Minutes Annual Meeting May 2017

MINUTES of the Meeting of the Parish Council, held on Wednesday 3rd May 2017 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT

PRESENT: Mr R Shrubb (Chairman), Mr R Hutton (Vice Chairman), Mr W Buckland, Mrs N Pike, Mr K Martin, Mr H Patel, Mr R Lewis, Mr D Sadler and 7 members of the public. Cllrs Montyn and Mrs Hamilton also present.

48.  ELECTION OF CHAIRMAN – On a proposal by Mr Martin seconded by Mr Hutton, Mr Shrubb was elected Chairman.

49.  ELECTION OF VICE CHAIRMAN – On a proposal by Mr Lewis seconded by Mr Buckland, Mr Hutton was elected Vice Chairman

50.  APOLOGIES FOR ABSENCE – Mrs J Barrett

51.  DECLARATIONS UNDER THE CODE OF CONDUCT – Mr R Shrubb and Mr D Sadler, Planning application Nunnington Farm, personal interest.

52.  WORKING PARTIES AND REPRESENTATION ON OTHER BODIES – On a proposal by Mr Buckland and seconded by Mr Sadler representation on WP’s and other bodies was agreed as per the attached schedule.

53.  NDP UPDATE –Mr Lewis reported on recent updates. Noted that the Scoping letter and Call for Sites consultation had been started

54.  PLANNING ENFORCEMENT – Noted the unauthorised activity at Dolphins, Rookwood Lane had been reported to CDC and thanked Cllr Barrett for the report on current outstanding enforcement matters. Agreed to comment further regarding the planning application for Leander that the windows must be constructed in accordance with the approved drawings.

55.  ANNUAL PARISH ASSEMBLY – Noted the meeting to be held on 25th May 2017 at the Cricket Club, Elms Lane.

57. CONFIRMATION OF MINUTES AND MATTERS ARISING – On a proposal by Mr Hutton seconded by Mr Buckland the minutes were approved by the Council and signed by the Chairman.

58. DISTRICT AND COUNTY COUNCILLOR UPDATE – Cllr Hamilton referred to the CDC statement regarding the Sussex Village Holiday Camp being used to house agricultural workers and the current enforcement action.

59.  CLERKS REPORT

a)      Allotments – Noted that a large fruit cage had been erected on a plot. Agreed that the current tenancy agreement should be reviewed to take into account this type of structure. Agreed to ask the tenant to reduce the cage in size and also to ensure the cement is removed once the plot is no longer required. Regarding some recent thefts from the site it was agreed to ask the Community Warden to monitor the situation.

b)      Footpaths and Open Spaces – Members noted a planning application had been received for Brook House and asked that an extension of time for comment be requested. Mr Sadler agreed to check all the seats for repair and maintenance. Regarding the quotes for strimming the inside of the cycle path it was noted that 2 quotes had been requested and only one returned. On a proposal by Mr Hutton and seconded by Mr Buckland it was agreed that 3 cuts were necessary at a cost of £245 per cut.

c)      Sportsfield Management – Mr Lewis reported that the sports pitches did not require any further work at present but the situation would be monitored with a view to utilising the rest of the available S106 monies next season. Mr Hutton reported that he would report on the project to provide outdoor gym equipment at the June meeting. Mr Martin asked for evidence of demand for this facility and suggested a questionnaire be sent out. The details of the Sailing Club prize giving was discussed and an end time of 10pm was agreed. Members also discussed the newly created gate onto the Sportsfield. It was noted that this was being used for access onto the field as there was evidence of a path where grass was being worn down. After debate it was proposed that this resident be offered a licence for access only to maintain the fence and 1m behind the fence as per the other Licences. This was not carried and there was further discussion. Mr Hutton then proposed that the resident be sent one further letter noting that the Council is aware the gate is being used for access and to offer to enter into a Licence for access to maintain the fence only. If the resident does not respond within 1 month the Council to close off the access from the Sportsfield side. This was seconded by Mr Sadler and agreed.

d)     Snowhill – Members noted that the potholes had been repaired.

e)      Finance – Noted that the budget monitoring report had been circulated however there was still some explanation required. Agreed that the Finance WP would meet with Mr Dobbin in June. On a proposal by Mr Hutton and seconded by Mr Martin it was agreed to pay utility bills by Direct debit.

On a proposal by Mr Hutton and seconded by Mr Martin, payment of accounts listed below were approved. Members also considered the insurance premium renewal. On a proposal by Mr Hutton and seconded by Mr Buckland it was agreed to add the lighting columns and lamps to the schedule. Members also considered the renewal offer of a 3 year fixed price, and on a proposal by Mr Patel, seconded by Mr Hutton this was agreed. Mr Martin proposed that the market should be tested after 2 years so that the best price could be achieved when renewing. This was seconded by Mr Sadler and greed.

g)      Communication and Web Site –Mr Sadler reported that the designs he had suggested for noticeboards were only available to schools. Mr Hutton proposed that the current noticeboards should be sanded repaired and re painted. This was seconded by Mr Lewis and agreed. Mr Sadler agreed to provide details of suitable frames for inside the noticeboards. Regarding the web site, it was agreed to ask the current provider to arrange access to the information on the web site relating to EHCIAG.

a)      Mr Hutton reported that the litter bin opposite the Pavilion had been removed by CDC – the Clerk was asked to report this to Cllr Barrett.

Noted the theft of kayaks from the Sailing Club
