WEST WITTERING PARISH COUNCIL

MINUTES of the Meeting of the Parish Council, held on Thursday 5th April 2012 in the Sports Pavilion, Rookwood Road, West Wittering.

PRESENT: Mr R Shrubb, (Chairman), Mr K Martin, (Vice Chairman), Mr W Buckland, Mr C Pine, Mrs C Megeney, Mr D Wright, and 11 members of the public.

33.          PCSO UPDATE

PCSO Rose Bainbridge updated the meeting on recent initiatives and confirmed that there had been no reports of animal poisoning. She also informed the meeting that a new officer, Ollie Broad had been appointed to the Witterings area.

35.          DECLARATIONS UNDER THE CODE OF CONDUCT

Mr Shrubb declared an interest in the planning application for Moat House, Chapel Lane. He left the meeting to sit in the public gallery and Mr Martin chaired the item on planning. Mr Shrubb returned to the chair after this item.

37.          MINUTES

On a proposal by Mr. Martin, seconded by Mr. Wright, the minutes were approved and signed by the Chairman.

38.          COUNTY AND DISTRICT COUNCILLOR UPDATE

Cllr Montyn agreed to represent the Council at the forthcoming Development Control Committee and in particular the objection to the planning application for Moat House. He referred to the resurfacing of Pound Rd and the re painting of the yellow lines and asked the Council to consider support for further restrictions because of issues regarding obstruction. He also reported that the extension to the cycle path was almost complete with the disruption to the road network kept to a minimum. Mr Wright proposed a vote of thanks to Cllr Montyn, which was seconded by Mr Shrubb.

Cllr Barrett gave an update on the Youth Club, and reported progress regarding the ownership of the premises and additional funding from surrounding parishes. On a proposal by Mr Wright, seconded by Mr Martin it was agreed to consider the Councils contribution at its meeting in may.

39.          CLERKS REPORT

(a)              Allotments

Members considered the recommendation of the Working Party’s rent review. It was proposed the increase rents from 1st October 2013 by 15%, 2014 by 10% and 2015 by 10%. Considering there has been no increase for at least 3 years this would equate to a 5% increase over the total period. It was agreed to contact the Allotment Association for feedback regarding these proposals and also to find out whether the Association would consider supporting the installation of a rabbit proof fence. Members agreed to consider the outcome at the next meeting.

(b)             Footpaths and Open Spaces

Mr. Shrubb reported that the fence had now been moved to maintain the path width.

(c)              Sportsfield and Millennium Meadow

Members noted that the new Croquet rink had been officially opened. Members also agreed to the Football Club placing a temporary sign at the entrance to the Sportsfield on match days. Mr Shrubb reported that following the risk assessment of the Sportsfield, the fence on the northern boundary needed replacing. Three quotes had been sought, and two returned as follows:

Contractor A                      £5578.17

Contractor B                       £4618.06

On a proposal by Mr Shrubb, seconded by Mr Wright, it was agreed to accept the lowest quote. Members also recorded a vote of thanks to Mr Hutton.

Members also wished to thanks the Sailing Club and West Wittering Estates for their work in preparing the beach and chains at Snowhill.

(d)             Memorial Hall

Members noted that a new bookings Secretary had been appointed.

(e)              Finance

Members discussed the continued support for the Community Warden Scheme. Mr Shrubb reported that the contribution in 2011 was £1500 and that the same amount had been budgeted for in 2012. Following discussion it was proposed by Mr Buckland to increase the contribution to £1600, this was seconded by Mrs Megeney and agreed by members.

(h)             Communications and Web Site

Mr Martin referred to the information circulated concerning the web site “West Wittering on line” and whether the Council supported a link on its own web site to a commercial organisation. It was agreed that the Working Party would consider the implications of including such links and report back to the Council.

(i)               EHCIAG/EA Flood Defence

Mr Martin reported that there would be a site visit for members of EHCAIG in June. It was noted that work to The Hinge was ongoing with breast work repairs also carried out. Regarding the flood defence bank, it was noted that F/P No.1 would be closed from 16th April 2012 whilst work was undertaken. A meeting had been held regarding access to the Crab Pool. The current access did not comply with the criteria for disabled access, but it was felt that ramps would not be appropriate at the location. It was the view of the meeting that access would have to be restricted to steps and the EA, concerned about the disabled access agreed to seek legal advice.

The Chairman allowed Mr Hammett of West Wittering Estates to speak to members. He stated that if it was a legal requirement to install a path, then the surface did not have to be tarmac and could be of material more acceptable to the rural nature of the site.

(j)              Emergency Planning

(k)             Northfield – Low Cost Housing Project

Members noted the site visit arranged for 12.30 on 20th April 2012.

(l)              Footway Lighting

Mr Martin reported that he had discussed the Councils requirements for programmable units on its lighting columns. It was agreed to write to WSCC indicating the Councils desire to utilise this option as the contract required a certain number to be installed. Members noted that this would defer the programme of replacement columns until September.

40.          CORRESPONDENCE

(a)             Members noted that items as listed in the Clerks report had been circulated.

(b)             Election of Sussex Police Commissioner

The Clerk reported that the Pavilion would be used as a Polling Station on 15th November 2012.

(b)             On a proposal by Mr Martin, and seconded by Mr. Wright, payment of the above accounts was authorised by the Parish Council.

42.          PLANNING

(a)             Dolphins, Rookwood Lane

Members noted a letter concerning change of use to Rookwood House, and agreed that the matter should be dealt with by the Enforcement team at CDC.

(b)             Meeting re development – Donnington Parish Council

Mr Martin reported on the recent meeting to discuss development on the Manhood Peninsula. He proposed that the matter be dealt with by the Peninsula Forum and by CDALC, which was agreed by the meeting.

(c)             West Itchenor VDS Update

Members noted the update to this document and the request for approval of parish zones. It was agreed to ask for an electronic copy of the document to allow members to comment.

(d)             West Wittering Parochial Church School – D&A Statement

Members discussed the D&A statement in support of the Schools planning application. Following discussion it was agreed that this was a good design.

43.          OTHER ITEMS FOR DISCUSSION

(a)             Highways

Members noted the overgrown hedge at Romany in Piggery Hall Lane and asked why this was not attended to by WSCC when they were in the area.

(b)             Enforcement matter

It was also reported that there were 2 caravans sited on the land behind Tanglewood, Briar Ave and a large gate post structure had been installed. It was agreed to report this to CDC.

44.          OPEN FORUM

Mrs Mavity raised the issue of parking and obstruction in Pound Rd. It was agreed to report this to the appropriate authorities and invite residents to write to the Council if they wished the Council to support further waiting restrictions.

Mr Morton asked whether there were grounds to reduce the speed limit in Cakeham Rd adjacent to the cycle path.

Mr Bird invited members to the Open Day at the Croquet Club at 2.00pm on 6th May 2012.

There being no further business for discussion the meeting closed at 8.40 pm.
