<p>4.	HECTOR ALLEN</p>
<p>The Chairman announced the recent death of Hector Allen, past Chairman and District Councillor. The meeting observed one minute’s silence.</p>
<p>5.	MINUTES</p>
<p>On a proposal by Mr. Martin, seconded by Mr Pine, the minutes were approved and signed by the Chairman.</p>
<p>6.	COUNTY AND DISTRICT COUNCIL UPDATE</p>
<p>Cllr Montyn reported on parking issues in East Wittering since the introduction of LAPE and problems with parking on Northern Crescent. He confirmed that the District Council was looking at alternative solutions. Regarding public conveniences, he reported that officers had been tasked with achieving alternative ways of providing facilities including working with communities in order to find necessary savings.</p>
<p>7.	CLERKS REPORT</p>
<p>(a)	 Allotments</p>
<p>The Clerk reported that only 1 quote had been received for hedge clearance and surface repairs. On a proposal by Mr Buckland, seconded by Mrs Megeney the quote of £560 was accepted.</p>
<p>(b)	Footpaths and Open Spaces</p>
<p>The Clerk reported that WSCC had written again to the owner of Meadow Farm regarding the obstruction of the footpath but that there had still not been any response.</p>
<p>(c)	Sportsfield</p>
<p>The Clerk reported that the quote for 2 new litter bins for the Sportsfield was £305 each plus installation. The Sportsfield Working party recommended the Glasdon type and design and on a proposal by Mr Martin, seconded by Mrs Megeney, it was agreed to order these bins.</p>
<p>(d)	Snowhill</p>
<p>Mr Shrubb reported that he was still waiting for the new signs, and the Clerk was asked to remind Knights fencing to provide the posts.</p>
<p>(e)	Memorial Hall</p>
<p>No items to report.</p>
<p>(f) 	Finance</p>
<p>Mr Shrubb reported that the Working Party would be producing a draft budget and recommendations for the 2012/13 precept. He asked members to give consideration to an increase linked to inflation and to let him have input as to possible village projects for the coming year.</p>
<p>(g)	Village Green</p>
<p>Mr Pine reported that the Christmas tree was appreciated by many residents.</p>
<p>(h)	Twinning</p>
<p>No items to report.</p>
<p>(i)	Web Site and Communications</p>
<p>Mr Martin reported that the Council needed a licence for the Parish on line mapping service on the web site. The Clerk asked members to confirm that the web site hosting arrangements for 2012/13 should stay the same, which they did.</p>
<p>(j)	Footway Lighting</p>
<p>No items to report.</p>
<p>(k)	EHCIAG/EA Flood Defence</p>
<p>Mr Martin reported that recent storms had damaged some breastwork and that Chichester DC would be repairing these.</p>
<p>(i)	Emergency Planning</p>
<p>Members noted the WSCC Winter Management Plan and the Clerk confirmed that volunteers working on behalf of the Parish Council would be covered by the Councils own insurers.</p>
<p>(m)	Summerfield Rd Low Cost Housing Project</p>
<p>Members agreed that the sign up event should be early July 2012.</p>

<p>Members noted potholes on Malthouse corner and overhanging hedges outside Emery Cottages and outside Romany, Piggery Hall Lane. The Clerk was instructed to report these to WSCC Highways.</p>
<p>(b)	Peninsular Forum</p>
<p>Mr Martin reported that WWPC had hosted this meeting in December 2011 and that a summary of the business would be posted on the parish web site.</p>
<p>11.	OPEN FORUM</p>
<p>Mr Morton reported that the Itchenor crossroads sign was in the adjacent ditch. Members noted a motor caravan parked in Elms Lane and the Clerk was asked to report this to the Police.</p>

