<p><strong>MINUTES </strong>of the Annual Parish Assembly of the Parish Council held on Thursday 19<sup>th</sup> May 2011 at 7.30pm in the Cricket Pavilion, Elms Lane West Wittering.<span id="more-3083"></span></p>
<p><strong>PRESENT</strong>:     Mr R Shrubb, (Chairman) Mr. K. Martin, (Vice Chairman) Mr. D. Wright, Mr I Parker, Mrs C Megeney, Mrs Sally Smith, Mr C Pine, Mr. W Buckland, and 9 members of the Public. Cllr P Montyn was also in attendance.</p>

<li><strong>MINUTES</strong><br />
On a proposal by Mr. Buckland, seconded by Mr. Martin, the minutes were read by the Clerk, agreed as a true and correct record, and signed by the Chairman.</li>
<li><strong>CHAIRMANS REPORT</strong><br />
Mr. Hutton read out the Chairman’s report, <a href="http://www.westwitteringparishcouncil.gov.uk/wp/wp-content/uploads/2012/05/chairmansreport2011.pdf">a copy of which is attached to these minutes</a>.  On a proposal by Mr. Parker, seconded by Mr. Pine, the report was adopted.</li>
<li><strong>OPEN FORUM</strong><br />
Mr. Landsley asked a question about parking on Snowhill Green. Members discussed additional No parking signs and the installation of some logs as barriers to prevent access.<br />
Mr Stafford asked a question about car theft in Wellsfield.</li>
<li><strong>PRESENTATION BY ALISON FOWLER, AONB OFFICER – CHICHESTER HARBOUR CONSERVANCY<br />
Planning in a nationally important landscape”</strong></li>
</ol>
<p>The Chairman introduced Alison Fowler who gave a presentation to the meeting regarding the new planning guidelines for dwellings and extensions in an AONB.</p>
<p>She referred to the AONB Management Plan 2009/14 and the statutory responsibility to conserve and enhance the features of the AONB. She also explained the role of the Harbour Conservancy to influence, comment on, support and object to planning applications within the area of the AONB and adjacent to it if there was significant impact.</p>
<p>There being no further business the meeting closed at 9.00pm.</p>

<p><strong>MINUTES</strong> of the Meeting of the Parish Council, held on Thursday 5<sup>th</sup> April 2012 in the Sports Pavilion, Rookwood Road, West Wittering.</p>

<p><strong>PRESENT</strong>: Mr R Shrubb, (Chairman), Mr K Martin, (Vice Chairman), Mr W Buckland, Mr C Pine, Mrs C Megeney, Mr D Wright, and 11 members of the public.</p>
<h3>33.          PCSO UPDATE</h3>
<p>PCSO Rose Bainbridge updated the meeting on recent initiatives and confirmed that there had been no reports of animal poisoning. She also informed the meeting that a new officer, Ollie Broad had been appointed to the Witterings area.</p>

