site.