<p>On a proposal by Mrs Megeney, seconded by Mr Parker, the minutes were approved and signed by the Chairman.</p>
<p><strong>128.     <span style="text-decoration: underline;">CLERKS REPORT</span></strong></p>
<p>(a)        <span style="text-decoration: underline;">Allotments</span></p>
<p>Mrs Megeney reported that 2 quotes had been received for dealing with the rabbits at the Allotments as follows;</p>
<p>Contractor A               £ 375</p>
<p>Contractor B               £ 378</p>
<p>On a proposal by Mr Martin, seconded by Mr Buckland it was agreed that Contractor B would be asked to undertake this work. Members recorded thanks to Mrs Smith, Mr Pine and Mrs Megeney for organising this work.</p>
<p>(b)       <span style="text-decoration: underline;">Footpaths and Open Spaces</span></p>
<p>The Clerk reported that WSCC had written to the owner of Meadow Farm regarding the obstruction of the footpath. Mr Shrubb reported that the surfacing and maintenance of footpaths had been completed with a grant of £7600 from the Woodger Trust.</p>
<p>(c)       <span style="text-decoration: underline;">Sportsfield</span></p>
<p>Mr Shrubb asked the Council to approve work to clear ivy from the boundary fence with the Sportsfield which was agreed. He also reported on the Working Party meeting with the Cricket Club. The nets were to be relocated to the corner of the field allowing the storage container to be relocated. Also the Club was pursuing “club mark” status and would also be refurbishing the Pavilion. It was noted that the Parish Council owned the car park and would need to arrange for weed clearance.</p>
<p>(d)       <span style="text-decoration: underline;">Snowhill</span></p>

<p>(e)       <span style="text-decoration: underline;">Memorial Hall</span></p>
<p>It was noted that the post of Bookings Secretary was still not filled.</p>
<p>(f)        <span style="text-decoration: underline;">Finance</span></p>
<p>No items.</p>
<p>(g)       <span style="text-decoration: underline;">Village Green</span></p>
<p>Members noted the Christmas tree was in place, and thanked The Old House at Home for supplying it and Wicks Farm staff for erecting it.</p>
<p>(h)       <span style="text-decoration: underline;">Twinning</span></p>
<p>Mr Wright reported that the exchange visit for West Wittering to visit France had been arranged for 11<sup>th</sup> November 2012 to coincide with the start of the Vendee Globe sailing event and encouraged people to consider joining the trip.</p>
<p>(i)        <span style="text-decoration: underline;">Web Site and Communications</span></p>
<p>Mr Martin reported on the recent meeting with Access by Design. There were still some intermittent issues with e mail, and Mr Parker had agreed to continue to test the email accounts. Members discussed whether moving the web site would be in the Councils interests but it was agreed a further meeting would be needed before making a decision. Mr Martin did propose that the Council make use of Parish on Line maps this was seconded by Mr Shrubb and all agreed.</p>
<p>(j)       <span style="text-decoration: underline;">Footway Lighting</span></p>
<p>Noted  defect at junction Acre St and Chapel Lane to be reported to SEC.</p>
<p>(k)       <span style="text-decoration: underline;">EHCIAG/EA Flood Defence</span></p>
<p>Mr Martin reported that the next meeting of the EHCIAG would be held in February 2012.</p>
<p>Regarding the progress of the flood defence project, he reported that a meeting would be held with West Wittering Estates to agree the design and planting for the access to the Crab Pool.</p>
<p>(i)        <span style="text-decoration: underline;">Emergency Planning</span></p>
<p>Mr Parker reported that Mr Harris of CDC had identified some actions and information required to the Emergency Plan. An isolation plan was required along with planning for long term utility loss and oil pollution. <strong>Mr Parker and Mr Buckland also agreed to recommend actions for the Winter Management Plan. Members also discussed liability insurance for volunteers undertaking duties in such emergencies and the Clerk was asked to investigate this.</strong></p>
<p>(m)      <span style="text-decoration: underline;">Summerfield Rd Low Cost Housing Project</span></p>
<p>Members noted that the sign up event would be moved from January 2012 as the project had slipped. It was agreed that sometime in the summer would be suitable.</p>
<p><strong>129.     <span style="text-decoration: underline;">CORRESPONDENCE</span></strong></p>
<p><strong> </strong>Members noted that items as listed in the Clerks report had been circulated.</p>