<h3>37.          MINUTES</h3>
<p>On a proposal by Mr. Martin, seconded by Mr. Wright, the minutes were approved and signed by the Chairman.</p>
<h3>38.          COUNTY AND DISTRICT COUNCILLOR UPDATE</h3>
<p>Cllr Montyn agreed to represent the Council at the forthcoming Development Control Committee and in particular the objection to the planning application for Moat House. He referred to the resurfacing of Pound Rd and the re painting of the yellow lines and asked the Council to consider support for further restrictions because of issues regarding obstruction. He also reported that the extension to the cycle path was almost complete with the disruption to the road network kept to a minimum. Mr Wright proposed a vote of thanks to Cllr Montyn, which was seconded by Mr Shrubb.</p>
<p>Cllr Barrett gave an update on the Youth Club, and reported progress regarding the ownership of the premises and additional funding from surrounding parishes. On a proposal by Mr Wright, seconded by Mr Martin it was agreed to consider the Councils contribution at its meeting in may.</p>
<h3>39.               CLERKS REPORT</h3>
<h4>(a)              Allotments</h4>
<p style="margin-left: 70px;">Members considered the recommendation of the Working Party’s rent review. It was proposed the increase rents from 1<sup>st</sup> October 2013 by 15%, 2014 by 10% and 2015 by 10%. Considering there has been no increase for at least 3 years this would equate to a 5% increase over the total period. It was agreed to contact the Allotment Association for feedback regarding these proposals and also to find out whether the Association would consider supporting the installation of a rabbit proof fence. Members agreed to consider the outcome at the next meeting.</p>
<h4>(b)             Footpaths and Open Spaces</h4>
<p style="margin-left: 70px;">Mr. Shrubb reported that the fence had now been moved to maintain the path width.</p>
<h4>(c)              Sportsfield and Millennium Meadow</h4>
<p style="margin-left: 70px;">Members noted that the new Croquet rink had been officially opened. Members also agreed to the Football Club placing a temporary sign at the entrance to the Sportsfield on match days. Mr Shrubb reported that following the risk assessment of the Sportsfield, the fence on the northern boundary needed replacing. Three quotes had been sought, and two returned as follows:</p>
<p><span style="padding-left: 70px;">Contractor A                      £5578.17</span></p>
<p><span style="padding-left: 70px;">Contractor B                       £4618.06</span></p>
<p style="margin-left: 70px;">On a proposal by Mr Shrubb, seconded by Mr Wright, it was agreed to accept the lowest quote. Members also recorded a vote of thanks to Mr Hutton.</p>
<p style="margin-left: 70px;">Members also wished to thanks the Sailing Club and West Wittering Estates for their work in preparing the beach and chains at Snowhill.</p>
<h4>(d)             Memorial Hall</h4>
<p style="margin-left: 70px;">Members noted that a new bookings Secretary had been appointed.</p>
<h4>(e)              Finance</h4>
<p style="margin-left: 70px;">Members discussed the continued support for the Community Warden Scheme. Mr Shrubb reported that the contribution in 2011 was £1500 and that the same amount had been budgeted for in 2012. Following discussion it was proposed by Mr Buckland to increase the contribution to £1600, this was seconded by Mrs Megeney and agreed by members.</p>
<h4>(f)              Village Green</h4>
<p style="margin-left: 70px;">No items to report.</p>
<h4>(g)              Twinning</h4>
<p style="margin-left: 70px;">No items to report.</p>
<h4>(h)             Communications and Web Site</h4>
<p style="margin-left: 70px;">Mr Martin referred to the information circulated concerning the web site “West Wittering on line” and whether the Council supported a link on its own web site to a commercial organisation. It was agreed that the Working Party would consider the implications of including such links and report back to the Council.</p>
<h4>(i)               EHCIAG/EA Flood Defence</h4>
<p style="margin-left: 70px;">Mr Martin reported that there would be a site visit for members of EHCAIG in June. It was noted that work to The Hinge was ongoing with breast work repairs also carried out. Regarding the flood defence bank, it was noted that F/P No.1 would be closed from 16<sup>th</sup> April 2012 whilst work was undertaken. A meeting had been held regarding access to the Crab Pool. The current access did not comply with the criteria for disabled access, but it was felt that ramps would not be appropriate at the location. It was the view of the meeting that access would have to be restricted to steps and the EA, concerned about the disabled access agreed to seek legal advice.</p>
<p style="margin-left: 70px;">The Chairman allowed Mr Hammett of West Wittering Estates to speak to members. He stated that if it was a legal requirement to install a path, then the surface did not have to be tarmac and could be of material more acceptable to the rural nature of the site.</p>
<h4>(j)              Emergency Planning</h4>
<p style="margin-left: 70px;">No items to report.</p>
<h4>(k)             Northfield &#8211; Low Cost Housing Project</h4>
<p style="margin-left: 70px;">Members noted the site visit arranged for 12.30 on 20<sup>th</sup> April 2012.</p>
<h4>(l)              Footway Lighting</h4>
<p style="margin-left: 70px;">Mr Martin reported that he had discussed the Councils requirements for programmable units on its lighting columns. It was agreed to write to WSCC indicating the Councils desire to utilise this option as the contract required a certain number to be installed. Members noted that this would defer the programme of replacement columns until September.</p>
<h3>40.          CORRESPONDENCE</h3>
<h4>(a)             Members noted that items as listed in the Clerks report had been circulated.</h4>
<h4>(b)             Election of Sussex Police Commissioner</h4>
<p style="margin-left: 70px;">The Clerk reported that the Pavilion would be used as a Polling Station on 15<sup>th</sup> November 2012.</p>

