Minutes Annual Meeting May 2015
MINUTES of the Annual Meeting of the Parish Council, held on Thursday 21st May 2015 in the Sports Pavilion,Rookwood Road, West Wittering, PO20 8LT
PRESENT: Mr R Shrubb Chairman, Mr R Hutton (Vice Chairman) Mr W Buckland, , Mrs J Barrett, Mrs H Codrai, Mr I Parker, Mr D Sadler, Mr K Martin, Mr R Lewis, and 9 members of the public. Cllr Barrett and Cllr Hamilton were also present.
50. ELECTION OF CHAIRMAN
Mr Martin proposed Mr Shrubb as Chairman. This was seconded by Mr Hutton and all agreed.
51. ELECTION OF VICE CHAIRMAN
Mr Shrubb proposed Mr Hutton as Vice Chair. This was seconded by Mr Sadler and all agreed.
52. APPOINTMENT OF WORKING PARTIES AND OTHER BODIES
The attached schedule of appointments was approved by the Council.
53. APOLOGIES FOR ABSENCE AND DECLARATIONS UNDER THE CODE OF CONDUCT

54. PLANNING APPLICATIONS

(a) Sandpiper Walk
Mr Hutton reported safety issues with the footway leading from Sandpiper Walk to Church Road and in particular safety concerns for access to the School. Members noted that the footway ended with pedestrians having to cut through the hedge to cross Church Rd. It was also noted that improvements to the Itchenor crossroads should also have been carried out under the conditions of the planning approval. It was agreed to report this to WSCC Highways and to CDC regarding the planning conditions. It was also noted that the road had flooded following recent rainfall.
(b) Future of Neighbourhood Development Plan
The Chairman asked Members to consider the benefits of continuing with an NDP. It was noted that the Local Plan had now been approved. Cllr Barrett reminded the Council of the CIL benefits and that the number of new houses already approved in the absence of a Local plan, may exceeded the allocation It was agreed that further discussion with CDC would be beneficial and the Clerk was asked to contact the officers concerned. Members also discussed the use of the New Homes Bonus and agreed to discuss this with EW&B PC.
(c) Birdham Farm
Members noted the ongoing enforcement action at this site. Cllr Barrett explained that the enforcement order did not cover the whole site but that there have been objections to the development from adjoining landowners. The Council agreed to send a letter supporting Birdham Parish Councils objections.Cllr Barrett added that the next Peninsular Forum meeting on 29th June 2015 would be dealing with current issues regarding traveller sites.
55. MINUTES AND MATTERS ARISING
On a proposal by Mr Sadler and seconded by Mr Parker the minutes of the meeting held on 2nd June were approved and signed by the Chairman. On a proposal by Mr Martin, seconded by Mr Buckland the minutes of the Planning meeting held on 23rd April were approved and signed by the Chairman.
56. DISTRICT AND COUNTY COUNCILLOR UPDATE
The Chairman welcomed Cllr Barrett and Cllr Mrs Hamilton to the meeting.
Cllr Barrett reported that the Local Plan had now been approved. He also reported on the work that SW was undertaking in Rookwood Rd. As the fall of the pipe work was insufficient ( similar across the Manhood peninsular) it needed re laying; this was too costly so SW planned to jet the pipe every 3 months.
Cllr Barrett also reported on progress re the lease for the Youth Club premises. This was still being negotiated following objections from the School. He also reported on the Wates appeal site and EW&B PC’s emerging NDP, which identified sites for development excluding this one.
Cllr Mrs Hamilton also reported on a number of initiatives that CDC were currently marketing.
57. CLERKS REPORT
(a) Allotments

(b) Footpaths and Open Spaces
Members noted quotes for strimming the E/W path as follows;
Contractor A – £250 per cut
Contractor B – £206.66 per cut
Contractor C – £440 per cut
On a proposal by Mr Martin seconded by Mr Sadler, it was agreed to award the contract to B and obtain a copy of public liability insurance value £10million
Mr Shrubb reported that the works undertaken to highway drainage as part of Operation Watershed had been completed in Rookwood rd and work in Elms Lane was progressing. It was agreed to consider replanting the hedgerow along the section in Rookwood Rd in the autumn.
(c) Sportsfield and Millennium Meadow
It was agreed that an urgent WP meeting was needed to check H&S issues and maintenance at the Pavilion. It was noted that the Football Club would be undertaking maintenance to the goal mouths and that permission was sought to place a net along the boundary to prevent balls going over the hedge.
Mr Hutton agreed to organise weed killing around the Pavilion and he also asked about the status of the tennis court application. Mr Parker reported that the Football Club did not object to the current proposals. Mr Martin stated that the Club did object and it was agreed that the WP would meet to discuss the way forward to include appropriate consultation with the Football Club.
(d) Snowhill
It was agreed to arrange further fertiliser for the grassed area of the new bank to help establish growth.
(e) Memorial Hall

Mr Parker and Mr Sadler agreed to provide a map showing where the additional lights in Elms Lane were required.

Members noted the exhibition to be held on 22nd May 2015.

59. ANNUAL PARISH ASSEMBLY 28th MAY 2015
Members noted the arrangements and timetable for the event. Mr Martin agreed to provide the Chairman’s report.
60. OTHER ITEMS FOR DISCUSSION
(a) Marine Drive Bank
Mr Hutton asked if CDC could remove the excess spoil left at the end of the bank following the works during the winter. It was agreed to ask CDC at the EHCIAG exhibition.
(b) Overgrown hedge – Itchenor Crossroads
Mr Buckland reported that the sw corner was again overgrown and causing visibility problems.
It was agreed to report this to Highways.
61. OPEN FORUM
Cllr Barrett advised the Council that there were planning conditions regarding the crossroads associated with the Sandpiper Walk development. Mr Codrai reported that the Howard Ave twitten needed strimming. And also the damaged footway at the corner of Sunningdale Gdns.
Mr Goldsmith asked about the safety of pedestrians if East Head were breached. Mr Martin confirmed that this possible risk was being considered