<p>(a)       <span style="text-decoration: underline;">Bus Shelter – Rookwood Rd</span></p>
<p><strong>Mr Martin agreed to obtain quotes for the repairs to this bus shelter</strong>.</p>
<p>(b)       <span style="text-decoration: underline;">Meeting with West Wittering Estate re traffic and congestion</span></p>
<p>Mr Martin reported on the recent meeting to discuss issues surrounding traffic congestion in the summer months. He reported that WWE has undertaken a review of entry and exit arrangements to the Car park. It was reported that the car park manager would introduce an additional lane at peak times and consider using additional parking stewards. The Working party agreed to confer annually.</p>
<p>Mr Shrubb reported that the Queens Jubilee organisers would have firm plans by January 2012.</p>
<p>(c)       Open Mornings</p>
<p>It was agreed not to hold an Open Morning on 29<sup>th</sup> December so the next one would be held on January 26<sup>th</sup> 2012 between 11.00am and 1.00pm.</p>
<p><strong>132.     <span style="text-decoration: underline;">OPEN FORUM</span></strong></p>
<p>Mr Bird suggested that the Cricket Club car park needed leveling as it floods in wet weather.</p>
<p>Mr Shoosmith asked the Parish Council if it would support removing the kissing gate on the footpath in Roman Landing. Mr Shrubb replied that the owners of the adjacent land were against this change.</p>
<p>The Clerk was asked to write to CDC to enquire about the future of the public conveniences in Pound Rd.</p>

<p>Subject to Minute 107(b) being amended to read “Members” instead of “Mr. Buckland and Mr Parker” On a proposal by Mr Martin, seconded by Mr Wright, the minutes were approved and signed by the Chairman.</p>
<p><strong>118.     <span style="text-decoration: underline;">COUNTY AND DISTRICT COUNCIL UPDATE</span></strong></p>
<p>Cllr Montyn referred to the ongoing efforts to secure funding for the Youth Centre. He also reported on potential changes to the Library Service and the need to find volunteers to assist in keeping Libraries running. He also reported that WSCC are supporting the provision of improved broadband to the area.</p>
<p><strong>119.     <span style="text-decoration: underline;">CLERKS REPORT</span></strong></p>
<p>(a)        <span style="text-decoration: underline;">Allotments</span></p>
<p>Mrs Smith reported that one quote had been received for Pest Control and that one was awaited. <strong>Mr Pine agreed to obtain quotes for the clearance of the hedge.</strong></p>
<p>(b)       <span style="text-decoration: underline;">Footpaths and Open Spaces</span></p>
<p>The Clerk reported that despite several requests to WSCC the footpath adjacent to Meadow Farm was still impassable. Members also noted the amendments to the design of the E/W cycle path extension, providing additional safety features at the junction with Joliffe Rd. The Clerk also updated members on the situation regarding the defects in the first phase of the path.</p>
<p>(c)       <span style="text-decoration: underline;">Sportsfield</span></p>
<p>Mrs Megeney reported that she had scrutinised the RoSPA safety report for the play area and had highlighted the minor works to be carried out. It was agreed that Mr Palmer would be asked to do the work and Mr Martin proposed a vote of thanks to Mrs Megeney. Mr Buckland reported that the area around the Cricket Pavilion in Elms Lane was in a bad state, and it was therefore agreed to arrange a Working Party meeting with the Cricket Club.</p>
<p>The Clerk reported on negotiations with the Croquet Club regarding the licence for the new rink. It was agreed that the term would be 21 years and on a proposal by Mr Parker, seconded by Mr Pine, members authorised the Chairman and Vice Chairman to sign the Licence on behalf of the Parish Council.</p>
<p>Members also reviewed the outstanding items from the previous Working Party action list. It was noted that these were all in hand.</p>
<p>(d)       <span style="text-decoration: underline;">Snowhill</span></p>
<p>Mr Shrubb detailed a quote received for new signs and posts totaling £308. On a proposal by Mr Wright, seconded Mr Martin, this was approved by the Council.<strong> </strong></p>
<p>(e)       <span style="text-decoration: underline;">Memorial Hall</span></p>
<p>Mr. Wright reported that the post of Bookings Secretary was available and carried a remuneration of £1000.</p>
<p>(f)        <span style="text-decoration: underline;">Finance</span></p>
<p>Members noted that the Working Party would be meeting to consider the budget exercise for 2012/13.</p>
<p>(g)       <span style="text-decoration: underline;">Village Green</span></p>
<p>Mr Shrubb reported that he would be attending a meeting with CDC to discuss a further outbreak of Japanese knotweed.</p>
<p>(h)       <span style="text-decoration: underline;">Twinning</span></p>
<p>Mr Wright reported on the recent visit from Moutiers les Mauxfaits, including a trip on the solar powered boat in Chichester Harbour. The exchange visit for West Wittering to visit France had been arranged for 11<sup>th</sup> November 2012.</p>
<p>(i)        <span style="text-decoration: underline;">Web Site and Communications</span></p>
<p>Mr Martin reported that he had received a quote for production and delivery of the newsletter and would be following this up. It was also agreed to include an item in the next newsletter encouraging residents to join an e mail group for communicating Parish issues and news.</p>