<p style="margin-left: 70px;">Members noted a letter concerning change of use to Rookwood House, and agreed that the matter should be dealt with by the Enforcement team at CDC.</p>
<h4>(b)             Meeting re development – Donnington Parish Council</h4>
<p style="margin-left: 70px;">Mr Martin reported on the recent meeting to discuss development on the Manhood Peninsula. He proposed that the matter be dealt with by the Peninsula Forum and by CDALC, which was agreed by the meeting.</p>
<h4>(c)             West Itchenor VDS Update</h4>
<p style="margin-left: 70px;">Members noted the update to this document and the request for approval of parish zones. It was agreed to ask for an electronic copy of the document to allow members to comment.</p>
<h4>(d)             West Wittering Parochial Church School – D&amp;A Statement</h4>
<p style="margin-left: 70px;">Members discussed the D&amp;A statement in support of the Schools planning application. Following discussion it was agreed that this was a good design.</p>
<h3>43.          OTHER ITEMS FOR DISCUSSION</h3>
<h4>(a)             Highways</h4>
<p style="margin-left: 70px;">Members noted the overgrown hedge at Romany in Piggery Hall Lane and asked why this was not attended to by WSCC when they were in the area.</p>
<h4>(b)             Enforcement matter</h4>
<p style="margin-left: 70px;">It was also reported that there were 2 caravans sited on the land behind Tanglewood, Briar Ave and a large gate post structure had been installed. It was agreed to report this to CDC.</p>
<h3>44.          OPEN FORUM</h3>
<p>Mrs Mavity raised the issue of parking and obstruction in Pound Rd. It was agreed to report this to the appropriate authorities and invite residents to write to the Council if they wished the Council to support further waiting restrictions.</p>
<p>Mr Morton asked whether there were grounds to reduce the speed limit in Cakeham Rd adjacent to the cycle path.</p>
<p>Mr Bird invited members to the Open Day at the Croquet Club at 2.00pm on 6<sup>th</sup> May 2012.</p>

<p><span class="bold">MINUTES</span> of the Meeting of the Parish Council, held on Thursday 1st March 2012 in the Sports Pavilion, Rookwood Road, West Wittering.<span id="more-2965"></span></p>

<p>Representatives from SEC Lighting gave a short presentation on the forthcoming programme to replace street lighting. Members agreed to meet with SEC to discuss the Parish Councils preferred options for  columns containing adjustable timing features. It was agreed that Mr Martin and Mr Pine progress further consultation with SEC and seek to secure a timetable for installation.</p>