<p>Mr Martin reported that all the hard material for the flood defence project had been delivered with minimum disruption. It was noted that the proposed contract between West Wittering Flood Defences and Environment Agency was still being discussed, specifically the maintenance provisions.<strong> </strong></p>

<p><strong>122.     <span style="text-decoration: underline;">OTHER ITEMS FOR DISCUSSION</span></strong></p>
<p>(a)       <span style="text-decoration: underline;">Annual Meeting with Parishes</span></p>
<p>Mr Buckland reported on the recent meeting and the presentation on localism, a copy of which had been circulated to Members.</p>
<p>(b)       <span style="text-decoration: underline;">Tree Survey and Audit</span></p>
<p>Mr Shrubb reported that the hazard and H&amp;S audit had been completed. Some trees included on the Parishes Parish Council’s survey belonged to adjoining landowners and he agreed to arrange a site meeting with the Working Party to ascertain access and ownership. Members also agreed that the tree outside the Pavilion and The Cherries needed reducing and Mr Ruff would be asked to do this.</p>
<p>(c)       <span style="text-decoration: underline;">Highways</span></p>
<p>Mr Wright reported a pothole in Pound Rd near the entrance with Roman Landing and it was agreed to report this to WSCC. On a proposal by Mr Martin, seconded by Mr Wright, it was agreed that in future the Clerk would copy the relevant Councillor in on any emails concerning items that they had raised</p>
<p>(d)       <span style="text-decoration: underline;">Queens Diamond Jubilee celebrations 2012</span></p>
<p>Mr Pine reported on his meeting with West Wittering Estate Plc regarding proposals for the celebration of the Queens Diamond Jubilee which currently included a 1950’s themed funfair and additional evening events.</p>
<p>(e)       <span style="text-decoration: underline;">CCTV at the Pavilion</span></p>
<p>Mr Parker reported that this had now been installed including a further camera for the car park entrance and play area. <strong>He also agreed to put up some signs around the Pavilion alerting the public to the CCTV</strong>. Members also noted that the Clerk would deal with the required registration etc and <strong>the Communications Working party would draw up a protocol for members use and back up of images</strong>. The Council recorded its thanks to Mr Parker for overseeing the project.</p>
<p><strong>123.     <span style="text-decoration: underline;">OPEN FORUM</span></strong></p>
<p>Mr Bransgrove asked the Council if it knew of any organisation which could use a snooker table, and it was agreed to let Cllr Barrett know for the Youth Club.</p>

Mr Shrubb declared an interest in Home Farm House and Mrs Smith declared an interest in 23 Marine Drive. Members noted that because of the above declarations, there would be an insufficient number of members to consider the planning applications for Home Farm House and North Cottage.</p>