<p>On a proposal by Mr. Martin, seconded by Mrs Megeney, the minutes were approved and signed by the Chairman.</p>
<h3>27.            CLERKS REPORT</h3>
<h4>(a)             Allotments</h4>
<p>Members noted that EW&amp;B Parish Council would consider the request for grant at its meeting on 8<sup>th</sup> March 2012 and Mrs Megeney agreed to attend on behalf of the Council.</p>
<p>Members discussed the current rent level and asked the Working Party to review rents with a view to an increase. It was also noted that all the plots had been checked and missing markers replaced by Mrs Megeney and her husband. Members recorded a vote of thanks to them and the Working Party. <strong> </strong></p>
<h4>(b)            Footpaths and Open Spaces</h4>
<p>The Clerk reported that WSCC had met with the landowner of Meadow Farm and that the outcome of the meeting would be reported in due course.</p>
<h4>(c)             Sportsfield and Millennium Meadow</h4>
<p>Members discussed litter along Rookwood rd and Cakeham Rd. It was agreed to ask CDC to re site the current litter bin in Rookwood Rd nearer the bus stop, and to request an additional bin near the bus stop on the corner of Joliffe Rd. Members also noted that residents of Howards Way had agreed to undertake litter picking as volunteers and Mr Shrubb was asked to obtain the appropriate his vis &#8211; jackets and materials.<strong> </strong></p>
<h4>(d)            Snowhill</h4>
<p>Mr Shrubb reported that the posts had now been put in ready for the signs to go up.</p>
<h4>(e)             Memorial Hall</h4>
<p>No items to report.</p>
<h4>(f)             Finance</h4>
<p>The Working Party reported that it had looked at the recommendations of the Internal Auditor regarding risk management and that the boiler had been serviced as well as the fire alarm and fire extinguishers. The Fire Risk report was being reviewed and the appropriate reports for inspection of Council assets were being drawn up. The Clerk confirmed that Mr Hutton was insured and the Council was indemnified for him to carry out this work.</p>
<h4>(g)            Village Green</h4>
<p>The Clerk reported that the Council was waiting for the Horticultural Society to suggest the species and location of a suitable tree to plant to commemorate the Queens Diamond Jubilee.</p>
<h4>(h)            Twinning</h4>
<p>No items to report.</p>
<h4>(i)              Communications and Web Site</h4>
<p>Mr Martin suggested that the web site would benefit from a wider range of contributors and advised that the Council should consider looking outside its own members for help.</p>
<h4>(j)              EHCIAG/EA Flood Defence</h4>
<p>Mr Martin raised the issue of accessibility to the crab pool. Members discussed the current access and the suggestion that it be made more accessible which would require significant alterations including a ramp. It was agreed that as the crab pool is an existing environmental feature, not a leisure destination, and as such should not require any additional access. Members acknowledged the statutory notice from the EA regarding commencement of the works.</p>
<h4>(k)            Emergency Planning</h4>

<h4>(l)              Northfield &#8211; Low Cost Housing Project</h4>

<h3>30.            PLANNING</h3>
<p>The Clerk reported a communication from the Chairman of Donnington Parish Council regarding development on the Manhood peninsula and an invitation to an open meeting on 21<sup>st</sup> March. It was agreed that members could attend if they wished and Mr Martin recommended that the matter be dealt with at the Peninsula Forum meetings. Mr Shrubb reported concerns that not all members of the planning authority were familiar with the approved interim planning policy.</p>
<h3>31.            OTHER ITEMS FOR DISCUSSION</h3>
<h4>(a)             Highways</h4>
<p>Members noted the overgrown hedge at Itchenor crossroads and the manhole reinstatement outside The Old House at Home were still outstanding. In addition there was a very large pot hole in Chichester Rd outside The Lamb. The Clerk was instructed to report these to WSCC Highways.</p>
<h4>(b)            Annual Parish Assembly – 17<sup>th</sup> May 2012 7.30pm</h4>
<p>Mr Martin suggested that representatives from the user Clubs be invited to the meeting to give a brief overview of their activities. It was agreed to invite the Football Club, the Cricket Club and the Sailing Club.</p>
<h4>(c)             Anti Social behaviour</h4>
<p>Mrs Megeney reported on recent incidents and the need to report such matters to the Police using the newly established “101” number.</p>
<h3>32.            OPEN FORUM</h3>
<p>There were no questions from the public.</p>

<p>We all call 999 in an emergency but did you know that there is a number for less urgent incidents? The police regularly point out that they cannot respond to crime unless it is reported. Even though it may be too late to respond to the incident that has been witnessed or suffered the information helps the police to deploy their forces more accurately and to be prepared better for a possible recurrence.</p>
<p>The public is encouraged to call 101 to contact the police to report less urgent crime and  disorder or to speak to a local officer. For example, call 101:</p>
<ul>
<li>if your car has been stolen</li>
<li>if your property has been damaged</li>
<li>if you suspect drug use or dealing in your local area</li>
<li>to report a minor traffic accident</li>
<li>to give the police information about crime in your area</li>
<li>to speak to the police about a general enquiry</li>
</ul>