<p>On a proposal by Mr Pine, seconded by Mr Martin, the minutes were approved and signed by the Chairman.</p>
<p><strong>106.     <span style="text-decoration: underline;">COUNTY AND DISTRICT COUNCIL UPDATE</span></strong></p>
<p>Cllr Montyn updated members on the new bus routes proposed by Stagecoach. He also reported that Libraries would not close but savings would be made by reducing costs and opening hours. The Parish Council agreed to collaborate with East Wittering and Bracklesham Parish Council regarding publicising opportunities for volunteers. Mr Shrubb asked about the future of the public conveniences in Pound Rd however it was noted that there has been no further consultation regarding the future of these facilities.</p>
<p><strong>107.     <span style="text-decoration: underline;">CLERKS REPORT</span></strong></p>
<p>(a)        <span style="text-decoration: underline;">Allotments</span></p>
<p style="padding-left: 40px;">Mrs Smith reported on a number of items of maintenance. The hedgerow needed clearing and cutting back before any pest control could be carried out and some areas needed leveling at the entrances. <strong>It was agreed that Mr Pine would assist in producing the appropriate specification for the work so that quotes could be obtained.</strong></p>
<p>(b)       <span style="text-decoration: underline;">Footpaths and Open Spaces</span></p>
<p style="padding-left: 40px;">The Clerk reported that a number of quotes had been received regarding clearing the footpath in Chapel Lane as follows;</p>
<p style="padding-left: 80px;">Contractor A &#8211; £70.50</p>
<p style="padding-left: 80px;">Contractor B &#8211; £100.00</p>
<p style="padding-left: 80px;">Contractor C &#8211; £125.00</p>
<p style="padding-left: 40px;">On a proposal by Mr Wright seconded by Mr Martin, it was agreed that Contractor A would be awarded this contract.</p>
<p style="padding-left: 40px;">Members discussed the proposed design of the E/W cycle path extension as the plans had been circulated and displayed on the web site. Mr Martin expressed concern over the crossing points at the junction with Joliffe Rd and suggested additional signs to direct cyclists down Joliffe Rd.</p>
<p style="padding-left: 40px;">The Clerk reported that an H&amp;S tree report was due and that the company used previously would carry out a survey for the same price as 2 years ago. On a proposal by Mr Wright, seconded by Mr Pine, it was agreed to proceed with this work.</p>
<p>(c)       <span style="text-decoration: underline;">Sportsfield</span></p>
<p style="padding-left: 40px;">Members noted that the installation of CCTV had commenced. Members considered a request from the Cricket Club to hold a bonfire and firework event on 4<sup>th</sup> or 5<sup>th</sup> November 2011. On a proposal by Mr Wright, seconded by Mr Pine this was approved subject to the Cricket Club obtaining the appropriate licences and notifying all horse owners in Elms Lane.</p>

<p style="padding-left: 40px;">Mr Shrubb reported on the recent Working Party meeting. The Working Party recommended that residents be encouraged to monitor the use of Snowhill for the next six months or so, and the Parish Council would renew the signs. On a proposal by Mr Martin, seconded by Mr Wright, members agreed the recommendation and the <strong>Clerk was asked to communicate this to Mr Tayler.</strong></p>

Mr Martin reported that at the recent Councillor training event, the SALC Secretary had indicated that the Parish Council could create a mailing list from the register of electors.<strong> The Clerk was asked to find out whether an electronic copy of the electoral register can be used for mailing purposes</strong>.</p>

<p>(k)       <span style="text-decoration: underline;">EHCIAG/EA Flood Defence</span></p>
<p style="padding-left: 40px;">Mr Martin reported that the authorities were currently monitoring the areas around The Hinge, and that some hard defences were being maintained. The shingle banks were still in a good condition, but remain a trigger point for intervention if this changes. He also asked the Parish Council to approve a contribution of £350 again this year towards the EHCIAG running costs.</p>
<p>Regarding the flood defence project, Members  noted that the delivery of hard material was ahead of schedule.</p>

<p style="padding-left: 40px;">Members noted that Pagham Parish Council and Sidlesham Parish Council were considering precepting funds for Beach Management Plans.</p>

<p style="padding-left: 40px;">Mr Shrubb reported that this footpath was now impassable and that WSCC should be urged to take action against the landowner.</p>

<p style="padding-left: 40px;">Members noted the new sign and the Clerk was requested to contact the organisation regarding planning consent.</p>
<p><strong>112.     <span style="text-decoration: underline;">OPEN FORUM</span></strong></p>
<p>Mr Hutton stated that he felt the E/W path extension should not be compromised at the junction with Joliffe Rd and disagreed with signs sending cyclists down Joliffe Rd, as the whole point of the extension was to create a straight route into E Wittering village.</p>
<p>Mr Stafford asked if any meeting had been held with West Wittering Estate regarding traffic flow into the car park following considerable congestion at the weekend.</p>
<p><strong>113.</strong> <strong><span style="text-decoration: underline;">WITTERING YOUTH CLUB</span></strong></p>
<p>Cllr Barrett updated members on the current situation regarding funding for the Youth Club and arrangements for leasing the building. The situation regarding community donations was encouraging and there was still a demand for its services. Members discussed the business plan for the future running of the service and agreed in principle to funding the service in the future providing WSCC could offer a firm decision on the availability of the building.</p>