<p>The Chairman announced the recent death of Hector Allen, past Chairman and District Councillor. The meeting observed one minute’s silence.</p>
<p>5.	MINUTES</p>
<p>On a proposal by Mr. Martin, seconded by Mr Pine, the minutes were approved and signed by the Chairman.</p>
<p>6.	COUNTY AND DISTRICT COUNCIL UPDATE</p>
<p>Cllr Montyn reported on parking issues in East Wittering since the introduction of LAPE and problems with parking on Northern Crescent. He confirmed that the District Council was looking at alternative solutions. Regarding public conveniences, he reported that officers had been tasked with achieving alternative ways of providing facilities including working with communities in order to find necessary savings.</p>
<p>7.	CLERKS REPORT</p>
<p>(a)	 Allotments</p>
<p>The Clerk reported that only 1 quote had been received for hedge clearance and surface repairs. On a proposal by Mr Buckland, seconded by Mrs Megeney the quote of £560 was accepted.</p>
<p>(b)	Footpaths and Open Spaces</p>
<p>The Clerk reported that WSCC had written again to the owner of Meadow Farm regarding the obstruction of the footpath but that there had still not been any response.</p>
<p>(c)	Sportsfield</p>
<p>The Clerk reported that the quote for 2 new litter bins for the Sportsfield was £305 each plus installation. The Sportsfield Working party recommended the Glasdon type and design and on a proposal by Mr Martin, seconded by Mrs Megeney, it was agreed to order these bins.</p>
<p>(d)	Snowhill</p>
<p>Mr Shrubb reported that he was still waiting for the new signs, and the Clerk was asked to remind Knights fencing to provide the posts.</p>
<p>(e)	Memorial Hall</p>
<p>No items to report.</p>
<p>(f) 	Finance</p>
<p>Mr Shrubb reported that the Working Party would be producing a draft budget and recommendations for the 2012/13 precept. He asked members to give consideration to an increase linked to inflation and to let him have input as to possible village projects for the coming year.</p>
<p>(g)	Village Green</p>
<p>Mr Pine reported that the Christmas tree was appreciated by many residents.</p>
<p>(h)	Twinning</p>
<p>No items to report.</p>
<p>(i)	Web Site and Communications</p>
<p>Mr Martin reported that the Council needed a licence for the Parish on line mapping service on the web site. The Clerk asked members to confirm that the web site hosting arrangements for 2012/13 should stay the same, which they did.</p>
<p>(j)	Footway Lighting</p>
<p>No items to report.</p>
<p>(k)	EHCIAG/EA Flood Defence</p>
<p>Mr Martin reported that recent storms had damaged some breastwork and that Chichester DC would be repairing these.</p>
<p>(i)	Emergency Planning</p>
<p>Members noted the WSCC Winter Management Plan and the Clerk confirmed that volunteers working on behalf of the Parish Council would be covered by the Councils own insurers.</p>
<p>(m)	Summerfield Rd Low Cost Housing Project</p>
<p>Members agreed that the sign up event should be early July 2012.</p>

<p>(a)	Highways</p>
<p>Members noted potholes on Malthouse corner and overhanging hedges outside Emery Cottages and outside Romany, Piggery Hall Lane. The Clerk was instructed to report these to WSCC Highways.</p>
<p>(b)	Peninsular Forum</p>
<p>Mr Martin reported that WWPC had hosted this meeting in December 2011 and that a summary of the business would be posted on the parish web site.</p>
<p>11.	OPEN FORUM</p>
<p>Mr Morton reported that the Itchenor crossroads sign was in the adjacent ditch. Members noted a motor caravan parked in Elms Lane and the Clerk was asked to report this to the Police.</p>
